The main directions and tendencies of development of the Russian economy are considered in the article. The strategic role of agro-industrial complex in providing food and economic security of the country is noted. The basic provisions of Strategy of social and economic development of agro-industrial complex of the Russian Federation till 2020 are analyzed. It is established that further development of cooperation and integration belongs to number of the priority directions laid down in the Strategy. The main types of the integrated structures in agro-industrial complex are considered. The most perfect organizational forms of the integrated formations in the system of agribusiness are allocated: agroholding, agrocorporation, financial and agro-industrial group, cluster. It is noticed that in the Russian agro-industrial sector the greatest distribution was gained by the vertically integrated structures of holding type. The attention is focused on the aspects of formation and functioning of clusters as an innovative form of integration. The relevance and necessity of an assessment of efficiency of the creation and functioning of the integrated structures is emphasized. The main methodological approaches to an assessment of the efficiency of integration in agro-industrial complex are considered on the basis of the analysis of domestic and foreign references. The lack of a unified approach to the problem under consideration is revealed. It is established that method of "cost-effectiveness" is the most widespread among domestic economists. The expediency of application of synergistic approach for determination of efficiency of integration is caused. The authors emphasized the need for a comprehensive assessment of efficiency of activity of agro-industrial units on the basis of the main provisions of the existing approaches
The study does a comprehensive analysis of the milk
market in Russia and Krasnodar territory under conditions
of a food embargo; defines the influence of the
food embargo on the possibility of import substitution
of milk and dairy products , and does an assessment
of factors affecting the increase in the efficiency and
competitiveness of the dairy sector, including the
quality characteristics of the products, the possibilities
of using natural milk substitutes, the environmental
safety of raw milk. The study gives the estimation of
milk self-sufficiency in Russia and identifies the opportunities
to compensate for the missing volume.
There has been done a comparative analysis of the
subjects of the Russian Federation in terms of development
indexes in the industry of dairy cattle breeding
in the agricultural organizations, which found competitive
advantages of Leningrad Region in milk yield
per cow and Vologda region in feed conversion.
The study reveals poorly equipped genetic testing laboratories
and animal breeding quality control of milk
in most regions of the Russian Federation . It states
that the economic crisis in Russia has caused acceleration
of inflation and a rise in prices for milk and dairy
products in the consumer market; the purchasing power
of incomes of the population (commercial equivalent
- drinking milk) has declined. In order to develop
the milk market and the implementation of policies of
import substitution it is necessary to improve the system
of state regulation of the agrarian sector, including
the creation of favorable conditions for the development
of public-private partnership, ensuring the
availability of credit resources, the adaptation of the
regulatory framework governing the market relations
in the agrarian sector, support for high-performance
production sites, as well as the implementation of the
policy of agricultural protectionism.
The article has revealed an interconnection between the volume of agricultural production and its efficiency in general, as well as between the volume and efficiency of milk production in particular. The authors have also marked reasons of agricultural integration both abroad and in Russia, highlighted the main factors that influence integration processes in diary subcomplex and criteria of their effectiveness assessment. The authors have studied the influence of specialization and concentration level of milk on the economic efficiency of production and sale of raw milk; confirmed the existence of direct dependence between the level of production concentration and the volume of material incentives for operators of machine milking; fulfilled classification of integrated structures on the main criteria; they have made an economic-mathematical model of the influence of factors on the selling price of milk, based on regression analysis; justified the assertion of the distortion of the law of supply and demand in the conditions of monopolization of raw milk market, which is manifested in direct relationship between sales volumes and selling prices; found a statistically significant effect of milk quality on the price, the level of concentration of its production, dairy livestock industry specialization and volume of served livestock
The internal and external factors which increase effectiveness of using current assets are considered in this article. The internal factors are business strategy, business and price policy, assets profile and methods of stock assessment. Among the external factors it is possible to note the level of agriculture state support, inflation rate, and bank strategy of lending to the real economy, state and development of region finance system, geographic location, industrial scale and organization field of activity. The comparative analysis of current assets effectiveness is used in livestock organizations of the Krasnodar Region with various specializations. The disparity of the goods prices and services between the certain field of agroindustrial complex and agroindustrial complex and other economic sector is considered. Trends and stability indexes of a price increase tendency on production of agriculture and means of its production in the Russian Federation are established. It is important to increase the role of the state in a question of agrarian sector current assets formation that consists in the following: development of an effective protection program of fertilizer internal market, seeds, forages, fuel, oil and lubricants, etc.; creation conditions for effective functioning of the markets of agricultural production; formation of state procurements fund of agricultural production; creation of the effective pricing mechanism system founded on price parity, combination of state regulation and self-regulation, stimulation and protection of internal producers
The study justifies the need for improving the competitiveness
of milk production in the commodity market,
identifies the key indicators of improving the competitiveness
of milk, which include the quality and level
of costs. A direct dependence of the efficiency of realization
of milk and incentives of operators of machine
milking (milkers) on the quality of the raw milk produced
is defined by means of the method of statistical
groupings. A correlation and regression analysis of the
quality of milk influence on a milker’s average
monthly wage has been done according to the data of
large and medium-sized agricultural enterprises of the
Krasnodar region. The study justifies the necessity of
reducing the cost of milk production as a factor increasing
the competitiveness of farm producers in the
regional market of agricultural products. Based on the
regression analysis, there has been revealed the influence
of the main factors of the internal environment
on the cost of raw milk production in agricultural organizations
of the Krasnodar Region; a direct relationship
between the level of specialization of dairy farms
and their competitiveness has been defined. The article
marks priority directions of increasing competitiveness
of agricultural producers, including improvement
of the quality and level of safety of raw
milk, use of innovative equipment in the process of its
production, cost reduction, development of measures
of administrative responsibility for the falsification of
dairy raw materials
The authors reveal contemporary issues of dairy cattle
breeding. These problems are cross-sectoral in nature
and are caused by economic realities, related to the
crisis, high production and financial risks, lack of financial
resources and insufficient state support system.
The article reveals the specifics of the dairy industry,
including the uniqueness of the products, the rhythm of
production and high dependence of the industry on the
scale of production. The authors analyze the dynamics
and structure of milk production in federal districts of
the Russian Federation; assess the changes in the indices
of dairy cattle breeding production on farms of all
categories of the Russian Federation and calculate milk
production efficiency in the agricultural enterprises of
Krasnodar territory. The authors have found that the
major milk producers in the Krasnodar region are agricultural
organizations, but their share in the gross production
of milk was constantly decreasing over the
period of 1990-2014. The article proves the feasibility
of improving the mechanisms of state support for the
dairy industry, including assistance in the creation and
development of consumer cooperatives that promote
the growth of efficiency and competitiveness of dairy
farming
