We have done the research of the possible connections in the real system of the process of choice the knowledge from the area of knowledge. It has been identified dependence the number of the straight con-nections in this system from the number of elements in the system. For this it was used an example to solve a particular scientific problem - the choosing the required method of optimization from the variety of optimization methods. In the real system of the process of choice the knowledge from the area of knowledge have been identified and researched various connections – the straight and reverse connections, the connection of generation and structural connections, the functioning connections. It became evident, as these connections are formed from the straight and reverse connections in the real system. For some connections were obtained quantitative relationships

In the article, we have given the recommendations for using of the theory developed by us for the synthesis of technical systems (TS) of the process of choice knowledge from the area of knowledge. The developed methodology for the research of the real system (RS) and the synthesis of TS can be used in the development of the scientific direction - the artificial intelligence (AI). Also, for the solution of problems where you want to automate the process of choosing the desired knowledge of specific area of knowledge. The developed theory for obtaining a binary tree of nodes of the system of questions and answers will help synthesize any TS where there is a choice of knowledge of a given area of knowledge. This theory will be developed further with the self-development of TS as part of the AI system

MODERN METHODS OF EVALUATING THE PRODUCTIVITY OF THE RESEARCH ACTIVITY

The purpose of the research is development of the new methods of diagnostic the research activities productivity. It is known, that for the evaluation the productivity of a scientist we usually use a well-known index of Hirsch, the introduction of which in 2005 was a significant step forward compared with application of this index as the ratio of the number of references to works of scientist and publications themselves. At the same time even h-index as an indicator is not flawless, the main flaw is weak differential ability: a number of links to the most cited publications of the scientific worker does not matter after reaching a certain threshold. It is necessary to develop a method of estimating the productivity of scientific worker, which preserves dignities of h-index and removes its shortcomings. This will allow evaluating the productivity of research activities more objectively. Methodological bases of the research: a systematic approach (considering the science as a social institution in close connection with the society as a whole), a metasystem approach (considering the results of the scientific activities as a metasystem, i.e. the system with relatively independent components), probabilistic and statistical approach (considering the research activities as the random process), a synergistic approach (considering science like a self-organized system) qualimetric approach (considering the productivity of scientific activity as latent variables that reflect a variety of criteria)

MODERN METHODS OF SCIENTIFIC JOURNALS IMPACT EVALUATION

The purpose of the research is the development of new methods of the estimation of the importance of scientific journals. It is known that for assessing the significance of scientific journals it is used a universally recognized impact factor, which reflects the average number of citations to the articles published in the magazine for a certain period of time. For a more objective assessment of the significance of the journal in the scientific community we use such indicator as the index of efficiency, which reflects how quickly the articles in the scientific community published in the journal become known and recognized. At the same time, the impact factor as one of the scientometric indices has inherent definite disadvantages, the main of which - the stimulation scientific edition to the artificial reduction of the number of published articles, instead of increasing demands to improve their scientific level. It is necessary to develop a method of assessing the significance of the journal for the scientific community, preserving the dignity of the impact factor and reduce its disadvantages. Application of extra scientometric indicators, in addition to the impact factor and the index of efficiency, will allow assessing the importance of the journal for the scientific community more objectively. Methodological bases of the research are: a systematic approach (considering science as a social institution in close connection with the society as a whole), metasystem approach (considering the scientific community as a metasystem, i.e. a system with a relatively independent components), qualimetric approach (considering the importance of the scientific journal as a latent variables that reflect a variety of criteria), sociological approach (considering the scientific publication as a social system, the intensity of interaction with other society)

The purpose of research – the development of models and methods of multiparametrical diagnostic the research activities of scientific and pedagogical collectives of educational institutions. The problematics of research is improving the quality and productivity (the efficiency) of research activities in educational institutions. The problem of research is the question of how to objectively and comprehensively (in a complex) diagnose the research activities of scientific and pedagogical collectives? The urgency of solving specified problem is caused by the need to ensuring a close relationship between research, methodological and educational activities in educational institutions. We have also to consider the increasing role of clusters in the Russian economy, cooperation and integration levels (steps) a system of continuous education, etc. The authors identified the parameters reflecting significance of research activities of the scientific and the pedagogical collectives for the scientific and educational community (social megaenvironmental). When allocating indicators the authors took into account that science - the social and cultural phenomenon and the social institution, and the most important aspect of the significance of the research activity - in the innovative development of various spheres of human activity. The applied methods of research: mathematical modeling; methods of the theory of graphs, sets and relations; methods of "artificial intelligence" and the multi-parameter analysis of systems; methods of quality control (theory of latent variables). THE PARAMETERS OF RESEARCH ACTIVITIES OF ACADEMIC AND PEDAGOGICAL COLLECTIVES AS CRITERIA FOR THE DIAGNOSTICS OF EDUCATIONAL ENVIRONMENT

In the article we have reflected a relationship between the parameters of the research activities of scientific and pedagogical collectives and the characteristics of the educational environment in higher education. It is known that the research activities of scientific and pedagogical workers and teams - an integral part functioning of the higher education institution (and improving its efficiency is one of the most important problems). The authors proved that parameters reflecting research activity of scientific and pedagogical higher education of institution employees characterize the aspects of the educational environment as its latitude, intensity, social activity, coherence, mobility, stability, reliability and efficiency. It is caused by the fact that the research activities of scientific and pedagogical workers - a multifaceted social and cultural phenomenon. The idea of the diagnosis of the educational environment of a higher educational institution and its structural units, based on an assessment of scientometric indicators (criteria for research productivity), can be completely suitable for international and Russian requirements: the well-known Shanghai procedure shifts the emphasis on the evaluation of various aspects of the research activities in higher education; serious attention to assessing the research activity focuses and Russian technique diagnostic efficiency of higher education institutions. This is logical and soundly: if the educational environment of a higher educational institution is not a center of science, then it cannot have effectively and competitive graduates, because Research and pedagogical staff - the governing factor in the educational process. Based on previously developed models of research activities in scientific and pedagogical collectives, as well as on generally accepted models of educational environments, the authors have proposed a method for the diagnosis of the educational environment, based on an assessment of scientometric indicators - parameters reflecting the impact of the research activities of scientific and pedagogical workers. Obtained results may be the theoretical basis for further scientific understanding of the problem of increasing the productivity of research activities in higher education, as well as problems - increasing the competitiveness of educational environments. The practical significance of the results of this study - the possibility of their use in the system of socio-pedagogical monitoring - monitoring of productivity the research activities and effectiveness of educational environments. Methods of investigation: modeling, methods of the theory of sets and relations, methods of probability theory and mathematical statistics, methods of the theory of limits, methods of linear algebra and analytic geometry, multi-parameter analysis of the systems and methods of quality control (latent variables theory).
