Reform of the Armed Forces of the Russian Federation and, in particular, large-scale organizational and personnel changes, the transition to acquisition of the army and navy mostly contract servicemen, demanded new approaches to training and education of this category of servicemen. One of the innovative approaches of pedagogy, in this way, has been the development of techniques to build leadership skills and training of soldiers under contract to perform the functions of the military leader of the team that can win credibility with their subordinates, bring people together and send to the effective performance of duties. The article deals with the problem and the urgency of the formation of leadership qualities and the ability of the warrior-contractor for the effective performance of the functions under the leadership of the leader of the primary military collectives. Based on the analysis of domestic and foreign scientific literature on the study of the problems of leadership and formation of leadership in military, the article defines the essence of the concepts of "leadership" and "leader", and gives specific definitions of the concepts as applied to military-professional work of contract servicemen. One of the main tasks is the improvement of the
education system, the quality of which depends on the
level of economic development of the country. In
Russia, for more than 10 years there has been a
continuously reformed educational system. This is
due to Russia's accession (in 2003) to the group of
countries – participants of the Bologna Declaration,
involving the convergence and harmonization of
education systems in European countries with the aim
of creating a unified educational space. The article
describes the main positions that are subject to a
quality assessment of education from foreign
universities; we have also revealed the reasons for the
low world rating of Russian universities. At present,
the education system of the country should facilitate
accelerated development of the economy of the state
in the first place. This work reveals the shortcomings
of the main reforms related to the implementation of
CSE in secondary educational institutions, the
bureaucratization of the higher education system that
resulted in time reduction of contact of the work of
students with teachers, and as a result – deterioration
of quality of preparation of graduates. We have also
revealed the causes of the current situation and the
main directions that will contribute to the
development of the education system in Russia. These
areas are the development of: a strategic plan for the
development of higher education; a training system
worthy contingent of higher education institutions; an
effective system of preparation of students and
evaluation of the quality of their knowledge and labor
potential; a system of training for scientificpedagogical
personnel and improving their
qualification; assessment criteria of effectiveness and
ability of educational institutions to provide quality

the basis of the analysis of main historical and modern
definitions of a concept «individualization in teaching»
we have identified the following functions: adaptation,
developing, realization. Based on these functions the
maintenance of the concept of individualization in
teaching is specified in modern conditions. The
development of the individualization in teaching issues
is particularly relevant at a higher degree of basic
education, because the individualization of learning at
the senior high school is consistent with the age

In the face of rising threats to national security of Russia, particularly acute has a specific and purposeful work on education of modern generations, capable of spiritual perception values, ideals, traditions and life attitudes of the generation of Winners.
