The presented material in a practical exhibit describes the information structure of the regional system of agro-cosmic monitoring of the agricultural lands with the provision for tying ups of the information needs for decision of the problems on estimation of the condition of the agricultural cultures, real possibilities of the modern satellite equipment, real possibilities of different information channels, thematic полигонного provision, the technology of thematic decoding.
In other words, this is the model, which will be able to provide the decision of a number of problems in agro-ecological sphere to different agricultural consumer and state checking authorities on a base of remote-contact checking for condition of the agricultural lands and, mainly, for condition of the vegetable cover of ground (as an indicator).
The problematic caused by necessity of technological and ecological specifications observance under manufacturing of aviation-chemical works which distinctive features are, from one hand - high efficiency, and with another hand – non objective introduction of chemicals with non-observance of guidelines of ecological reliability is presented in the article. The analysis of classical parameters of management quality, determination of basic parameter - accuracy and methods of its effective values achievement allows to configure the structurally functional scheme of the automated control system of the quality, allowing to carry out management on the basis of three-dimensional model of a spreading surface in real scale of time.

In the article we examine the application of the systemic cognitive analysis and the system theory of the information (STI) for the decision of a known problem of mathematical logic and the mathematical linguistics which have received the name "Problem of a referential class".
