PROSPECTS OF SMALL HYDROPOWER PLANTS IN THE PIEDMONT AND MOUNTAIN STREAMS

The article reveals the advantages of low energy in comparison with other renewable energy sources. It is shown that broad prospects are visible for small (100 - 1000 kW) and micro hydropower plants (up to 100 kW) when used in the foothill and mountain areas. At the same time, the construction of hydropower plants of sleeve-type has improved the operational and technical characteristics, among other types of small-scale power plants. The article presents main analytical expressions for calculating hydroelectric power generator and it has built graphic dependences for the power generator of pressure and water flow. To improve the performance of small hydroelectric power plants we have proposed using unregulated water turbine and non-contact induction generator in their construction, thus, we could stabilize voltage and frequency directly by the frequency converter. Depending on the requirements of consumers to power supply reliability and electricity quality, we have offered several options for structural and circuit solutions of autonomous systems of electrosupply, made using small hydroelectric power plants. Thus, we can greatly enhance the efficiency of such systems if they are used with other types of renewable sources, such as windfarms or solar power plants

TO THE QUESTION OF IMPROVING THE QUALITY OF DISSERTATIONS AND OPTIMIZATION OF DISSERTATION COUNCILS

It is known, that the development of fundamental and applied sciences, besides research institutes, are the universities. Integration of scientific researches of higher school into production occurs in many forms and can be largely determined by the quality of the training, including defense of thesis, research and teaching staff of the university. The article criticized the Ministry of education and science of the Russian Federation, and the higher attestation Commission of Russian Academy of Sciences aimed at improving the quality of work of dissertation councils and of the level of theses, based on the optimization of the network of dissertation councils, including their union, raising the level of members of dissertation councils. We have suggested a number of measures and specific requirements for the content of dissertations and supervisors of theses, official opponents of the thesis councils and their members, employees of the HAC. Introduction of considered proposals concerning increasing the level of theses into practice of work of dissertation councils, one set of measures will allow to optimize the network of dissertation councils and to improve the quality of their work

TO THE QUESTION OF IMPROVEMENT OF THE EFFECTIVENESS OF UNIVERSITY DEPARTMENTS IN SCIENCE

The article proves the impossibility of interaction of scientific work with educational process to prepare highly qualified specialists, who would be able to solve industrial problems and develop the economy of the country. The scientific results are indicative of the level of qualification of teaching staff, which affects the quality of students. The article defines the structural relationship and the content of the organizational activities of scientific and educational departments of the University, the departments and the deans of faculties. They are aimed at improving the quality of recruitment and training of students, informing about the achievements of the University, establishment of links between companies and organizations interested in the results of scientific research of the University and its graduates. The reviewed activities and structural links with the coordinated work of the structural subdivisions of the University and implementation of the best practice are the basis of progress. They will not only increase the efficiency, including the efficiency of scientific work, but also they will increase the quality of students

FREQUENCY CONVERTERS WITH IMPROVED PERFORMANCE

In the autonomous power supply systems there are widely used frequency converters that are able to simultaneously increase or decrease the frequency of the current and voltage stabilizing power supply. These positive properties of frequency converters can improve the operational and technical characteristics of the autonomous power supply system in the complex. The article suggests a functional diagram of a frequency converter performed on reversible rectifiers. We have presented timing diagrams illustrating the principle of its operation. The article also deals with two functional scheme of direct frequency converters executed on single-phase, threephase transformer with a rotating magnetic field. The principle of operation of these schemes has been also discussed in the timing diagrams. The proposed technical solutions for frequency converters contain a smaller amount of power electronic devices that make it possible, thereby reducing the level of electromagnetic interference, increase the efficiency and reliability of performance inverters. The considered scheme of frequency converters, can improve the technical characteristics of the autonomous power supply systems in the complex. We can significantly improve the performance of power systems through the use of modular aggregating principle of the basic functional units of an autonomous system

ABOUT INCREASING THE PRESTIGE OF HIGHER TECHNICAL PROFESSIONAL EDUCATION IN RUSSIA

The article elucidates reasons for the falling prestige of higher technical professional education in Russia and based on their analysis we propose measures aimed at raising the status of technical specialists. These activities include: development of a strategic plan of development of higher professional education, a system of vocational guidance of graduates of secondary educational institutions; improvement of quality of preparation of scientific-pedagogical staff and development of effective system of training of teachers; the quality of the educational process and development of effective system of training of graduates; development of objective criteria for assessing the effectiveness of universities; development of a system of Patriotic education of students of secondary and higher educational institutions; increase of salaries of specialists, influencing the country's economic development, the status and prestige of the profession of high school teacher. It is necessary to develop a strategic plan for the development of higher professional education urgently since the first part of young professionals will be ready only after 4 years. Nevertheless, retraining and advanced training of specialists of technical and technological disciplines needed for the development of modern techniques and technologies, including foreign ones, we can start today. The implementation of the considered measures will allow to raise prestige of higher technical professional education and quality training of students

THE METHOD OF PREPARATION OF FIRSTYEAR STUDENTS TO UNIVERSITIES

The rapid pace of global scientific and technological progress, which is the main engine of the economy, demands for higher education, the purpose of which is to prepare highly educated specialists – the intellectual potential of Russia. It is known, that technical and technological skills play an important role in scientific and technical progress; ultimately, the economic development of the country and the welfare of the population depends on it. The selection by the criterion of professional suitability is the basis for building a decent contingent of firstyear students of technical universities. The article describes the disadvantages of the known and the new method of selection, by qualifications, based on the evaluation of the implementation of the students tests on topics studied disciplines close to engineering. The article reveals content of the main stages of pre-University training in secondary educational institutions. The proposed method of selection based on professional suitability, and the system of training of contingent in secondary schools and colleges, created on the basis of higher educational institutions, will significantly improve the quality of training of specialists of technical and technological directions for universities

THE SYSTEM OF KNOWLEDGE ASSESSMENT AND RATING OF TESTING OF STUDENTS

An important question is increasing objectivity in evaluation of current and residual knowledge of students on the subjects. Based on these assessments, teachers will adjust the work program and calendarthematic plan on discipline, forms and methods of teaching in order to ensure a high level of knowledge, allowing making necessary competence and skills of future specialists. The article proposes the evaluation system of students ' knowledge and determines their rankings, taking into account the qualifications of the teachers who taught their classes. Knowledge assessment might be defined as just one discipline, or as all the across disciplines for a semester, academic year and study period. The knowledge of students on discipline is estimated on the results of the test tasks based on current estimates obtained in a semester, and examination grades. We have reviewed the quality assessment system of students ' knowledge and determined their rating; it will increase the credibility of the evaluation. In addition, it increases the effectiveness of the educational process, since the evaluation of students ' knowledge and skills of teachers, will help heads of departments and deans to make decisions about the professional development of teachers, showed poor results

THE METHODS OF ASSESSING THE QUALITY OF KNOWLEDGE AND LABOR POTENTIAL OF UNIVERSITY GRADUATES

Key indicators for employers are the quality of knowledge of graduates and their readiness for practice. The article suggests some methods of assessing the quality of knowledge and labor potential of graduates. Because the quality of training generally depends on the qualification of the faculty, the quality of students' knowledge is to be determined with the results of their learning and the qualification of the teachers who conducted their classes and supervised their final qualifying works. The author's analytical expressions for determining the quality of knowledge and labor potential of graduates, allow employers to choose specialists particularly required for their industry. However, for employers the rate of knowledge and labor potential of graduates of universities are indicative rates. In order to determine the choice of specific graduates, on the University's website starting from the 3rd year of a bachelor degree, we should post the information about the rating of individual students on educational and labor activity. The ratios determine the quality of knowledge of graduates and their labor potential, as well as reviews of employers should be the main indicators for the Ministry of education and science of the Russian Federation, on the basis of which we may assess the effectiveness of the universities, determine their ranking and generate a state order for training of specialists in higher education institutions

THE NEED FOR THE USE OF RENEWABLE ENERGY SOURCES

The article reveals main reasons for developing tendencies to the using of new types of energy, which are limited supply of traditional fuels and environmental problems associated with its processing. It is shown that new forms of energy plays an important role in the energy supply of many countries of the world, and in the future they can become the main sources of energy to meet the growing needs of the global economy. We reveal main reasons of the increasing interest in renewable energy, and we show the obvious prospects of their use, due to two factors. First, according to experts, the global reserves of traditional fuels are limited, and secondly, this was evidenced by the investments of leading countries in this promising industry. The article lists reasons for the need for the use of renewable energy sources in Russia. Increased consumption of natural resources has become a real threat to the security of the life of human society. The basis of solving modern social and environmental problems is a transition to a regulated process of safe use of natural energy potential to meet the vital needs of people not only in the coming decades, but in the long run. It is concluded, that the determining condition for the development of the human civilization at present and in the future would be the level of natural resources which ensures the needs of the population without making harm to the environment

THE CONCEPT OF UNINTERRUPTED POWER SUPPLY SYSTEMS

We have revealed the main reasons for interruptions in power supply to consumers of electricity. To improve the reliability and the efficiency of power supply for responsible consumers, we have proposed to develop energy efficient combined energy-saving systems for uninterrupted power supply with use of renewable energy sources. The article lists major principles of the development of such systems; it shows the necessity of constructing a generalized schema that contains the possible types and the sources of electric power converters. It also reveals the modern requirements to systems of uninterrupted energy supply. To improve the operational and technical characteristics of the uninterruptible power supply, it has been proposed to use a new circuitry that includes a contactless power generators, the direct frequency converters used to stabilize the voltage and frequency of the current generators of wind turbines, static converters made with the use of single-phase transformers with rotating magnetic field, universal static converters that can operate in the regimes of known types of converters. The article presents features of the modular construction of systems of uninterrupted energy supply and optimization of their structural decisions on key performance criteria. It shows the algorithm of synthesis of structural designs of combined systems of uninterrupted power supply. An important step for further research with the aim of improving operational and technical characteristics of the combination of uninterrupted power supply systems is the mathematical modeling of physical processes in power circuits of the system in both normal and emergency modes of operation
