This article presents the results of analysis of the process of formation of a new kind of monopoly on the territory of region, resulting from a reorganization of RAO UES; it defines a new concept and its definition, the proposed measures of the state regulation of the network postnatural monopolies and purpose of increase of its efficiency at the macro, meso, micro and nanoeconomic levels, a reasonable opportunity and mechanisms of effective control and impact of the regional state authorities, business, society, and citizens on the postnatural monopoly
