Nowadays a lot of countries, regions, cities, corporations carry out special process to form territories images, to create original images of their strategies and concrete products. Such processes in the Kolyma region, concerning the forming of positioning and advance mechanism of our city, are mostly at the research conducting and trial actions stage. Therefore, we consider it timely and relevant to offer the recommendations which can be used by authorities when developing positioning and advance programs of the considered northern city within the country, as well as beyond its boundaries

The article estimates of the qualitative characteristics of the urban public transport work on the example of municipality of Magadan in the light of traffic safety, comfort, reliability and other activities. By means of SWOT-analysis, the degree of influence of surrounding factors on the municipality transport infrastructure is examined. As a result, the basic directions of improving organizational structures of urban public transport management on the municipal level are determined

It is highlighted, that the development of measures for the selection of the optimal model of urban public transport organization in Magadan requires an objective evaluation of factors of its surroundings and evaluation of the degree of their influence on municipal transport infrastructure in general. It was revealed, that urgent measures for solving problems of integrated management from the direction of municipal government are required. As a result, the principal trends of public transport development in a northern town are determined, and some recommendations on improving public transport management efficiency from the direction of local authorities are given
