In the article, we consider the problem of ensuring
viability of a company in the conditions of innovative
development of society. It is shown, that viability of the
innovative enterprise can be provided only socially and
by ecologically responsible management. On the basis of
the analysis of the theory and practice of social and
ecological management, the conclusion that controlling
as practical implementation of the concept of system
business management will allow to provide viability of
the enterprise in the conditions of innovative
development is drawn. It allowed reducing the
considered problem to the solution of three
interconnected tasks. First, it is a problem of creation of
model of innovative development within the modern
theory of economic development. Secondly, this problem
of definition and classification of a social organizational
unit of independent economic activity, viable in the
conditions of innovative development. At last, thirdly, it
is a problem of construction within model of innovative
development of model of viability of this social
organizational unit of independent economic activity
necessary here how exactly models of social-andecological
controlling. Social-and-ecological controlling
acts here as system structural communication which
provides possibility of complete overcoming of an initial
problem at the complex solution of the specified tasks.
Then the problem of definition of a place and the role of
the controller and the manager and their system
functions necessary for implementation of potential of
viability of the enterprise in the conditions of the
innovative development put in model of social-andecological
controlling is solved
The content and structure of intellectual capital was analyzed and an integrated system of the corporation management, which includes segments of knowledge management and controlling, was considered in this article. Knowledge processing technique on basis of the use of trainee ensemble neuronets as perspective direction of the intellectual capital management and corporate knowledge management is considered

Management is considered as a service providing value creation in the corporation. Improving the quality of management and the formation of its competitive advantages is a priority. Controlling has a significant influence on the quality of management. However, for its implementation it is necessary to form the need to the head to establish a system of information - analytical management support. The survey of CEOs identified the lack of sustainable demand for controlling. The main source of the challenge for controlling is corporate executive. The reason of the lack of significant challenges to controlling lies in the existing system of management of corporations and, above all, in the person of the head. The article, from the perspective of developing a
regional knowledge economy, examines the modern
city as a complex and large system, like a fractal. We
have put a scientific problem of developing a set of
models that together would be adequate to the
Megatrends of development. We explore models of the
city as complex and large systems and as a fractal. The
article discusses the main elements of a successful city,
emphasizing its uniqueness. We have discussed formal
criteria of the UN for the success of cities and the
perception of its informal judgments of different urban
communities. The city, in terms of the structural
building conditions in four-sector economy can consist
of the following subsystems: historical, mental,
national, cultural, institutional, cognitive, symbolic,
ecoinnovation technology, property, manufacturing,

The article deals with the demand of infrastructure
of the innovative ecosystem for management
service; the urgent problem of ensuring
effectiveness, efficiency and quality of
infrastructure management of an innovative
ecosystem of university of the agrarian and
industrial region on the basis of forming of the
problem - oriented management system, the core of
which are controlling and knowledge management,
is formed; the feature of content of research
approach which consists in consideration of new
factors of development of management and
methods of management in relation to an
unstructured object – the innovative ecosystem of
university (IESU) possessing many stages of
freedom and informal communication channels and
movements of an intellectual human capital is
described. It is noted that all the elements of
management (goals, measurement of result of
management, system, process and mechanisms of
management) are subjects to change in synthesis of
systemic, evolutionary, reproductive, resourcebased
approaches and the concept of dynamic
abilities to the solution of the problem under study.
Two key components of a problem are allocated:
infrastructure of IESU and management by
infrastructure with the use of modern technologies for the purpose of ensuring of effectiveness of
innovative activities. It is noted that the researcher
does not need to the management, but good service
from the infrastructure. Such service of
infrastructure in the majority of IES is absent.
Modern practices, theories, technologies, methods
and instruments of management of the developing
infrastructure of IES remain out of sight of
scientific and expert community.
Controlling of environmental systems, risks and
costs of the innovative process is the essence of the
information – analytical, methodical and
instrumental support of the process of management
by infrastructure of IES. Controlling as a part of the
problem - oriented concept treats the management
as the service aimed at creation of conditions for
the functioning and development of infrastructure
of IES and it is considered as a part of management
system and it is intended with the information and
analytical, methodical and instrumental side to
facilitate of implementation of management by IES
of the university oriented to result of innovative
activities
The problem of documenting of process of accumulation of knowledge and development of the intellectual human capital is considered in this article. The purpose of the article is the research of theoretical approaches of documenting of process of accumulation of knowledge, development of the intellectual human capital and the analysis of domestic public corporations on documenting of process of accumulation of knowledge. The solution of research tasks in article is proposed: the analysis of the contents of theories of development of the human capital in the conditions of economy of knowledge is carried out; domestic practice of public corporations on documenting of process of accumulation of knowledge is studied; features of documenting of knowledge as maintenance of development of the human capital are marked out. The particular emphasis in the article is placed on disclosure of such problems, as: methodological and theoretical aspects of development of the intellectual human capital; formation of mechanisms and ways of documenting of knowledge in the conditions of knowledge economy; formation of corporate institutes of formation and the development of the intellectual human capital, realizing reproduction of the intellectual capital and engineering of knowledge; formation of organizational innovations and dumping of old organizational routines. Documenting of knowledge is presented as maintenance of development of the human capital, the project of introduction of knowledge management and its documentary maintenance in corporations, and also ways of network documenting of knowledge of the human capital in the process of joint design activity is offered. Development of a special control system and its organizational and methodical providing which will allow to increase efficiency of work with documents during projects of development of the intellectual human capital is necessary for management of the documentary massif of knowledge of the organization, documentary ensuring management
The article analyzes features of management of the
process of preparation, organization and
information and documentation support of various
forms of mobile events of the regional Parliament
in the territorial subjects of the federation in Russia
with the participation of its Chairman. The
comparative analysis of features of preparation and
holding of mobile events on the example of The
Legislative Аssembly of Krasnodar Krai (LAK) has
allowed revealing the key stages and processes of
work. There have developed IDEF0 – the diagram
of the process of the preparation, organization and
information, and documentation support of various
forms of mobile events allowing formalizing the
process and performing optimization of resources.
Besides, the management of the process of
preparation, organization and information and
documentation support of various forms of mobile
events of LAK is presented by regulation of
activities of stuff of the department. The regulation
has been presented in the form of IDEF0 diagram.
Presentation of regulation of activities of stuff of
the department for ensuring of process of
preparation, organization of various forms of
mobile events of LAK differs from traditional in
easily foreseeable form, presentation and allows to
operate, control completeness and quality of
information and documentation support, and also to
