Investments have an important role in economy as without them it is impossible to provide stable development of economy and sustained economic growth. Nowadays emphasis should be focus to enhancement of control of investment activities of the agrarian organizations as agriculture takes the fundamental place in economy of each state. In this article, the most exact determination of the term "investments" is selected. Determinations of investment and investment activities are formulated. A row of procedures by means of which control of investment activities is exercised is considered. Development process and implementations of investment activities of the agricultural enterprise is reflected. Merits and demerits of indices of an assessment of investment projects are specified. Based on the analysis of domestic researches in the field of investment organization, activity and acceptance of investment administrative decisions 2 main views of control of investment activities are selected. Requirements to all process of investment control are specified. Features of investment solutions which entity is in preparation, a choice and the complex nature of acceptance of administrative decisions are selected. The article presents an analysis of the current state of the industry; it focuses on the potential development of the industry and identifies challenges to its implementation. We have shown the ways of solving the effective development of the industry through innovation and transformation in the management of industrial infrastructure in the sectors as a whole, which are implemented through federal cluster policy. The article analyzes the indexes of industrial production, considers the provisions of the state policy in this area and has developed proposals to address this goal

Finances of companies take leading position in the system of social reproduction and it is a foundation of the effective business functioning. In the article the position of the finance of the companies for the government is stated, so to say the formation of the budget, provision the constant production, the satisfaction of people’s needs. In this article, the financial relationships of the participants are presented, moreover, the basic functions of finance are observed such as distributive, controlling, regulative and providing. The principal directions of the financial resources use are stated: the monetary expends for production and realization, governmental and trust payments, supplying social educational funds. In this article, the economical and organizational aspects of financial part of the companies are observed such as: kinds and forms of company payments, the management of the budget, the calculation of the financial statistics, etc. For the more accurate understanding, the statistics of the index is analyzed: the average month salary of the employees of the companies in a particular district of the Russian Federation, the dynamics of the loan debts of companies in Russia, the number of detrimental companies and the sums of losses. According to the analysis, the most and the lean salary attractive regions of the Russian Federation are defined, moreover, the factors determining these positions are stated. In addition, it is observed, that the leaders of companies are to possess some particular skills of financial management, organization of finance-planning and should constantly estimate the financial part of the work and the abilities of the company, referring to the efficiency, payment abilities, financial stability, liquidity and the possibility of bankruptcy

The exchange rate has direct impact on economy of any state. Without competent management, it is impossible to achieve successful functioning of national economy, which causes the need of studying of the matter. Fluctuations of an exchange rate depend on market condition. Therefore, the exchange rate is under influence of a condition of the balance of payments, a difference of interest rates in various countries, extent of use of currency in international payments, speculative currency transactions and activity of the currency markets, inflation and many others, considered in this article. Possible consequences of their influence on exchange rate are specified, examples are given. Dependence of growth of the money supply, the monetary base and inflation in Russia is reflected. The analysis of economic aspects on which exchange rate renders direct influence, namely, foreign trade, capital streams, interest rates, business development, purchasing power of the population, growth of economy is carried out. The assessment of an exchange rate of the Russian Federation is carried out. The following factors have the greatest impact on it: floating rate of ruble, increase of a rate of refinancing, oil depreciation, and lack of possibility of refinancing of external debts. Measures for stabilization of ruble, among which fixation of currency positions of banks, increase of control of target use of earlier issued credits, differentiation of speculative operations from the others, introduction of a tax of Tobin and introduction of indispensable conditions of sale of a certain part of revenue are offered. Realization of these measures will have positive impact on stabilization of ruble exchange rate and an economic situation of Russia in general

Currently, we experience particular problems of development of agriculture in conditions of import substitution and export. The industry needs active support from the government due to the specific features, which are typical to this sector of the economy, and necessary for the effective functioning and dynamic development, and maintaining a high level of competitiveness. Government support has to provide favorable conditions for functioning of domestic producers to stimulate the production of high quality products, and to increase the competitiveness of agricultural products and services in both domestic and foreign markets. In this article, factors have been revealed, which lead to the need of agricultural production state support The main directions of financing of the agro-industrial complex were established within the framework of the state program for the development of agriculture and regulation of markets for agricultural products, raw materials and food for 2013-2020; the rules for granting and distribution of subsidies from the Federal budget to constituent entities of the Russian Federation; the structure of government subsidies to farmers in different regions, and also considered a new loan product with a low interest rate, which is adjusted individually for each borrower

The main goal of this article is the problem of the need for governments supports for agriculture and the isolation the most promising mechanisms of its regulation for the creation in international trade sustainable competitive advantages of the Russian Federation. The retrospective mathematical-statistical analysis in the study of time series of the state support, as well as exploring the current legislation of the Russian Federation revealed vectors of state policy in the field of agricultural support and develop promising directions for its improvement

The modern banking system is one of the most important and integral structures of market economy that is on a threshold of high-quality changes and owing to what the competition in the market of banking services increases. Relevance of this subject is caused by the need of definition of current trends of development of the interbank competition in Russia. In the article, the general dynamics of number of the operating banks of Russia for the last 8 years is analyzed and conclusions that the essential number of banks is concentrated in the European part of the country, and a small amount of regional banks beyond the Urals are drawn. It is revealed that the main criteria influencing a choice of bank the natural person are: the term of existence of bank in the market, availability of ATMs, favorable rates on deposits and the credits. Factors of the interbank competition are analyzed and basic methods of realization of competitive strategy of banks are presented. The main reasons for insufficient development of the banking sector of Russia are defined: opacity and high concentration of a banking system, macroeconomic instability, low capitalization, institutional problems, etc. Recommendations for strengthening of competitive advantages of domestic banks are offered: development of new financial services, association with other banks and participation of banks in the organization of projects together with the enterprises which business can be considered the most interesting and perspective

In this article considers the condition of investment climate in the industry and the prospects of its change from the result of imposing sanctions from the West. This article considers common economic indicators of the Russian domestic market and defines priorities of increasing investment attractiveness in industry, simultaneously brings out positive and negative sides. We have determined that dependence of Russian regions from economic sanctions is very ambiguous. We have predicted the possible situations where the industry can suffer certain decline and also represented the fields of Russian industrial production where the indicators may have positive results from sanctions. The article indicates a number of spheres of domestic production which directly depended from external impact of foreign countries. It emphasizes the fact that in the order to rise the capital and economic growth we should create the favorable qualitative investment climate and develop own production capacities on the basis of innovation and modernization. In this article we are taking into account the fact of growth of investment activity from the position of financing. Effective instruments for attracting investment are: the creation of special economic areas of advanced development, implementation of measures of reducing administrative barriers of business. Attractive investments will create the financial basis not only for import substitution, but for reindustrialization of the industry
