AUTOMATED SYSTEM-COGNITIVE ANALYSIS AS A METHOD OF COMPLEX SOLUTION OF PROBLEMS OF MANAGEMENT OF THE PERSONNEL WITH THE USE OF FUNCTIONAL-COST ANALYSIS

The article briefly describes the essence of manage-ment, stating the goals and structure of the system of personnel management. It considers the essence of the method of functional-cost analysis (FCA) and, as a major gap, we have noted a low level of formalization, which requires the involvement of ex-perts in applying the FSA. It also specifies the difference between the cost and the cost price. We consider the decision of questions of creation of the personnel management system on the FCA basis using the method of automated system-cognitive analysis (ASA-analysis), in particular: the measurement of the severity of socio-economic and psychological proper-ties, metric scales, build intellectual measuring system, the development and application of models, providing both building occupation graphs and their application to measure the degree of compliance of the Respondent with the requirements of professional positions and to the positions including the cost of employment of personnel and resources allocated for staff on posts. The proposed approach can be applied not only at the decision of tasks of human resource management with DAF method, but when you apply the FSA in a variety of subject areas, in particular - the method of direct-Costing

COGNITIVE FUNCTIONS AS A GENERALIZATION OF THE CLASSICAL CONCEPT OF FUNCTIONAL DEPENDENCE ON THE BASIS OF INFORMATION THEORY IN ASC-ANALYSIS AND SYSTEM FUZZY INTERVAL MATHEMATICS

This article briefly reviews the classical concept of functional dependence in mathematics, determines the limitations of this concept for adequate modeling of reality and formulates the problem, consisting in search of such generalization of the concept of func-tions, which is more suitable for the adequate reflec-tion of causal relationships in the real domain. Also, it discusses theoretical and practical solving the prob-lem, consisting in: (a) we suggest the universal method of calculating the amount of information in the value of argument about the meaning of the function, i.e. cognitive functions which is independent from the subject area; b) we offer software tools: Eidos intelli-gent system, allowing in practice to carry out these calculations, i.e. to build cognitive functions based on a fragmented noisy empirical data of high dimension. We also offer the concepts of nonreducing, partially and completely reduced direct and inverse, positive and negative cognitive functions and the method of formation of reduced cognitive function, which is a generalization of known weighted least-squares meth-od on the basis of observation the amount of infor-mation in the values of the argument about the values of the functions accounting

The article considers measuring scales as a tool for creating formal models of real objects and a tool for increasing the degree of formalization of these models to a level sufficient to implement them on computers. It also describes the different types of measuring scales, allowing to create models of varying degrees of formalization; lists the types of transformation valid during the processing of empirical data obtained with scales of different types; develops the task of metriza-tion of the scales, i.e. conversion to the most formalized mind; it proposes 7 ways of metrization of all the types of scales, providing a joint comparable quantitative processing of heterogeneous factors measured in different units of measure due to the conversion of all scales to one universal unit of measurement in which the measurement number of information is selected. All of these methods of metrization have been implemented in the system-cognitive analysis and in the Eidos intellectual system

MODELING COMPLEX MULTIFACTOR NONLINEAR CONTROL OBJECTS BASED ON A FRAGMENTED NOISY EMPIRICAL HIGH-DIMENSIONAL DATA IN A SYSTEM COGNITIVE ANALYSIS AND IN THE INTELLECTUAL EIDOS-X++ SYSTEM

In the article, we have considered the application of a system-cognitive analysis and the Eidos-X++ intellec-tual system to create complex multifactor models of nonlinear control objects on the basis of noisy frag-mented empirical data of large dimension and for the use of these models to solve problems of forecasting, executive decision making and research of the model objects. We have formulated the systematic generalization of the principle of Ashby (for nonlinear systems). The numerical example of a study of an abstract nonlinear system (Lissajous figures), in which the combined effect of multiple factors is the sum of the influences of each of these factors separately, that says about non-compliance of these factors, the principle of superposition and nonlinear effects in the system under consideration. It is shown, that the proposed device and software tools allow us to model such systems. We note, that the proposed device and instrumentation allow to interpret some classification scale, as projected geographical coordinates of the event, and others, like the foreseeable events and their severity, which allows you to get cartographic visualization of recognition of the place and time of events

This article proposes a generalized principle of relativity, similar to Galileo's principle of relativity Ein-stein, but for all kinds of real and virtual systems, not just the physical, hypothesis about his relationship with the theorem of Emmy Noether and laws of con-servation of energy, momentum and angular momen-tum in the socio-economic and psychological systems. On the basis of the information theory of time and information theory of value (E.V. Lutsenko, 1980), the conclusions about the non-uniformity of the course of time in social systems, inhomogeneity and anisotropy's of a bench economic space and violations of the laws of conservation of energy, momentum and angular momentum in social systems, and accordingly, of a failure to comply or only partial implementation for them the generalized principle of relativity have been made in the article

EARTHQUAKE PREDICTION FOR THE CALIFORNIA'S SAN ANDREAS SPLIT USING AUTOMATIC SYSTEM COGNITIVE ANALYSIS

On the basis of local semantic information of the models of California the dependence of parameters seismic activity on the position of the space objects has been investigated and the model of short-term earthquake prediction has been created. The formal criteria of astronomical parameters of high informative value in the preparation and implementation of earthquakes have been established. On the example of semantic models, we have developed criteria for seismic hazard zones for individual study of the region of California 2x2 degrees of longitude and latitude with regard to the intended depth of the hypo-center and magnitude of possible earthquakes

EMERGENCE PARAMETER OF CLASSICAL AND QUANTUM STATISTICAL SYSTEMS

In this article we give a generalization of Hartley's model for the measure of information. We propose a rate of emergence, which is applicable to systems obeying classical or quantum statistics. Quantum sys-tems that obey Fermi-Dirac statistics and Bose-Einstein condensate, as well as classical systems obey-ing the Maxwell-Boltzmann statistics have been con-sidered. We found that the emergence parameter of quantum and classical systems differ as well as the emergence parameter of quantum systems of fermions and bosons. Consequently, the emergence parameter might be used to distinguish the classical system and quantum system, as well as quantum system of fermions and the quantum system of bosons
