Definition of the directions of development of transport system of the city is to ensure objectively justified needs for movement of goods and people on the territory of the city. Transport planning of the city is in direct connection with the planning of territories. The transport planning issues are resolved immediately after the planning of the city. Transport planning is based on the provisions of the General plan of the city. Organization of urban traffic should be considered as a continuous process of forecasting – planning – design – construction. In the organization of road traffic, public passenger transport should be considered as a priority, as an alternative to a car, even with a certain amount of discrimination.
