The issues of functioning of domestic and foreign labor
markets are considered in the article. There were
determined the main problems that accompany the
functioning of these markets. There was given the
characteristic of the term "labor force". There were
presented the main directions and stages of work of
recruitment agencies that are intermediaries between
an employer and an applicant. There were
substantiated the main directions and types of
personnel policy of an organization. There was
conducted the comparison of the types of personnel
policy of an organization: passive, reactive, preventive,
active. There were characterized the technologies of
personnel marketing, which are based on the functions
of personnel planning, employee engagement, selection
and screening of candidates. There were identified the
key functions of personnel marketing. The personnel
marketing on an enterprise allows us to conduct the
target intelligent selection of personnel for vacant
positions, it allows to provide for needs of an
enterprise in employees of specific categories, gives
the possibility to influence the compensation and
effectiveness of labor potential of an enterprise. There
was based the reasonability of personnel marketing
technologies application as an effective instrument of
interaction of domestic and foreign labor market. The

supplies the effective personnel policy of a company
that will allow providing the effective maintenance of
labor potential of a company
In the article, general question of material stimulation
of workers are considered. There are given the
definitions of concepts "interest", "motive",
"motivation", "stimulus", "material stimulation",
shown the main problems that are related to the
motivation of workers and employers, whose solution
is closely related to the successful, realization of the
program for the development of the agro-industrial
complex. The main reason for the shortage of labour in
agriculture is a low level of wages that does not meet
the needs of the population. Forms and wage systems
in agriculture are justified by the features of
agricultural production, payments in kind are applied.
In connection with the policy of import substitution
carried out by the state, the out flow labour from rural
areals hoes decreased. To increase the efficiency of
agricultural production it is necessary to carry act
various measures including on stimulating workers of
the agrarian sphere. It is expedient to divide wages into
the main and additional parts while the guaranteed and
variable share varies depending on the quality of
labour. The use of new incentives for labour activity
would make it possible to build a more effective labour
incentive system with the use of which the employee
will be an interested commodity producer, the owner of
the products and resources
In the article, we give the characteristics of the
Russian meat cattle breeding as one of major factors
of efficiency of domestic agriculture. Dynamics of a
livestock of cattle in certain regions, number of
breeding farms, which are engaged in cultivation of
cattle of meat breeds, were presented; we also
revealed a tendency of their increase. Dependence of
shortage of breeding resources of the most
competitive specialized meat breeds and the volume
of import of cattle are revealed. The main problems,
which accompany functioning of the branch of meat
cattle breeding, are defined. The average mass of
carcass of cattle on slaughter is specified in the
different countries of the world. Based on the
calculations, the conclusions are drawn and the
forecasts for domestic agricultural producers
proceeding from the developed market dynamics are
defined. Reference points of the state support of
branch for which solution of problems the Ministry
of Agriculture developed the State program of
measures of the state support of development of meat
cattle breeding which has to provide a gain of a
livestock of meat breeds by 2020 are specified.
Considering prospects and possible risks of
development of domestic subsector of meat cattle
breeding, we specified a need of such development
of the branch; it has to be based, first of all, on
implementation of large-scale projects on the basis of
the competitive meat breeds of world level and the
low-used resources of pasturable cattle breeding
which are available in Russia. It will allow realizing
fully the least expensive intensive and pasturable
production technology of high-quality beef.
