The article deals with the organization of the management of development of agro-economic systems at various levels, assesses the existing approaches to the localization of the management object in relation to agroeconomic systems, points out that agriculture is most often designated as managed subsystems as a part of the national economy, agro-voluntary complexes as territorial-sectoral formations of different levels, cluster type structures, integrated agro-industrial structures and allied other types of agricultural producers, farms of different categories, agricultural production and agrarian potential of rural areas conclude that radical economic reforms have led to the destruction of the agro-industrial complex as a single entity of public administration and transformation of a multilevel system of management of agricultural production and caused the loss of controllability of the agrarian sector, it is pointed out that the restoration of manageability by agricultural production can be it is ensured by consolidating the efforts of all economic agents of agrarian relations: the state (federal, regional and municipal authorities), branch unions and associations, corporate integrated units, consumer cooperatives and economic entities of all categories (agricultural organizations, peasant (farm) households, farms population), describes a set of principles governing the process of forming the management system of agricultural production, the results are given systematization of management tasks, the essence of the management mechanism is revealed, it is proved that, due to the generality of management functions and a certain uniformity of managerial activity, the similarity of information flows ensuring the rational interrelation of subjects and management objects in the process of realizing these functions is observed, and a certain level of typicality of information flows creates objective prerequisites for the formation of a typical system of information support for the management of economic entities of specific types
The article discusses the issues of organizing the management of agricultural production; it reveals the properties of socio-economic systems as an object of management, provides an overview of existing approaches to management organization, concludes that the complexity and heterogeneity of socio-economic systems objectively determines certain specifics of the organization of their management systems; the content of the category "agroeconomic systems" and their specificity as an object of management are disclosed, a set of principles, reflecting the multifunctionality of agriculture and the totality of various aspects of managing agroeconomic systems of various levels is given. It is proposed to systematize the totality of these principles in the context of such groups as: theoretical and methodological principles (system approach, dynamism and variability of the functioning environment, integrated assessment of the development of the agricultural sector, balanced development of elements of agroeconomic systems), principles reflecting the specific features of the formation of agro-economy (taking into account the peculiarities of the natural and climatic conditions of development, taking into account the level of development of rural territories as a spatial basis for conducting agricultural production, taking into account the level of development of agricultural production, taking into account the level of investment attractiveness of the agricultural sector), principles ensuring balanced development of agro- (rational division of labor, rational distribution of production, proportionality of the development of elements of the agri-food complex, maintenance of the balance of economic interests of managing subjects), the principles regulating the formation of the management system (adequacy of the management system, the optimal balance between the elements of the management system, complexity, economy). It is argued that securing a high level of controllability of the agrarian production system is possible only if the effective interaction of all subjects of the management system is achieved through the coordination of their objectives and the definition of the scope of their managerial competencies
The article presents the results of bio-energetic and
economic evaluation of alternative technologies for
cultivation of winter wheat, developed in long-term
stationary experiments at Kuban State Agrarian
University. We study the effect of four factors on the
productivity of winter wheat, quality of soil, fertilizers
system, systems of soil tillage and systems of
protection. We have processed the data for 7
technologies in two rotations of 11 fields grain-grass
crop rotation in the Central part of the Krasnodar
region on leached black soil of plains of the
agricultural landscape. We have established, in the
first crop rotation, on the example of varieties of
Batyka and Krasnodarskaya 99, that there were
changes in costs of production, net profit and the cost
of 1 centner of grain, depending on the technology,
and the comparative evaluation of bioenergy impact of
alternative technologies of winter wheat cultivation to
consumption energy costs total energy. We have
calculated ratio net of efficiency depending on the
technology of cultivation of winter wheat. On the basis
of economic and bioenergetic calculations for farms
with different level of economy we have proposed an
alternative technology: for economically strong,
economically average, economically weak farms and
for farms located in protected areas where is
prohibited the use of chemicals. Thus, producers have a choice of alternative technologies of winter wheat,
which will contribute to maximizing profits and
obtaining competitive products
The article studies the degree of "riskiness" of natural time series, which are inherent properties of the seasonal trend. The authors have made an analysis the result of which is the effect relationship between weather conditions and the dynamics of the behavior of the monthly volumes of mountain rivers
