The known models of the city from a position of
knowledge economy are analyzed in the article. The
hypothesis of the research shows that practice of a
strategizing of the city has to be based on polymodel
approach when several key models adequate to modern
trends are taken as a basis, connected with formation
of sector of economy as a part of regional social and
economic system, and other models are addition and
essential extension of the contents chosen basic
models, strengthening their cognitive component.
Research of the model of a creative city, creative
clusters, quarters and zones of the city, model of the
digital city, model of an eco-city is conducted.
Substantial features of models are revealed. It is
established that the informative potential of types of
models of the city increases on the basis of research
and identification of mechanisms of mutually
transition (participation) of elements of one model as
elements another (others) complementary models. The
city as the semistructured system consisting of diverse
subsystems and elements does not submit to rational
planning owing to structural and territorial duplication
of functions and asynchrony in functioning and
changes, and also owing to the history and sociocultural
specifics of the population significantly giving
immanent logic of life. It is necessary to create flexible
system of the city strategy on a polymodel
(interdisciplinary) basis, based on activization of
growth sources, various on contents, for the purpose of
formation of new image of the cities
The article analyzes features of management of the
process of preparation, organization and
information and documentation support of various
forms of mobile events of the regional Parliament
in the territorial subjects of the federation in Russia
with the participation of its Chairman. The
comparative analysis of features of preparation and
holding of mobile events on the example of The
Legislative Аssembly of Krasnodar Krai (LAK) has
allowed revealing the key stages and processes of
work. There have developed IDEF0 – the diagram
of the process of the preparation, organization and
information, and documentation support of various
forms of mobile events allowing formalizing the
process and performing optimization of resources.
Besides, the management of the process of
preparation, organization and information and
documentation support of various forms of mobile
events of LAK is presented by regulation of
activities of stuff of the department. The regulation
has been presented in the form of IDEF0 diagram.
Presentation of regulation of activities of stuff of
the department for ensuring of process of
preparation, organization of various forms of
mobile events of LAK differs from traditional in
easily foreseeable form, presentation and allows to
operate, control completeness and quality of
information and documentation support, and also to

The article deals with the demand of infrastructure
of the innovative ecosystem for management
service; the urgent problem of ensuring
effectiveness, efficiency and quality of
infrastructure management of an innovative
ecosystem of university of the agrarian and
industrial region on the basis of forming of the
problem - oriented management system, the core of
which are controlling and knowledge management,
is formed; the feature of content of research
approach which consists in consideration of new
factors of development of management and
methods of management in relation to an
unstructured object – the innovative ecosystem of
university (IESU) possessing many stages of
freedom and informal communication channels and
movements of an intellectual human capital is
described. It is noted that all the elements of
management (goals, measurement of result of
management, system, process and mechanisms of
management) are subjects to change in synthesis of
systemic, evolutionary, reproductive, resourcebased
approaches and the concept of dynamic
abilities to the solution of the problem under study.
Two key components of a problem are allocated:
infrastructure of IESU and management by
infrastructure with the use of modern technologies for the purpose of ensuring of effectiveness of
innovative activities. It is noted that the researcher
does not need to the management, but good service
from the infrastructure. Such service of
infrastructure in the majority of IES is absent.
Modern practices, theories, technologies, methods
and instruments of management of the developing
infrastructure of IES remain out of sight of
scientific and expert community.
Controlling of environmental systems, risks and
costs of the innovative process is the essence of the
information – analytical, methodical and
instrumental support of the process of management
by infrastructure of IES. Controlling as a part of the
problem - oriented concept treats the management
as the service aimed at creation of conditions for
the functioning and development of infrastructure
of IES and it is considered as a part of management
system and it is intended with the information and
analytical, methodical and instrumental side to
facilitate of implementation of management by IES
of the university oriented to result of innovative
activities
The article deals with the evolution of content of
innovative systems from the traditional to the
innovative ecosystems (IES). It is noted that this
transformation of terminology is not mechanistic,
and describes changes of essence. Problems of IES
and problems of management of medium systems
are formulated. System - integration - reproduction
approach in regional innovative policy and the
principles of its implementation are offered.
Classification of infrastructure facilities of regional
IES is presented. Necessary conditions of forming
of innovation ecosystems are allocated: awareness
by society the need of innovative development, the
choice of strategic priorities, high level of science
funding, the high (global) level of education, the
relevant legislation in the field of financing, the
taxation, create of the innovative organizations, and
also decrease in bureaucratic procedures in the
sphere of innovative business, commercialization
and a transfer of technologies. The stages of
forming are allocated in the organization of IES:
inventory, purpose saving and concentration of
tangible, intangible, investment and human capitals
(resources) which are adequate to the features of the chosen megatrend of development of the macro
region; transformations of region economy, forming
of regional sector of knowledge economy and
innovative regional ecosystem; scientific and
innovation - technological breakthrough; the
maturity of regional scientific centers and
innovation ecosystem; development of the technoeconomic
paradigms
Health protection of the population is one of the
foundations of the constitutional system of Russia.
The right of everyone to health care and medical
care is enshrined in the Constitution of the Russian
Federation (Article 41). This right is ensured by
providing citizens with free medical assistance in
state and municipal health care institutions,
financing federal programs for protecting and
promoting public health, implementing measures
for the development of state, municipal, Private
health systems. The quality of medical care depends
on such factors as the material and technical base
and the financial and economic conditions of the
activities of medical organizations, the activities of
public authorities in the field of health care, and the
optimality of the use of resources. However, first of
all, the quality of medical care is determined by the
level of staffing of medical institutions,
professional training and qualification of
specialists. In the coming years, one of the strategic
tasks of the Ministry of Health of Russia is to
improve the quality of managerial personnel: the
chief physicians of medical organizations,
specialists in the fields of quality management, drug
provision and financial and economic management.
Until 2018, it is planned to conduct a large-scale
upgrading of the managers who supervise financial
and economic activities in medical organizations of
all the constituent entities of the Russian Federation
working in the MHI system
Requirements to instruments of diagnostics of
external and internal environments of the
organization are developed and proved in this
article; comparative analysis of requirements is
carried out, incompleteness of the analysis and its
insufficient reliability are present, the problem of
need of improvement of instruments of diagnostics
is investigated, interaction model "the organization
– the external environment" with emphasis on
structurization of factors meso environment and on
the integrated model of process of strategic
management is offered, implementation of the
procedure of expert poll in combination with
estimates during the NDPESTEL –, SNW - SWOT
– and VRIO analysis, and also development of the
automation equipment which are used in the
interactive mode are offered
The article points to the fact that the structurization
of the meso-environment has debatable character,
and instruments of its investigating are not
developed. Because of this reason the following
hypothesis of a research is formulated: basis system
approach which is connected with expert approach,
with methods of processing of diverse qualitative
information and transition to measurement of
factors in metric system in items of information in
bits determines objectivity of the analysis and
increases of reliability of a research of the external
environment of corporation. The offered model
structure of the meso-environment contains:
regional legislation, specifics of regional economy,
regional community and human capital, regional
resources, regional communication environment,
features of regional commodity market and
services, infrastructure of the regional market,
development of small business, etc. Features of its
investigating are considered. The method of
MesoOT analysis of the regional environment is
offered. Application of numerical score of factors
and involvement of experts to its development
during the analysis is proved. The need to develop
of the scale for measuring of diverse regional
factors in information units using the well-known
intellectual system "Eidos-X ++" is discussed in
this article. The version of the analysis of the
regional environment (meso-environment) is
developed and presented in matrix form of MesoOT
analysis in the adapted structure of "researches" to
features of the agrarian and industrial region
