Russian civil legislation contains a list of ways in which
the parties to the transaction have the ability to enforce
the commitments. These methods form an important
institute of the Russian law of obligations. For a lender,
ensuring the fulfillment of the obligation is an additional
guarantee that the commitment made by the debtor of his
obligation will be fulfilled properly in accordance with
the terms of agreement between them. In this article we
will focus on independent guarantee – one of civil-law
ways of ensuring the fulfillment of the obligations which
differs from the others. The independent guarantee is not
new to the domestic civil law. Thus a bank guarantee,
familiar to the Russian law, have transformed. Having
made a comparative legal analysis of the characteristics of
a warranty considering significant changes in liability law
norms, the authors explore the legal nature of the
independent guarantee, define its place in the system of
the ways of ensuring the fulfillment of obligations,
analyze the feasibility and effectiveness of the
implementation of the warranty in practice, focus
attention on the discussion of theoretical questions, and
name problems that law enforcers may face in ensuring
the fulfillment of obligations by means of the independent
guarantee
The roots of scientific knowledge on soil go into antiquity
and are connected with the development of
land management. A human had knowledge about
soil as a friable layer of Earth, which was a subject o
land management treatment until the time there were
occurred the problems of shortage of arable lands,
hunger and decrease of fertility, which caused the
necessity of obtaining of more produce with less arable
lands. The development of soil science was required
for solving of these practical tasks. In postwar
period there were carried out the large researches
in the field of plant nutrition and application of fertilizers.
For this period the active study of organic
properties of soil occurred. The Dokuchaev’s study
on genetic types of soil was the tuning point in the
development of problems of soil classification. The
further development of problems of soil classification
were made on the basis of set genetic positions, thus
the various approaches lighting the different parties
of a classification problem took place. The soil fertility
in force of its important functions for a long
time is not only as an agronomic category but also as
a social, economic, philosophic, and at the last time –
ecological one. The modern understanding of function
of fertility is reached with the help of mathematical
modeling. First, it is necessary clearly to present
the aggregate factors of fertility and their interaction
between them and external factors
This article notes that agricultural production is not a self-regulating system. The article highlights specific features of agricultural production and forms of ownership of the major productive resource – land, ineffective policies of promoting development and introduction of innovative technologies. It is noted that the system of measures and tools of state regulation of agricultural production have two directions of influence: governmental regulation of the agricultural market mechanism and industrial governmental support for manufacturers. The authors give classification of methods and instruments of state regulation, liberalization of the agricultural sector in the WTO, levels of aggregate support for agriculture; as well as identifies the key growth areas of the governmental support and discusses the basic institutions of governmental regulation: ownership, legal Institute of economic management and the Institute of organization management. It's pointed out that the current dynamics of the development of agricultural production in our country is determined by four major external factors: the Institute of Western sanctions imposed against our country, Russia's integration into the international market by joining the World Trade Organization, the functioning of the Single Economic Space within the Customs Union, and the necessity of solving problems of import substitution and food security of our country. Implementation of these methods requires significant institutional transformation and transition into the new levels of legal, commercial, and economic regulation with observance of equitable international cooperation. In conclusion, the authors discuss an insufficient level of development stimulation in domestic agriculture
The theme of the development of trade relations within the regional associations is currently very relevant. The presented article examines the indicators characterizing the dynamics of Russia's exports and imports with other members of the Eurasian Economic Union. The structure of export and import of the EAEU countries with third countries is studied. The most perspective directions of Russia's foreign trade policy aimed at deepening integration within the framework of the EAEU are analyzed. Trade trends in the EAEU are analyzed in detail. The reasons for the reduction in the supply of goods to Russia from some of the countries of the Unified Energy System are revealed: economic instability, the depreciation of the Russian ruble against the US dollar, high inflation and a decline in the purchasing power of the Russian population. The negative and positive impact on the trade turnover of Russia of the devaluation of its national currency is assessed. Particular attention is paid to the impact of mutual Russian-Western sanctions on trade relations in the EAEU. The authors conclude that stimulating the development of trade relations between the EAEU countries should become one of the priority directions of the economic policies of the member countries, since it has a special significance for strengthening economic ties and bringing the economies of the EAEU economies closer to the level of development
The article discusses the development of e-government
concept and the key factors that have a major impact on
this process. In this study, the external environment is
defined and we have specified the inner enlarged
structure of the system. The influence on the
development of the concept is exploring with factors of
external and internal environment. The influence of
factors on the formation of the paradigm of egovernment
is showing on the example of historical
development. Further, successful practice in the
establishment of e-government are analyzed and then
are noted some problems arising in this process. The
accumulated international and local experience is
studied in this area, that is reflected in list of practical
experiments and theoretical studies by group of
scientists. E-government is examined not only as the
management structure, but also as the information
technology system. Key trends are analyzed and the
impact of factors is discovered in relation to selected
components of the system of e-government. The article
reveals the factors responsible for the success of egovernment
implementation and the factors that
increase the risk on the project. Low-level factors are
grouped on its subjects to identify the basic and
secondary groups of factors, which affect selected
elements of the system. It defines the elements of egovernment
affected with the general impact
Nowadays, competitive advantages of oil companies are in many respects determined by globalization of the economic life. For large oil companies, the process of globalization does urgent increase in their competitiveness due to diversification, attraction of financial resources of cost reduction of production due to release of the standardized products and economy at a scale; by using more close business connections with other entities, with banks for creation of entrepreneurial networks, etc. In the article, the major factors which influence competitiveness of the international companies of an oil and gas industry are revealed, their features are provided, and also the analysis of practical Russian company experience of PJSC «LUKOIL» including SWOT – analysis of strong and weak points of the company is provided. Methods of management of competitiveness of the foreign companies "Royal Dutch Shell" and Exxon Mobil, and also their achievements for the last years are analysed. The conclusion is drawn that the modern situation in the market dictates the requirement for increase in innovative activity of the company as the main instrument of ensuring high level of competitiveness and generates need of the solution of a number of new tasks for the organization and managements of innovative activities of the Russian companies on the example of PJSC «LUKOIL»

The article has a research character which is expressed through the analysis of ways and means of mechanization for harvesting of solanaceous vegetables, and also endurance from works of scientists on the studied subject. Vegetable growing is an important branch of agricultural production. From a set of vegetable plants the increasing significance is attached to cultures which production contains physiologically active agents. Solanaceous vegetables belong to these cultures. In Russia, vegetables on an industrial basis are cultivated in the south of the country. Everywhere in Russia crops of vegetables are reduced. It is explained by high costs of production, especially on harvesting that at the general deficiency of manual skills leads to reduction of the areas, violation of technology of cultivation and harvesting and, respectively, to decrease in productivity. In conditions import substitution of foreign agricultural production and increase in the areas of landing of vegetable cultures in the Russian Federation for creation of a safety cushion food in the conditions of food embargo, undoubtedly, will be required the maximum mechanization of technological process of cleaning of vegetables. The most important results of types of designs of machines for vegetables and, problems of use of modern machines for cleaning of vegetable cultures are given.
