FULFILLMENT OF TQM PRINCIPALS FOR PURPOSES OF SUPPLYING QUALITY PREPARATION OF SPECIALISTS IN REGIONAL MULTI-FACETED UNIVERSITIES

The article examines different aspects of preparing qualified workforce for higher-technology industry. The importance of this issue is centered on accomplishing priority projects in aviation, electronics, defense industries, etc. The main goal of preparing a workforce today is to increase the quality of specialists, not their quantity. This cannot be achieved without a development and implementation of effective management systems that are based on TQM principles. The article proposes main events geared at achieving the goal of developing potentials of the industry workforce. It is noted that the goal of the development of effective infrastructure that will supply staff to higher technology sector cannot be achieved within the limitations of a single given institution, it needs participation and consolidation of efforts of multiple participants. The article examines the main issues of modern regional multi-profile universities, which must become the main link in the system of “Education – science – production” to ensure workforce training for advanced development industries in the region, employ hands on research jointly with the facilities and seamlessly facilitate the development of the infrastructure for effective commercialization of innovations. The article proposes methods of developing a workforce potential on the grounds of regional multi-faceted universities as the main element of infrastructure of workforce supply of the higher- technology sectors of the industry. The authors of the article determine, they believe, the most promising forms of symbiosis between the educational and industry establishments

STANDARDIZATION IN RUSSIAN FEDERATION. LAWS AND ORDER

The article provides comparative analysis of three laws in the area of standardization in different phases of its existence and development of our State: “About Standardization” 10.06.93 № 5154-1, “About Technical Regulation” № 184-ФЗ (part III) and «About Standardization in Russian Federation” № 162-ФЗ. It is noted that standards and other documents addressing standardization facilitate technical development, innovation in different spheres, quality improvement and competitiveness of industry, products and services. The authors of the article trace close interconnection between the state of the laws and the concepts of Russia’s development, change of goals, tasks and principles of standardization in relation to the changes in the country and in the world; analyze the experience of Russian standardization and evaluates innovations in the modern jurisprudence in this area. The authors of the article evaluate the laws in the area of standardization from the viewpoint of its importance and transparency for consumers based on its close correlation with the law “About Consumer Protection”. Additionally, they note the importance of these documents and standardization in general to the development of the country’s economy, its integration into the world sphere and achievement of technological leadership of the Russian Federation in different areas

TO THE APPLICATION OF THE SEVEN TOOLS OF QUALITY CONTROL IN HIGHER MILITARY EDUCATIONAL INSTITUTIONS

The article notes the importance of identifying and taking into account factors affecting the quality of the educational process. To solve these problems the collection, processing and analysis of various data are required. In higher educational institutions, it can be achieved reasonably and conveniently using the application of "seven tools of quality control". Differences between civil and military institutions of higher learning determine not only the features of the educational process, methods for achieving quality of teaching, but also the specificity of the "quality" understanding. This article discusses and explains the use of three of the seven tools of quality education control in the higher military educational institutions. According to the authors, the specificity of these institutions is more close collaboration between the processes of the quality management system (QMS) in comparison with civilian educational institutions. In military academies when the causes of nonconformities in the educational process are eliminated, the processes of the cadets’ "second half of the day" are simultaneously improving. In this regard, the scheme of processes, process maps and other documents of the QMS of the military institution will be significantly different from similar documents of the civil. The forms of checklists proposed in the article, the methods of applying the Pareto and Ishikawa diagrams are of an applied nature
