Every year on the seas, on average, up to 100 accidents
occur involving the loss of ships and men. A high proportion
of accidents exist for the ships of the Russian
Federation. Thus, in 2015, there were 72 emergency
cases and 86 sailors died. The reasons for the absolute
majority of emergency incidents with ships are unsatisfactory
technical condition of the ship; the errors and
omissions in the course of organizational and technological
activities related to the shipping industry; adverse
meteorological situation in the navigation area
and its negative impact on the ship; the negative effect
of the "human factor". The entry into force of a number
of international conventions, codes and resolutions of
the International Maritime organization (IMO) and
national legislative acts and normative documents related
to the safe operation of ships and prevention of
pollution of the aquatic environment certainly contributes
to the resolution of these problems. However, the
widespread reduction in the size of crews increased the
load on the navigation composition, and this circumstance
sometimes becomes fatal to ship and crew. In
case of death of the ship, the sailors can escape with the
help of individual and collective rescue means. For this
purpose, in accordance with the IMO requirements and
curricula, the future command structure of the transport
vessels undergoing special training in the Maritime
training institutes with the Coastal training centers
(BUTTS), and receive appropriate certificates confirming
their theoretical and practical training. The article
analyzes the conventional process of preparation of the
students to act in emergency situations, the ability to
apply individual and collective rescue means to manage
the duty and lifeboat and life raft, to organize the survival
of the people on the rescue means at sea
Every year pirates attack hundreds of ships and
thousands of sailors. So, by the end of 2014 violent
actions of the pirates have undergone more than 5,000
sailors. In 2015, the pirates attacked 246 vessels they
had captured 15 ships and 271 of a sailor. While one
sailor was killed and 14 wounded. The economic
damage from pirates was tens of billions of dollars.
For these reasons, the fight against piracy and
Maritime terrorism becomes a major concern of the
world community. In today's complex for a variety of
reasons conditions, convoy of transport ships warships
for the passage of areas endangered by pirates is
considered the most effective and reliable means of
coping with the corsairs of the XXI century,
precluding the capture of the ship and its crew. At the
same time, the training of personnel to solve specific
problems impeding reoperate requires performing the
whole complex of preparatory measures, including
psychological and physical training of sailors for the
upcoming action of a dangerous nature. The article
reveals the content of the methodology of forming and
evaluating the readiness of military seamen to counter
pirates and terrorists at sea represents a set of methods,
forms and means of pedagogical influence with the
purpose of providing soldiers pedagogical assistance in
the development of military-professional activities,
standards of behavior and support in preparation for
military service in the areas endangered by pirates; the
development of military-professional competence; the
full realization of personal potential of specialist fleet
In modern conditions, in accordance with the decision
of the UN, warships of the coalition of states, which
includes the Russian Federation, carry out tasks for the
protection of navigation and for escorting ships in the
areas endangered by pirates of the oceans. Training
ships of the Navy to perform tasks of combat duty in
the areas of increased activity of pirates to ensure the
safety of navigation of civil transport vessels not only
involves the decision of problems of staffing the crew
with necessary staff, logistical support, and targeted
development of the high readiness of the sailors to
successful implementation of such specific combat
missions. This kind of organizing and educational
activities should be organized based on the experience
of pedagogical designing of the military-pedagogical
process. Instructional design is an objective necessity
of development of subjects of military-pedagogical
and educational activities of the projective
imagination, thinking, efficient way of doing it. The
author considers the instructional design of formation
of readiness of military seamen to counter pirates and
terrorists at sea as an innovative phenomenon that
connects pedagogical theory and innovative practice
aimed at comprehensive training of the personnel of
the fighting ships for the upcoming operation. The
article explains target program of development of
readiness of military seamen to counter pirates and
terrorists at sea. The author's target program contains
six separate and interrelated modules, which will allow
crew members to acquire the necessary knowledge and
skills to create a high level of preparedness for the
forthcoming military - professional activity in the sea
In modern conditions there is a particularly acute
problem of activization of the human factor, the
maximum use of human abilities to achieve higher
results of professional activity. The solution to this
problem is vested in the vocational education system,
whose main objective is to provide training and
education a qualified professional of the appropriate
level and profile, competitive on the labor market,
ready for professional growth, social and professional
mobility. It is directly connected with the problem of
further improving the management of the process of
formation of personality of a future marine technician,
a factor which is a professional orientation. According
to the authors, the current practice of training
specialists of Maritime transport requires the presence
of the model of software and diagnostic support of the
process of formation of professional orientation. The
article proposes this model, which is built from the
position of system-activity, competence, software
design and diagnostic approaches, and includes:
conceptual-target block (the wording of the goal,
objectives, fundamental contradictions of concepts and
ideas); content and process unit (design target of the
program "Orientation and professionalism"; the
definition of pedagogical conditions); procedure block
(teaching in the target program; methods of learning;
stages of learning (input, intermediate, final);
monitoring of the level of formation of professional
orientation); productive unit (criteria, indicators, levels)
Conducted in our country reforms require active
participation in their realization of all citizens. The
development of the economic components of the
state, will allow not only to strengthen the defense
potential of the country, but also to raise the quality
of life of the population. To solve this problem the
country needs competent specialists, real, educated
professionals, masters of their craft. The most
important task of each University is to prepare such
graduates. Training at the University is done not only
through training and education, but also in the process
of independent activity of students. Independent work
is the activity performed by the students of the
University without direct contact with the teacher or
teacher-driven mediated through specific training
materials; it is an integral, compulsory element of the
learning process, providing primarily individual work
of students in accordance with the setting of teacher
or textbook curricula. In the modern didactics,
independent work of students is, on the one hand, a
kind of educational work carried out without direct
intervention, but under the guidance of a teacher, and
as a means of engaging students in independent
cognitive activity, the formation methods of the
organization of such activities. The effect from
independent work of students can be obtained only
when it is organized and implemented in the
educational process as a holistic system that runs
through all the stages of learning of students in high
school. In the article, on the basis of experience,
analysis, research and publications of the Russian
scientists, we considered the problems arising at the
organization of independent activity of students as recommendations are offered innovative forms and
methods of education based on the theory of
constructive learning
