PRIORITY INVESTMENT PROJECTS IN FOREST DEVELOPMENT AS AN INSTITUTION FOR INTENSIFICATION OF RUSSIA'S FORESTRY

The main tendencies of the development of forestry in the Russian Federation under the implementation of the Forest Code of 2006 are discovered, the goals of forming the institutional environment for forests use, conservation, protection and reproduction at the present stage are defined. The activities in the field of conservation, protection and reproduction of forests in the country in the period from 2007 to 2013 are characterized by a decrease in the volume of work and activities. A steady upward trend in the loss of forest resources from forest fires was outlined. The state policy of the Russian Federation in the area of use, conservation, protection and reproduction of forests is aimed at conservation and augmentation of forests, maximum satisfaction of the needs for high quality products and useful properties of forests. The achievements of stated objectives were provided by solving of a number of tasks, including the increase in efficiency of the forest sector management and intensification of the use and reproduction of forests, which have the priority meaning. The authors determined the institutional model of public-private partnership in the forest sector of the Russian economy recognizing the need to develop flexible institutions for interaction between government and business in the use, conservation, protection and reproduction of forests as an integral part of intensive economic model. The article proposes a conceptual scheme of efficiency assessment for investment projects in forest development and target functions for data subjects of investment projects: the federation, the region, the business and local community

ON THE FORMATION OF CONTRACT WARRIOR’S PERSONAL READINESS FOR THE LEADERSHIP

The ongoing reformation of the Russian Federation Military Forces is aimed at creating an army and a fleet appropriate for XXI century and able to protect the country from threats. As well as resupplying military bases with modern weapons and vehicles, an important component is to change parameters of professional military training and competence of military specialists. Specialized requirements are applied to the supplying of military bases, ships and squads with contract military personnel. Modern military forces need highly qualified professionals possessing developed skills in organization, command, psychology, pedagogics. Leadership is a socio-psychological ability inherent to humans. In Russian science the term “leader” is defined as a gifted, charismatic personality who is able to unify people to reach some common goal. Any group needs guidance to reach its goal that is why groups choose the leader from among themselves. No group, especially military, can exist without leadership. At the same time leadership is always a question of influence which the leaders exert on their subordinates, and it depends on correlation of leader’s personal qualities with qualities of those under his command and on the situation in which the group finds itself. Not every contract soldier possesses developed leader skills, which necessitates the organization of psychological and pedagogical preparation in conditions of military service. THE STOCK OF BOLOTOKOVS THE TEMIRGOI PRINCES IN THE MILITARYPOLITICAL EVENTS IN THE KUBAN REGION IN THE LATE XVIII - EARLY XIX CENTURIES

The purpose of this article is to study the role and the place of the Bolotokovs, the temirgoy princes’ name, in the military-political events that took place in the Kuban region in the late XVIII - early XIX centuries. The question of the origin and the status of the prince surname Bolotokov is studied, which the legendary Prince Dzhambulat Bolotokov belonged to, "the last one of the old knight generation of the Circassian princes. " Besides him, the most famous temirgoi princes are noted, including his cousin - "senior temirgoi Prince" Misheost Bolotokov. An important place is given to their predecessors - Prince Bezruko Bolotokov, who was trying to create a powerful military and political unification, joining all the "aristocratic" Circassian tribes "in one piece to secure their land and rights against external enemies: Abadzekhs, Shapsugs and Natukhais, but with the preservation of internal control of each tribe on the original terms". The causes of the fact are determined, that despite the periodical participation in hostilities against Russia, the main part or the Temirgoy people under the jurisdiction of the Prince Misheost Bolotokov hold to the solid pro-Russian orientation, which was mentioned by the commander-in-chief of the Russian troops in the Caucasus General A. P. Ermolov, who called Misheost Bolotokov "the most committed to Russia"

THE STUDY OF THE PROCESS OF SEED DISPERSAL OVER THE PLANT GROWING SURFACE OF A TRAY IN HYDROPONIC SYSTEM

The low rate of planting and harvesting mechanization is a common drawback of the equipment for hydroponic green fodder (HGF) cultivation. The system, that has been developed, is represented by a rack construction with a tray positioned on each rack; a tray is the place where the processes of seed dispersal and growth and the takeout of grown HGF occur. A tray with a pipe sways in opposite directions over pipe axis, and, as a result, moving bulk of seeds covers the entire tray surface with a seed layer of uniform thickness. The mathematical model of dynamics in the “granular medium – tray” system has been developed; on the basis of this model, after execution of simulation modeling, practical angles of tray tilt were identified as being within the range of 20 – 30 degrees. Experimental investigations have been carried out on the barley of “Vakula” cultivar with seed moisture contents 10%, 14%, 16% and 18%. During the research, the main factors influencing the process under consideration were identified: the moisture content in barley seeds; initial angle of tray tilt; the number of tray swaying motions. It was determined that the increase of tray filling rate can be achieved by means of setting up the initial angle of its tilt from a reference level, which depends on the moisture content in the barley seeds used in the process of HGF production. This angle is 22 – 24 degrees for the dry barley seed with moisture content 10-14% and 25 – 27degrees for the barley seed with higher moisture content. The upper limit of moisture content in the seeds used in work process should be specified to achieve high quality of a final product. The barley seeds with moisture content 10-15% and the angles of tray tilt 23 – 25 degrees should be used during HGF production

SOIL DEGRADATION AND THE ROLE OF FOREST BELTS IN LAND MELIORATION

Soil degradation (erodere – eat away, lat.) - a process in which result pieces of rocks and soil are separated from of their initial location. Is then transferred and deposited in some new place. The factors of erosion are water, wind, landslides, rock particles and etc. Erosion is the process of destruction and demolition of the soil cover (or parent rocks) flows of water or wind what causes depletion of fertile top soil layer. The destruction of this layer occurs quickly, and for its restoration required the millennium. Reduction of soil fertility is one of the main problems that are associated with its pollution. Erosion is a natural process that occurs very slowly ever since as the Earth was formed (about 45-50 billion years ago). Realistically, mountains, valleys, plains and deltas on Earth's surface have been created by water and wind erosion as a result of their joint action over a long period of time. Geological erosion was acted at a slow pace for hundreds of years. With the emergence of the human occurred of invasion species which could transform their natural environment. In the article on the example of the works of great artists we consider the image of the subject as an object for the study course of "History and methodology of scientific agronomy". The emphasis on the image as the object of study, in the modern world has become popular for several reasons. On the one hand - this is a documentary confirmation of events, the state of the object, and sometimes the only proof of a bygone era. On the other hand – the works of art is multifaceted information about the study area, recorded by the artist with a careful rendering of details, environment, transfer of colors, shapes. The presented approach, the interpretation of art paintings allows us to develop creative potential of students. During the learning process, we have formulated the criteria for material selection: the ability to collect material in accordance with the task; ability to define basic accents and navigate through all the work; the ability to compare the artwork with the selected research topic. The article discusses the experience of creating an electronic database of a library of electronic resources for students so they were able to obtain enough empirical information. It is shown that the created database provide information on: the history of development of agriculture of our country, types of rural labor in Russia, the history of gardens and floriculture, as a branch of agricultural production, tillage instruments, history of agriculture; plant care, history of plant introduction in Russia. The experience of creation of electronic resources through databases, allows the teacher to have a resource for organization rich intellectual environment of the educational process. PROCEDURE OF HOLDING THE AUCTION FOR GRANTING THE TIMBERLAND IN RENT

This article discusses issues of legal regulation and implementation of the norms of the forest legislation about procedure of holding the auction for granting the forest lot in rent and also consider the problem of law enforcement procedure. According to the forest legislation of the Russian Federation, the basis of the conclusion of the lease contract of the wood lot the result of the carried-out auction is. Auction can be considered as one-stage process on the one hand and as two-stage on the other hand. In this regard, auction is considered in this work from the different points of view of prominent scientists. The conclusion is drawn on imperfection of the system of carrying out auctions indulging corruption about need of change of criteria of a choice of the winner of auction where by the main criterion it is put, for example, the qualifying shots of the person, but not the greatest sum which the person can offer at competition. The position about the privilege to the conclusion of the lease contract at an equal rate of a payment is opened. Auction and competition as real and effective ways of receiving the right for the conclusion of the lease contract of the timberland are correlated with each other. POSSIBLE LIMITS OF CONFIRMATION OF BELONGING TO RUSSIAN MASTER FELONS’ BROTHERHOOD

The article focuses on one of the aspects of The Russian Felony Idea revealed during answer to the question of affiliation to the Russian Master Felons’ Brotherhood. This aspect are the limits of candor during the answer along with their reasons. The work also aims at the analysis of the strategies of discursive behavior during an inter-level contact between a law enforcement unit officer and a felon. In the article, the author uses a model to analyze the Russian criminal discourse that was proven earlier on the basis of a synthesis of the ideas suggested by L.N. Gumilev, U. Eco, and O.V. Leszczak. This model made it possible to prove the existence of the Thieves’ Law in a written form with further division into the Old Thieves’ Law and the New Thieves’ Law that differ from each other in material form of their existence. Moreover, it was possible to shift back the moment of its formation up to hundreds of years earlier than it was believed before. The material gathered by the author in conversations is verified on the basis of open-access sources; it allows the author not to mention the personal data of respondents’, who live in different European countries, and totally eliminates such possibility. In this research, the author focuses on one and only aspect, other related aspects are taken into consideration according to their necessity for the aims of the work

THE CHAPLAINCY OF THE KUBAN COSSACKS: THE SPECIFICITY OF FORMATION AND DEVELOPMENT

In the modern conditions of formation the Institute of military clergy in Russia it is especially important to study of the history of its formation and development. In this article we first focus on coverage of the activities of Cossack Orthodox clergy and its participation in military battles. The article details the activity of the first military archpriests of the Black Sea Cossack army: I. L. Kovalevsky, A. Domashevskij and R. Porokhnya. Based on the analysis of archival documents the article highlighted the specificity of the formation of the military clergy Cossacks, we have also indicated its role in the history of the Kuban. We have considered the problem of terminology as well. The article clearly proves that, prior to the formation of the United Kuban Cossack army, the term of "regimental priests" is applicable only to Linear Cossacks, as the Black sea priests were attached to the whole Cossacks army and therefore had the status of the army; this term was used here until 1920. It is the special situation of the Kuban army of clerics who are simultaneously applied to the spiritual and to the Cossack estate was the main cause of repression against it in the 1920-1930ies. Throughout its history the chaplaincy of the Kuban played an important role in the life of the Cossacks, it was responsible for religious education and Patriotic education. Due to its credibility, and numerous works, the priests were able to maintain the morale of the Cossacks, even during the February revolution. At the time when the Russian army suffered from defections, Kuban regiments were almost not affected, which once again shows the important role of priests in the Kuban history

THE EDUCATIONAL ACTIVITY OF THE ORTHODOX CLERGY OF KUBAN: MAIN STAGES AND THEIR SPECIFICITY

The history of the Kuban region is inseparably linked with activity of Russian Orthodox Church. The main attention is paid to studying a contribution of the orthodox clergy of Kuban to development of education and study of local history. In this research the author disproves the thesis of the Soviet authors, that Orthodoxy was the opponent of studying and development of education. On the basis of the analysis of various sources the educational activity of orthodox clergy of Kuban is comprehensively considered. The huge contribution to the development of education in Kuban was brought by K.V. Rossinskiy. Due to his efforts by 1825 there were 10 parish schools, one parish spiritual school and a gymnasium. Enlightenment has been considered as a complex system of measures aimed at the development of both intellectual and spiritual features of society. For the first time the author gives allocation periods of educational activity of Russian Orthodox Church, according to the author, there were three stages: 1794-1842; 1842- 1860; 1860-1920. The specifics of each of the periods were also specified in this research, as well as the factors influencing the development of the Kuban education. School construction was the most intensive at the third stage that is connected with the end of the Caucasian war and strengthening of positions of Russian Orthodox Church in this region. A significant amount of place in the article was taken by the analysis of the works of Russian Orthodox Church in a field of education and development of patriotism, the role of orthodox clergy of Kuban in development of study of local lore is also lit. The conclusion about an important role of Russian Orthodox Church in the Kuban history is presented in the summary. The orthodox clergy stood at the origins of the Kuban education and study of local lore. It made a brought contribution in literacy distribution, in strengthening of the spiritual beginnings of society, in preservation for descendants of unique data about the past
