The high speed of solar energy development in the
modern world allows us to assert that in the near
future it will become one of the main sources of
electricity. The authors describe a classification of
solar power plants, which can be of two types –
thermodynamic and photovoltaic, as well as the
features of design and operation of these plants. There
is a structural and schematic solution of autonomous
solar power stations and ones operating in parallel
with the external power grid. The features of their
design and operation, including the main advantages
and disadvantages were shown. It is shown that to
improve the reliability, including uninterrupted power
supply, a promising direction is the development of
combined systems which in addition to the solar
power plant may use wind power, gas or diesel
power, etc. In addition, such stations may provide
power from the external power supply. We have
given one of the variants of structural designs of
combined systems of energy and disclosed
recommendations for the design of energy-efficient
combined systems of power supply, made using
renewable and conventional sources of electricity.
The final version of the combined system of
electricity supply and the degree of participation of
traditional and renewable energy sources in electricity
production is determined on the basis of the analysis
of the energy balance and electromagnetic
compatibility of the main functional elements of the
system
Today, the questions of accelerated development of
science are essential; it has become a real productive
force, the most powerful factor influencing the level
of scientific and technical progress. The most
important part of the research work is experimental
studies. The article reveals the methodology of
experimental research involving the content of
laboratory and industrial research, main stages, as
well as graphic presentation and the analysis of the
results of studies; as well as the methodology for the
general analysis of theoretical and experimental
studies, the sequence of introduction of the results of
the research and criteria for evaluating their
effectiveness. The main issues of the methodology of
experimental researches discussed in the article will
increase the effectiveness of scientific and research
work of scientific collectives of organizations and
companies
The rapid pace of global scientific and technological
progress, which is the main engine of the economy,
demands for higher education, the purpose of which
is to prepare highly educated specialists – the
intellectual potential of Russia. It is known, that
technical and technological skills play an important
role in scientific and technical progress; ultimately,
the economic development of the country and the
welfare of the population depends on it. The
selection by the criterion of professional suitability is
the basis for building a decent contingent of firstyear
students of technical universities. The article
describes the disadvantages of the known and the
new method of selection, by qualifications, based on
the evaluation of the implementation of the students
tests on topics studied disciplines close to
engineering. The article reveals content of the main
stages of pre-University training in secondary
educational institutions. The proposed method of
selection based on professional suitability, and the
system of training of contingent in secondary schools
and colleges, created on the basis of higher
educational institutions, will significantly improve
the quality of training of specialists of technical and
technological directions for universities
The article reveals the content of pedagogical work
activities for teaching staff in the main activities of the
Department (academic, educational, methodical,
scientific and organizational-methodical work). We
have offered a rational standard time for their quality
execution, allowing improving the quality of training
of university graduates. It is proposed to consider
additional classes and consultations in the burden time
of teachers, as well as the norms of time for
preparation for publishing educational and scientific
literature, development of training, methodological,
logistical and organizational-methodical work. It is
shown, that the participation of teachers in researches
and development with the aim of earning money for
the University reduces the level of the educational
process. To improve the quality of training of students,
we have offered a number of key measures that needed
to be organized by the Ministry of education and
science of the Russian Federation, and also, by
employees of the administrative apparatus of
universities
The main structural units of the University are
departments; the results of their work influence the
quality of knowledge, skills and competence of
graduates and the image of the University. The article
reveals the reasons of unproductive interaction of the
departments with divisions, providing educational
process; it also discusses suggestions that will improve
the performance of the main indicators of assessment
of the efficiency of activities of the University. It is
shown, that a systematic approach is the basis in the
organization of work of structural divisions of the
University, but it is difficult to implement, if managers
and supervisors do not have authority. To improve the
quality of graduates and their demand in the labor
market, it requires exempting the Department from
administrative work. These functions can be redirected
to the management, departments and services with
modern electronic information processing system. To
achieve high results in training in-demand graduates is
possible when the offices and the departments will
work as a team with the lecturers, in cooperation and
understanding
One of the main tasks is the improvement of the
education system, the quality of which depends on the
level of economic development of the country. In
Russia, for more than 10 years there has been a
continuously reformed educational system. This is
due to Russia's accession (in 2003) to the group of
countries – participants of the Bologna Declaration,
involving the convergence and harmonization of
education systems in European countries with the aim
of creating a unified educational space. The article
describes the main positions that are subject to a
quality assessment of education from foreign
universities; we have also revealed the reasons for the
low world rating of Russian universities. At present,
the education system of the country should facilitate
accelerated development of the economy of the state
in the first place. This work reveals the shortcomings
of the main reforms related to the implementation of
CSE in secondary educational institutions, the
bureaucratization of the higher education system that
resulted in time reduction of contact of the work of
students with teachers, and as a result – deterioration
of quality of preparation of graduates. We have also
revealed the causes of the current situation and the
main directions that will contribute to the
development of the education system in Russia. These
areas are the development of: a strategic plan for the
development of higher education; a training system
worthy contingent of higher education institutions; an
effective system of preparation of students and
evaluation of the quality of their knowledge and labor
potential; a system of training for scientificpedagogical
personnel and improving their
qualification; assessment criteria of effectiveness and
ability of educational institutions to provide quality
knowledge
We have revealed the main reasons for interruptions
in power supply to consumers of electricity. To improve
the reliability and the efficiency of power supply
for responsible consumers, we have proposed to
develop energy efficient combined energy-saving
systems for uninterrupted power supply with use of
renewable energy sources. The article lists major
principles of the development of such systems; it
shows the necessity of constructing a generalized
schema that contains the possible types and the
sources of electric power converters. It also reveals
the modern requirements to systems of uninterrupted
energy supply. To improve the operational and technical
characteristics of the uninterruptible power supply,
it has been proposed to use a new circuitry that
includes a contactless power generators, the direct
frequency converters used to stabilize the voltage and
frequency of the current generators of wind turbines,
static converters made with the use of single-phase
transformers with rotating magnetic field, universal
static converters that can operate in the regimes of
known types of converters. The article presents features
of the modular construction of systems of uninterrupted
energy supply and optimization of their
structural decisions on key performance criteria. It
shows the algorithm of synthesis of structural designs
of combined systems of uninterrupted power supply.
An important step for further research with the aim of
improving operational and technical characteristics of
the combination of uninterrupted power supply systems
is the mathematical modeling of physical processes
in power circuits of the system in both normal
and emergency modes of operation
In the autonomous power supply systems there are
widely used frequency converters that are able to
simultaneously increase or decrease the frequency of
the current and voltage stabilizing power supply.
These positive properties of frequency converters can
improve the operational and technical characteristics
of the autonomous power supply system in the
complex. The article suggests a functional diagram of
a frequency converter performed on reversible
rectifiers. We have presented timing diagrams
illustrating the principle of its operation. The article
also deals with two functional scheme of direct
frequency converters executed on single-phase, threephase
transformer with a rotating magnetic field. The
principle of operation of these schemes has been also
discussed in the timing diagrams. The proposed
technical solutions for frequency converters contain a
smaller amount of power electronic devices that make
it possible, thereby reducing the level of
electromagnetic interference, increase the efficiency
and reliability of performance inverters. The
considered scheme of frequency converters, can
improve the technical characteristics of the
autonomous power supply systems in the complex. We
can significantly improve the performance of power
systems through the use of modular aggregating
principle of the basic functional units of an
autonomous system
The article reveals main reasons for developing
tendencies to the using of new types of energy, which
are limited supply of traditional fuels and
environmental problems associated with its
processing. It is shown that new forms of energy
plays an important role in the energy supply of many
countries of the world, and in the future they can
become the main sources of energy to meet the
growing needs of the global economy. We reveal
main reasons of the increasing interest in renewable
energy, and we show the obvious prospects of their
use, due to two factors. First, according to experts,
the global reserves of traditional fuels are limited, and
secondly, this was evidenced by the investments of
leading countries in this promising industry. The
article lists reasons for the need for the use of
renewable energy sources in Russia. Increased
consumption of natural resources has become a real
threat to the security of the life of human society. The
basis of solving modern social and environmental
problems is a transition to a regulated process of safe
use of natural energy potential to meet the vital needs
of people not only in the coming decades, but in the
long run. It is concluded, that the determining
condition for the development of the human
civilization at present and in the future would be the
level of natural resources which ensures the needs of
the population without making harm to the
environment
An important question is increasing objectivity in
evaluation of current and residual knowledge of
students on the subjects. Based on these assessments,
teachers will adjust the work program and calendarthematic
plan on discipline, forms and methods of
teaching in order to ensure a high level of knowledge,
allowing making necessary competence and skills of
future specialists. The article proposes the evaluation
system of students ' knowledge and determines their
rankings, taking into account the qualifications of the
teachers who taught their classes. Knowledge
assessment might be defined as just one discipline, or
as all the across disciplines for a semester, academic
year and study period. The knowledge of students on
discipline is estimated on the results of the test tasks
based on current estimates obtained in a semester, and
examination grades. We have reviewed the quality
assessment system of students ' knowledge and
determined their rating; it will increase the credibility
of the evaluation. In addition, it increases the
effectiveness of the educational process, since the
evaluation of students ' knowledge and skills of
teachers, will help heads of departments and deans to
make decisions about the professional development of
teachers, showed poor results
