The article is an author's view on the problem of innovation and innovation environment applied to the oil industry of the country and its regions. The main task set by the authors during the study is the development of theoretical provisions for determining the priorities for the formation of an innovation environment in the Russian oil and gas sector and the development of methodological recommendations for the improvement of the innovation environment. For this purpose, the following tasks were accomplished: the essence of the innovation environment of the oil industry as an economic category was revealed and the priorities of its formation in the oil and gas complex of the region were justified; the methodological bases of the innovation environment analysis are substantiated and the priorities of its formation in the economy (structure, functions, indicators) are revealed; proposals to improve the innovation environment in the oil-producing region have been developed; methodical recommendations on the development of innovative processes in the industry have been formed. Concerns about fuel safety, environmental problems are growing in the society. Therefore, in this article, the authors propose their own approaches to the organization of interaction between the subjects of regional oil and gas markets, the external environment and municipal and state authorities on a science-based basis. The purpose of this concept is to create a local oil territorial production complex that will be dynamic, flexible, capable of rapid adaptation in changing conditions
The principles and the methods of strategic planning were shown in the article. We have investigated the tools of strategic analysis, strategy development and enterprise strategic plan. In the implementation of the strategic planning process – the strategic development of the company – we use the analysis of internal and external environment: PEST–analysis, five forces model of Michael Porter, administrative examination, analysis of the “value chain” by M. Porter and system management analysis of Mc Kinsey CVP–analysis
(Cost – Volume – Profit), SWOT–analysis. On the basis of the analysis of the company’s internal and external environment, as well as the SWOT–analysis, we have proposed a business strategy. Among all the methods of portfolio analysis in strategic planning, the authors identify three of the most famous ones: the method of the Boston Consulting Group (BCG); model of McKinsey; Model of ADL / LC (a concept of life
cycle). We have also substantiated a comprehensive
strategic plan, as well as its system implementation and
management, because the previously developed strategy
was a generalized idea of the direction of the organization.
The research made by the authors was
based on the use of the following groups of methods:
target program; economic-mathematical methods
(simulation of queuing systems, theory of production
functions, dynamic modeling) and methods of network
planning
Moral risk is presented as actions of economic agents
to maximize their own utility at the expense of others
due to inequality of information and differences of
interests, manifested in changing the behavior of one
of the parties to the contract. The moral risks in the
banking activities are divided into two groups: the
moral risks within the Bank; the moral risks posed by
the external environment of the Bank. It is established
that in the case of inappropriate opportunistic behavior
of personnel who directly or indirectly violates the
terms of the contract, the Bank often does not have
monitoring capabilities. A list of typical methods of
dealing with moral risk arising from the activities of
the Bank was created. The article substantiates the role
of Bureau of credit history (BCH) as the organization
that performs the collection, processing, storage and
dissemination of information on credit histories of individual
citizens, such as information about the balance
of debt or credit lines, events of default on the
loan, history of payments, bankruptcy. A group was
proposed for specific methods of dealing with moral
risks - measures to neutralize the moral hazard related
to the activities of the staff. One of the most problematic
aspects associated with the moral risk of the Bank
is their assessment. In fact, in modern conditions the
banks are unable to assess the level of risk and threat
resulting from the actions of moral risk and, respectively,
the consequences of them

Import substitution - a process at the level of the
national economy, which is provided at the release of
the necessary domestic consumer goods manufacturers
forces, leading activities in the country. At present,
Russian farmers have an incentive to carry out a largescale
import substitution because of the food embargo
on the West European suppliers of agricultural
products. An important problem that accompanies the
processes of import substitution in Russia is the lack of
qualified personnel in a number of industries, as a
prerequisite for the growth of agricultural production
in Russia is full staffing agriculture. The article has
identified the causes of insufficient practical training
of graduates of agricultural universities. The role of
Kuban State Agrarian University in the personnel
matters of the village. Grounded following directions
of improvement of training: the formation of the
federal and regional forecasts provide human resources
for the future of the village; the creation of
organizations and municipalities comfortable social
environment for young professionals; promotion of
public – private partnership for the training of
personnel for rural areas; improving infrastructure to
support the system of financing higher education
institutions; protection of the region's interest in
defending the rights of agrarian university on training
for other sectors of the economy in rural areas, except
for agricultural commodity production; empowerment
of the target form of training specialists; allocation of
resources (possibly in the form of grants) to prepare
doctors to foreign training, access to foreign sources of
scientific information, cooperation of universities to
gain access to the Web of Science and Scopus'
resources
The article describes a method of optimizing the number of members of the sales staff in retail organizations, which enables a quantitative and qualitative analysis of the manpower of the enterprise, evaluate the effectiveness of the use of the sales staff and offer based on it the optimal number of employees in each structural unit
For the development of the agro-industrial complex, a real modernization of the economy is necessary, without which it is impossible to ensure the growth of labor productivity, the reduction of production resources and, as a consequence, the competitiveness and investment attractiveness of the industry. In the constituent entities of the Russian Federation, the main elements of the investment policy are the adoption of legislation, regulating the investment process; providing investors with various financial and non-financial benefits and incentives; creation of organizational structures for investment promotion; development and examination of investment projects through public sources of financing; provision of guarantees to banks for the allocated funds for them to implement investment projects, selected on a competitive basis; accumulation of public funds through the issuance of municipal loans. The investment policy in the system of the agroindustrial complex should be aimed at ensuring a harmonious and balanced development of all parts of the complex, modernization of production capacities, increasing the efficiency of its use. As a result, the potential for advanced development will be formed; an effective system of public administration, conditions and incentives for the development of human capital, competitiveness of goods and services will be developed. Attraction of direct investments in development of industrial infrastructure will allow activating investment activity in the territory of the Krasnodar region. Investors are enabled to expect to receive tax benefits, subsidies and other government support measures, which will improve the investment attractiveness of the region

The article has identified, systematized and ranked by priority the factors that contribute to the content, structure and efficiency of production and the technological infrastructure of the agri–food market in the Republic of Adygea and determine the growth and improvement of product quality, the degree of resource-saving and productivity growth that allowed us to substantiate the steps of determining the level of development in the infrastructural support on the basis of building relevant factors according to their impact on the competitiveness of producers and the region as a whole. Based on the analysis of the current state of production and technological infrastructure of the agri–food market in the Republic of Adygea, we proved the need to reduce the complexity of the production processes through automation and mechanization of the most labor–intensive elements of resource and storage technologies and diversification of them through long–term storage of agri–food products. By calculating the warehouse stock and the needs of identified storage capacity we decided to reduce the unit cost for storage of agricultural products, which allowed proving return on investment in the development of resource–saving technologies in the organization of distribution logistics facilities in the region. We prove the economic feasibility of investment in on–farm storage organization of fruit and vegetables in the agricultural organizations of the Republic of Adygea in a significant seasonal shift of purchase prices and increased cost of the services of third–party storage facilities, allowing more specific ways to enhance the competitiveness of warehouses and facilities of industrial and technological infrastructure of agri-food market in general
