The article, on a simple numerical example, deals with the application of the automated system-cognitive analysis (ASC-analysis) and its software tools - intellectual systems "Eidos" for the detection and investigation of determination of emergent macro preferences of systems in their composition and hierarchical structure, i.e. the sub-systems of various complexity levels (levels of the hierarchy). The article briefly discusses some of the methodological issues of creation and application of formal models in scientific knowledge. The system generalization of the principle of William Ross Ashby about the necessary diversity on the basis of the system of generalization of the theory of sets and systems theory, information, generalized formulation of the principle of Galileo-Einstein, the hypothesis about its relationship with the theorem of Emmy Noether are offered; and also there is a hypothesis "About the dependence of the force and direction of the relations between the basic elements of the system and its emergent properties as a whole, on the level of hierarchy in the system"

FORECASTING OF SUNFLOWER YIELD FOR THE KRASNODAR REGION WITH THE USE OF SYSTEM-COGNITIVE ANALYSIS (PART III: Decision of the tasks of forecasting and research of the subject area)

In the article we have offered the technology and the methodology for the formulation and the solution of the problem of forecasting scenarios of changes in yield sunflower seeds at the level of a region and its districts, on the basis of the system-cognitive model that is different from the traditional: a high degree of formalization of the model of knowledge; the possibil-ity of the synthesis matrix transfer function of the object of forecasting directly on the basis of empirical data; correct work with incomplete (fragmented) and noisy data. For the first time, the study of the system-cognitive model of artificial ecosystems of sunflower in the Krasnodar Region, which is correctly regarded as the study of the ecosystem, as the verification of this model has shown its high adequacy has been conduct-ed

EMERGENCE PARAMETER OF CLASSICAL AND QUANTUM STATISTICAL SYSTEMS

In this article we give a generalization of Hartley's model for the measure of information. We propose a rate of emergence, which is applicable to systems obeying classical or quantum statistics. Quantum sys-tems that obey Fermi-Dirac statistics and Bose-Einstein condensate, as well as classical systems obey-ing the Maxwell-Boltzmann statistics have been con-sidered. We found that the emergence parameter of quantum and classical systems differ as well as the emergence parameter of quantum systems of fermions and bosons. Consequently, the emergence parameter might be used to distinguish the classical system and quantum system, as well as quantum system of fermions and the quantum system of bosons

On the basis of local semantic information of the models of California the dependence of parameters seismic activity on the position of the space objects has been investigated and the model of short-term earthquake prediction has been created. COGNITIVE FUNCTIONS AS A GENERALIZATION OF THE CLASSICAL CONCEPT OF FUNCTIONAL DEPENDENCE ON THE BASIS OF INFORMATION THEORY IN ASC-ANALYSIS AND SYSTEM FUZZY INTERVAL MATHEMATICS

This article briefly reviews the classical concept of functional dependence in mathematics, determines the limitations of this concept for adequate modeling of reality and formulates the problem, consisting in search of such generalization of the concept of func-tions, which is more suitable for the adequate reflec-tion of causal relationships in the real domain. Also, it discusses theoretical and practical solving the prob-lem, consisting in: (a) we suggest the universal method of calculating the amount of information in the value of argument about the meaning of the function, i.e. cognitive functions which is independent from the subject area; b) we offer software tools: Eidos intelli-gent system, allowing in practice to carry out these calculations, i.e. to build cognitive functions based on a fragmented noisy empirical data of high dimension. In the article, the problem of a performance evaluation of activity of municipal unions in the field of guardianship and guardianship is stated and its solution, based on application of system-cognitive analysis and its tooling ("Eidos" intellectual system) is offered. The formal problem definition and data domain formalization are fulfilled, i.e. classification and descriptive dials and their graduations are elaborated, the training sample, according to 2009-2010, is generated, synthesis and verification of four cognitive models, different by private measure of knowledge, which extend and formalize modes of a decision making of experts in the previous phase are performed. Framed models are applied to the computerized performance evaluation of operation of 43 municipal unions of Krasnodar territory in the field of guardianship and guardianship for 2011 and have yielded such outcomes of an estimate, which would be gained by experts as well, under condition of immutability of their approaches
