The article substantiates the need for an accelerated
informatization of the national system of professional
development for science-intensive and high-tech
industries, as one of the important components of the
process of reforming the Russian economy. It was
determined that under current conditions a decisive
role in ensuring the successful operation of enterprises
science-intensive and high-tech industries provides
highly qualified personnel - the intellectual capital,
which is formed in the process of training specialists
within the system of continuous professional education
and training (CPEandT). We show new capabilities of
training a contingent of specialists in science-intensive
and high-tech industries, offered by the introduction
and expansion of use in system of CPEandT and
modern educational technology (MET). We found
reasonable prospect of the transition from reproductive
to creative model of the organization of skills
development. They are implemented mainly by a
variety of electronic educational resources (EER),
which are used for the development of various
technologies. The article presents results of the
comparative analysis of new and traditional
technologies for the development of ESM and shows
their role in the methodical maintenance of process of
professional development. It is proved that the
introduction of the EER within MET in CPEandT
system radically changes the interaction of
professionals and qualified teachers with contingent
specialists of science-intensive and high-tech
industries, and contributes to the effective organization
of skills development
The need for rapid informatization of the sphere of
education in Russia it is one of the important areas of
the reform. Through the use of modern pedagogical
technology (MPT) it is possible to implement new
opportunities of learning and skills to a broad
contingent of students. These circumstances
predetermine the high relevance and importance of
scientific topics of this article. In the article the authors
show the prospect of the transition from reproductive
to creative models of organization of educational
process on the basis of the opportunities MPT. If the
first model was characterized by personal contact with
trained teachers, for the second model in the process of
«transmission» of knowledge we actively involved
creativity trainees. In addition, the article indicated the
place and role of electronic educational resources
(EER) as part of the MPT, and the results of the
comparative analysis of new and traditional
technologies for the development of EER. It is proved
that the introduction of the EER within the MPT in the
educational process contributes to its efficiency and
radically changes the interaction of the leading
teachers of universities with an enrollment

restrictions started by west countries in March 2014 at
present time has become a tangible blow to the
Russian economy. If the first sanctions packages were
mainly directed against certain individuals and legal
entities, the following sanctions restrictions have
become a kind of acupressure on the most advanced
sectors of the Russian economy and its focus on the
most vulnerable places. These circumstances
determined the relevance of subjects of this article -
namely, the identification of the results of the system
analysis of the main threats to Russia's economic
security in times of sectoral and financial sanctions
restrictions on the example of the oil and gas complex.
Oil and gas industry has always been and continues to
be one of the most important part of the Russian
economy. Mining and the subsequent marketing of
hydrocarbons in the world markets for more than half
of the federal budget. Therefore, the primary
importance is the evaluation of both the threats to the
security of the country's economy and the negative
impact of sanctions restrictions on the dynamics of the
industry. The article reveals the most significant
sectoral and financial sanctions and restrictions
determined by the degree of their influence on the
development of the oil and gas industry and the
security of the Russian economy as a whole. The
necessity of introduction of import arrangements to
reduce dependence on oil and gas companies of purchases of imported components, equipment and
technology. Evaluation of the effect of sanctions
limitations on the dynamics of changes in the rate of
debt load oil and gas companies for its calculation in
rubles and foreign currency terms. The conclusion is
that the oil and gas sector of the Russian economy has
demonstrated its resilience to the effects of the most
severe restrictions and sanctions and for its further
development we need more support through the
development of large-scale program of import
substitution, involving the variability of the joint
efforts of the government and the oil and gas industry
companies
