This article discusses the basic instruments of interbudget regulation used in the Krasnodar region in order to align and increasing the budget provision of local budgets. .Also reported positive tendency growth in the revenue base of local budgets resulting from the use of these instruments
The article analyzes the main mechanisms to balance local budgets. The authors identified budgetary management tools that enable to provide horizontal and vertical fiscal balance. In addition to Russian experience, international experience of budget transfers between the levels of budget system is considered
