ASSESSMENT OF SCIENCE AND TECHNOLOGY AND INNOVATION IN THE FRUIT SECTOR ON THE EXAMPLE OF THE SUBJECT OF SCIENTIFIC AND TECHNICAL ACTIVITIES

Assessment of activity of process, in the first instance – this is a set operations the selection nomenclature of exponents and their definition of values and their comparison with basic exponents. Relating to scientific institute performance evaluation of the scientific and technical activities – this is definition of qualitative criteria evaluation of this activities, their quantitative reflection, as also relative assessment of their dynamics. In article considered questions assessment of scientific and technical and innovative activity in relation to branch of fruit growing, and, in fact, to the branch level of system of innovative activity in agroindustrial complex of the region. Groups and criteria of estimated indicators of activity of the subject of scientific and technical activity are defined: indicators of production potential, knowledge base, research shots and instrument base. Expediency of formation of innovative processes on the basis of branch subjects of scientific and technical activity is proved. As the main subject of scientific and technical activity of the branch of fruit growing of the agro-industrial complex of Krasnodar territory we defined the scientifically research establishment North Caucasian zone research institute of gardening and wine growing. The detailed analysis and assessment of scientific and technical and innovative activities of scientific institution North Caucasian zone research institute of gardening and wine growing for groups and criteria of estimated indicators is submitted. It is revealed that the provided analysis and an assessment of productivity of innovative activity isn't sufficient and demands addition with the assessment indicators displaying process of transformation of scientific potential in effect – a scientific and technical product

COMPARATIVE ANALYSIS AND EVALUATION OF THE INVESTMENT AND INNOVATION ACTIVITY (ON THE EXAMPLE OF THE KRASNODAR REGION)

The article covers the theoretical aspects of the regional investment and innovation policy and the investment potential of the region. The key task of regional investment and innovation policy is defined ensuring innovation and reproduction of growth for by using the competitive advantages of the region. The analysis of distribution of the Russian regions on a rating of the investment climate and the characteristic of regions with the smallest and greatest investment risk is submitted. It is revealed that the Krasnodar region, speaking of the investment potential, within the last two years surely takes the fourth place among regions of Russia, and the share of Kuban in the Russia's investment potential has made 2,856%. Thus, the favorable investment climate of the Krasnodar region develops at the expense of the following factors: convenient geographical position, the developed transport infrastructure, availability of unique recreational resources, attractive sales markets, positive climatic conditions and reserves of minerals. We have defined the essence and the main directions of development of the investment and innovation capacity of the region on the example of the Krasnodar region, which include: technology modernization and structural adjustment of the region; forming and continuous organizational support of regional projects and programs; stimulation of development acting and creation of new innovation, scientific production and scientific and technical structures. The scheme of carrying out monitoring of development of the innovation capacity of the region and the scheme of organizational and economic ensuring implementation of the investment and innovation policy of the region have also been developed

The efficient investment and innovation activity in the region is one of the key factors of its successful development. It is the process of implementation of the results of intellectual work in different types of property and intellectual values that have monetary value invested in the objects of entrepreneurial and other activities. The article considers the concept of the "investment and innovation policy" in the region. The importance of the investment and innovation potential of the region is substantiated. The factors that determine its state and development are considered. The approaches to the analysis of formation and implementation of the investment and innovation capacity in the region are defined. There was presented the legal framework regulating the investment and innovation activities of the Krasnodar Territory. The basic problems of the development of the innovative activity of the Krasnodar region, requiring the operative solutions were revealed. The basic foundations and organizations involved in the innovation of the Krasnodar region were presented. The main tool of the innovation policy of the Krasnodar region has been defined by the regional innovation center including the following elements of the infrastructure: a business- incubator of the innovative type, an engineering center and a center of prototyping. There was presented the characteristic of the main activities of the infrastructure of the Regional Innovation Centre. The information on the creation of the innovative Internet portal of the Krasnodar region and the creation of regional crowdfunding platforms on its base were cited. One of the important problems in the field of agriculture is soil contamination by pesticides due to excessive and unbalanced use of pesticides. The harmful effects of pesticides on the environment and human health is manifested in the contamination of water, soil, food, the development of chronic diseases and acute poisoning, malignant diseases, congenital malformations, infant mortality. An alternative to the use of chemical remedies are organic methods and techniques of cultivation of agricultural land. One of such technologies is the laser technology of cultivation of agricultural crops, the application of which makes it possible to not only produce organically clean, useful agricultural products, but also reduce the cost of crop production and increase their productivity. STATE REGULATION OF ORGANIC FARMING: BASES AND FEATURES OF THE EUROPEAN AND THE U.S. LEGISLATION

Regulation of environmental protection in agricultural production is very important at the present time due to the growing trend of deterioration of the environment and public health worldwide. A severe negative impact on the environment is due to productive human activities in agriculture, one of which is soil pollution due to excessive use of pesticides. The implementation of organic methods of cultivation of agricultural crops is one of the ways of improving soil fertility. This trend was established in the EU and the US. In these countries, the sector of organic agriculture was modernized with following parameters: legislation, certification and standardization. In the article the authors analyze the characteristics of European and American legislation on organic production of agricultural products, the process of the emergence and development of this activity, as well as conditions for the formation of normative-legal acts, standards and certificates in the EU and the US. Major adverse effects of the widespread use of pesticides and other intensive methods of agricultural production were listed. We have also substantiated the need for the development of organic agriculture as a real instrument for the development of modern and competitive agriculture in the global food market, taking into account Russia's accession to the WTO. We have analyzed European and American legislation on organic production of agricultural products. The process of the emergence and development of this activity, as well as conditions for the formation of normative-legal acts, standards and certificates in the EU and the US has been revealed. We have also proved the need for the development and improvement of legislative base of the Russian Federation in the field of organic agriculture, certification and standardization, taking into account the experience, as the EU and other countries
