The Krasnodar region has a leading position in the ratings of Russian regions in terms of entrepreneurial activity. However, its entrepreneurs face economic and institutional obstacles.
In this article we have conducted a study of institutional rules under which the entrepreneurs in the region studied mechanisms to evaluate the behavior of market participants, the resolution of disputes, to adapt to unexpected changes. It was found that special attention to the state authorities and local governments in the region should be given to the formation and support of small businesses operating conditions as the main form of entrepreneurship. To ensure the conditions for effective development of small and medium-sized businesses, governments and local authorities of the Krasnodar region it has been proposed to implement a number of activities in their work: change the procedure for allocating Guarantee Fund issued guarantees for the region, to increase lending by this Fund; activate all channels of information support of small and medium-sized businesses on economic conditions and mechanisms for their support; develop tools available in bank lending, leasing updates elements of fixed capital

Currently, we experience particular problems of development of agriculture in conditions of import substitution and export. The industry needs active support from the government due to the specific features, which are typical to this sector of the economy, and necessary for the effective functioning and dynamic development, and maintaining a high level of competitiveness. In this article, factors have been revealed, which lead to the need of agricultural production state support The main directions of financing of the agro-industrial complex were established within the framework of the state program for the development of agriculture and regulation of markets for agricultural products, raw materials and food for 2013-2020; the rules for granting and distribution of subsidies from the Federal budget to constituent entities of the Russian Federation; the structure of government subsidies to farmers in different regions, and also considered a new loan product with a low interest rate, which is adjusted individually for each borrower
We have analyzed the instruments of state support of development of livestock of the Krasnodar region. We have also proposed the directions of adjustment of measures of state support in accordance with the requirements of the WTO
The implementation of organizational and economic activities, the most important of which is the mechanism of state support, is ensured by high efficiency of land use while maintaining soil fertility. In order to adapt to the requirements of the WTO, the order of distribution and the provision of subsidies to decoupled support to farmers in crop production (per hectare subsidies) was introduced in Russia since the beginning of 2013. These payments are directed to the compensation of the costs for the purchase of fertilizers and plant protection chemicals, financing measures to improve soil fertility and soil quality. The order of per hectare subsidies to farmers in specific subject of the Russian Federation is fixed on regional legislative level. In addition, each region has the right to establish its own criteria for budget allocation. The main conditions of the subsidy per hectare in the Krasnodar region are sown area under crops, the area sown to perennial grasses, and the area on which organic fertilizers have ever been put.This approach will contribute to the unjustified expansion of acreage by land users in the conditions of extensive production in violation of the science-based zonal technologies of field crops cultivation and, consequently, a violation of the process of soil fertility reproduction. In order to overcome the problem, the regional criteria for granting per hectare subsidies are specified in the article. They include not only traditional terms but also the level of land use efficiency and its quality, which will promote economic entities in the area for more efficient implementation methods of soil fertility reproduction
The article is devoted to the urgent problem of gov-ernment regulation of agriculture in Russia's member-ship in the WTO. We reveal the mechanisms of legal and economic forms of state support for agriculture. The possibilities of improving the quality of public support, which will increase the sustainability of agriculture in the long run, are discussed. Measures of state regulation in this case should be directed at improving the efficiency of the rural economy, improving the quality of life of the rural population, the preservation of the environment
We have analyzed the system of state regulation of regional food security and substantiated the main directions of its software under the sanctions regime, presented the scheme of the constituent elements of regional food security, including the purpose and the main task. We have revealed the features of the modern food problems of Russia and its regions, systematized the negative effects of international sanctions, assessed the obstacles to implementation of the accelerated import substitution policy. An analysis of exports and imports of basic foodstuffs in the Krasnodar region for 2011-2015 has been shown. We have also presented the dynamics of the average per capita consumption of food among the population of Russia and the Krasnodar region. The work substantiates the necessity to diversify trade relations and the search for potential investors for the implementation of pilot innovative projects in the real sector of the economy of the region. It substantiates the actual directions of optimization tools of state regulation of the food security of the Krasnodar region in the conditions of modern economic realities. It is proved that the effective implementation of the regional agricultural policy requires a development strategy for the agricultural sector, which expresses the priority of the state in relation to agriculture and includes the presence of a real agrarian protectionism
Regulation of environmental protection in agricultural production is very important at the present time due to the growing trend of deterioration of the environment and public health worldwide. A severe negative impact on the environment is due to productive human activities in agriculture, one of which is soil pollution due to excessive use of pesticides. The implementation of organic methods of cultivation of agricultural crops is one of the ways of improving soil fertility. This trend was established in the EU and the US. In these countries, the sector of organic agriculture was modernized with following parameters: legislation, certification and standardization. In the article the authors analyze the characteristics of European and American legislation on organic production of agricultural products, the process of the emergence and development of this activity, as well as conditions for the formation of normative-legal acts, standards and certificates in the EU and the US. Major adverse effects of the widespread use of pesticides and other intensive methods of agricultural production were listed. We have also substantiated the need for the development of organic agriculture as a real instrument for the development of modern and competitive agriculture in the global food market, taking into account Russia's accession to the WTO. We have analyzed European and American legislation on organic production of agricultural products. The process of the emergence and development of this activity, as well as conditions for the formation of normative-legal acts, standards and certificates in the EU and the US has been revealed. One of the important problems in the field of agriculture is
soil contamination by pesticides due to excessive and
unbalanced use of pesticides. The harmful effects of
pesticides on the environment and human health is
manifested in the contamination of water, soil, food, the
development of chronic diseases and acute poisoning,
malignant diseases, congenital malformations, infant
mortality. An alternative to the use of chemical remedies
are organic methods and techniques of cultivation of
agricultural land. One of such technologies is the laser
technology of cultivation of agricultural crops, the
application of which makes it possible to not only produce
organically clean, useful agricultural products, but also
reduce the cost of crop production and increase their
