Plant growing successes influence the effectiveness not only the branch in itself, but the other branches
of agriculture, economics of agricultural enterprises
in whole as well. Models and methods of decision taking process improvement in plant growing were considered in the paper.
Method of fight with traffic jams with the help
of passenger fare introduction is considered
in the article. Experience of other countries in
the decision of this problem and equations of
inequality for choice and optimization of equality model of transport flow on the city roads are cited
in it as well. Necessary conditions of the application
of this method were considered.
This article is devoted to the analysis of grain-processing industry of the AIC of the RF, and
the scheme of technologically full structure
“production-realization” of wheat grain was offered.

Innovation approach to the planning organization
of harvest- laying-in of cereal crops and sugar beets yield process in a format of raw-good zones of elevator complexes and sugar plants, providing economically profitable arrangement of harvest – laying-in campaigns is considered. Formation methodology of corporative processes of inter branch industrial - economic
interactions is described in the conditions of market economy, in a situation when productive purpose
of participants is common, but economic interests
are different.
Mechanism of effective organization of inter branch productive - economic interaction of participants in harvesting – laying-in campaign in context of harvest-laying-in yield of cereal crops and sugar beet management on the territory of raw- good zone of laying-in enterprise is considered. Method and model of infrastructure organization of management system of harvesting – laying-in campaign on district and regional levels in format of raw-good zones of elevator complexes and sugar plants are described.

Horizon and format of their industrial application
in AIC of the RF are demonstrated on the concrete
industrial sites of Krasnodar krai, Republic
of Adygheya and Kursk region.
With development of integration processes in
agro- industrial complex there was an opportunity
of decrease of a sugar sub complex dependence on import of raw materials and development of its own raw-material base. Ways of development of integrated
industrial system of a sugar sub complex (IIS SS)
of agro-industrial complex became certain. Three models of its development are presented. Necessity
of integration in a sugar sub complex of agro-
industrial complex was substantiated.
Integration promotes decrease in costs under
production and processing of sugar beets, causing
that not only minimization of organizational costs,
but also the necessity of introduction of innovative technologies by producers. In the IIS SS there is
a necessity to create the selling service (marketing service, etc.) which promotes increase in its profit.
Consolidation (merger) of industrial systems in a sugar sub complex should be a controlled process of FAS.
There were opened out some methods of optimal land management decision making. There was
proposed a system of mathematic models
on coming out of optimal forms of arable land
usage. There was modeled a combinative method
of land usage with regard of objects’ insurance
and so on.
Schemes of informational, monetary and material flows IPS SP were worked out on the base of analysis of sugar sub complex, and structure of purposes
and functions of management system of IPS SP based on the method , which takes into account
the surrounding medium and purposes, was created as well.
