THE METHOD OF THE DRYING GRAIN INTENSIFICATION WITH ACTIVE VENTILATION USING MICROWAVERECYCLING

The need of improving the grain drying technology is due to a significant volume of this operation, high specific energy and high standards to preserve quality of grain. In this regard, the development of new technologies and equipment aimed at reducing the cost of fuel and electricity, providing the preservation of grain quality has essential meaning to reduce the drying cost. Usually, the electrophysical effects on the dehydrated material not only contribute to the thickness reduction or destruction of the boundary layers and increase the surface of phase contact, i.e. they cause the combined effects of the intensification of the drying process that is economically favorable and they say for a broader practical use of electrotechnologies. Method of grain drying using microwave recycling in installations of active aeration bunker type allows increasing productivity compared with standard technology for up to 30% and reducing process energy consumption by 17%

TO THE QUESTION OF THE SPEED OF WAVE PROPAGATION IN ELECTROMAGNETIC ENVIRONMENT

This question is about the speed of wave propagation in electromagnetic environment. Electromagnetic environment (field) is the space that fills the whole Universe, occupied by the electromagnetic particles-photons. At the heart of the special relativity theory, the constancy of the speed of light in vacuum is affirmed. According to modern concepts, the speed of light in vacuum is the maximum speed of the particle motion and propagation of interactions. However, light is the narrow range of electromagnetic radiation – (4÷8)·1014 Hz, therefore experimentally measured speed of light is referred to this frequency range. The fact that this speed of electromagnetic waves can theoretically be non permanent – physicists have pondered for a long time and this question is periodically excited in the scientific literature. The author of this article also had an impression that the speed of light, in which he understands distribution speed of waves of a wide range of frequencies in the electromagnetic environment, is not a constant. The article attempts to prove it. Many photons of different frequencies move simultaneously in different directions in a photonic electromagnetic field in environment. They are involved in the formation of a wave of compression – decompression in this field under the influence of the antenna radiated photons. It is approved that the speed of photons of different frequencies can change within a wide range from 1,285·103 m/s (ν = 1024 Hz) to 1,285·1012 m/s (ν = 106 Hz) and, therefore, the speed of wave propagation in the electromagnetic environments that are filled by photons of the same frequency or a narrow frequency range can change widely from 8,58·102 m/s to 8,58·1011 m/s and be significantly different from the experimentally discovered speed of light. Interplanetary space in different parts of the Universe can be represented by different spectra of photons and therefore they will have different speed of propagation of electromagnetic waves

CONTEMPORARY TRENDS OF FORMATION AND USING OF MATERIAL STOCKS AND EXPENSES IN BRANCH OF CROP RESEARCH

The most important component of current assets of the agricultural organizations are material stocks. The optimum quantity of them is necessary for production process. The special aspects of formation and using of material stocks in crop research on micro- and meso-levels are considered in the article. It is established that the stok of fertilizers, crop-protection agents, seeds and planting material are exposed to considerable amplitudes of fluctuations during the different periods of year. The natural and biological cycle of development of plants needs of concentration of material stocks at the beginning of a production cycle that causes the necessity of attraction of the credits and commercial loans. The author studied material inputs structure in branch of crop research in Krasnodar region and its change in dynamics. The leading role of mineral fertilizers in formation of cumulative material inputs is revealed and the level of its production in the region is analysed. The researching character of the article is confirmed by the calculations and the analysis of legislative documents regarding recovery and increasing of soil fertility in Kuban region. The author emphasizes need of strengthening of the state intervention in price control in the market of mineral fertilizers, formations of sales system, aimed at minimization of dealers number in a chain "production – processing – consumption"

THE INFLUENCE OF GENOTYPE OF RAMS ON THE QUALITATIVE CHARACTERISTICS OF MEAT

The article presents the results of the qualitative assessment of meat of crossbred rams. The analysis of the data shows that crossbred rams of 2, 3 and 4 groups increased the absolute mass of muscle tissue compared with purebred 12.3; of 18.2 and 25.6%, respectively. Fine-wooled rams were superior in the relative content of bone in carcasses of crossbred 1.1- 4.2 percent. Output of pulp for 1 kg of bones had the advantage of crossbred rams 2, 3 and 4 groups compared with purebred 0.12; 0.24 percent and 0.44 kg respectively. The analysis of the data shows that in carcasses of young animals of all the groups the greatest specific weight took cuts of the 1st sort. Nevertheless, the valuable parts to carcass weight balance was higher in the carcasses of the crossbred calves. So, rams 2, 3 and 4 groups, this advantage was 1.9; 4.5 and 4.7%, respectively. Thus, the analysis of a complex of indicators characterizing the quality of meat rams of different genotypes revealed that the superiority for the studied indices took place for two - and three-bred animals. These options of both simple and complex industrial crossing are promising and can be implemented and used in the farms of Merino and crossbred sheep

ASPECTS OF THE PREPARATION OF COMMANDERS OF RESCUE EQUIPMENT BOATS IN A MARITIME UNIVERSITY

Every year on the seas, on average, up to 100 accidents occur involving the loss of ships and men. A high proportion of accidents exist for the ships of the Russian Federation. Thus, in 2015, there were 72 emergency cases and 86 sailors died. The reasons for the absolute majority of emergency incidents with ships are unsatisfactory technical condition of the ship; the errors and omissions in the course of organizational and technological activities related to the shipping industry; adverse meteorological situation in the navigation area and its negative impact on the ship; the negative effect of the "human factor". The entry into force of a number of international conventions, codes and resolutions of the International Maritime organization (IMO) and national legislative acts and normative documents related to the safe operation of ships and prevention of pollution of the aquatic environment certainly contributes to the resolution of these problems. However, the widespread reduction in the size of crews increased the load on the navigation composition, and this circumstance sometimes becomes fatal to ship and crew. In case of death of the ship, the sailors can escape with the help of individual and collective rescue means. For this purpose, in accordance with the IMO requirements and curricula, the future command structure of the transport vessels undergoing special training in the Maritime training institutes with the Coastal training centers (BUTTS), and receive appropriate certificates confirming their theoretical and practical training. The article analyzes the conventional process of preparation of the students to act in emergency situations, the ability to apply individual and collective rescue means to manage the duty and lifeboat and life raft, to organize the survival of the people on the rescue means at sea

DETERMINANTS OF THE DEVELOPMENT OF THE DOMESTIC MARKET OF MILK UNDER CONDITIONS OF IMPORT SUBSTITUTION

The study does a comprehensive analysis of the milk market in Russia and Krasnodar territory under conditions of a food embargo; defines the influence of the food embargo on the possibility of import substitution of milk and dairy products , and does an assessment of factors affecting the increase in the efficiency and competitiveness of the dairy sector, including the quality characteristics of the products, the possibilities of using natural milk substitutes, the environmental safety of raw milk. The study gives the estimation of milk self-sufficiency in Russia and identifies the opportunities to compensate for the missing volume. There has been done a comparative analysis of the subjects of the Russian Federation in terms of development indexes in the industry of dairy cattle breeding in the agricultural organizations, which found competitive advantages of Leningrad Region in milk yield per cow and Vologda region in feed conversion. The study reveals poorly equipped genetic testing laboratories and animal breeding quality control of milk in most regions of the Russian Federation . It states that the economic crisis in Russia has caused acceleration of inflation and a rise in prices for milk and dairy products in the consumer market; the purchasing power of incomes of the population (commercial equivalent - drinking milk) has declined. In order to develop the milk market and the implementation of policies of import substitution it is necessary to improve the system of state regulation of the agrarian sector, including the creation of favorable conditions for the development of public-private partnership, ensuring the availability of credit resources, the adaptation of the regulatory framework governing the market relations in the agrarian sector, support for high-performance production sites, as well as the implementation of the policy of agricultural protectionism.

PARLIAMENTARY CONTROL: NOTION AND APPOINTMENT

The present article is devoted to the institute of the Parliament control in Russian Federation, its role and importance in the structure of functions of the Parliament of Russia. The authors of the article analyze the different approaches to the notion of the Parliament control in the theory of constitutional law, in federal and regional legislation. The author’s definition of the Parliament control is formulated. The focus on the necessity of the clear setting of the present term in the present legislation of the Russian Federation is made. In the article there were reflected the ways of the Parliament control, there were given their characteristics. The authors state the key and secondary aims of the Parliament control set in the federal law. In the article there was given the characteristics of the principles of the Parliament control set in the federal law. The authors offer to extend the list of present principles of the Parliament control with the aim of the deeper understanding of its essence. The authors pay to the special attention to the role and the importance of the institute of the Parliament control in the Russian Federation, its influence on the development of the legal civil society in Russia. The special role of the Parliament as a representative institution of the people expressed its role. The assessment of the effectiveness of the execution of the Parliament control by the Russian Parliament on the modern stage of the country’s development is given. SIMULATION OF A STEPPED LIGHTNING LEADER

In this work, a model is developed that describes the formation of a stepped lightning leader in a conducting medium. To describe the contribution of the conductivity currents, we modified the standard electrostatic equation taking into account the vortex component of the electric field. As a result of this generalization, a system of parabolic-type nonlinear equations is formulated that describes the formation of streamers and the lightning channel. Numerical simulation of the propagation of ionization waves in a region with a ratio of 1/100, 1/200 allows us to identify two types of stepped streamers in the form of waves of compression and rarefaction, respectively. It was previously established that there are three streamer branching mechanisms. The first mechanism is related to the instability of the front, which leads to the separation of the head of the streamer into two parts. The second mechanism is associated with the instability of the streamer in the base region, which leads to the branching of the streamer with the formation of a large number of lateral streamers closing the main channel of the streamer to the cathode. In numerical experiments, the third branching mechanism observed in experiments connected with closing the space charge to the anode through the streamer system was observed. These branching mechanisms are also revealed when the leader is propagated. The obtained results, as well as the data of numerical experiments confirm the hypothesis of the universality of the minimal model of the streamer, as well as its expansion in the form proposed by the author. Known phenomena of nature associated with the electrical discharge - streamer, plasmoid, ball lightning and stepped leader can be described within the framework of the minimal model

DISTINCTIVE FEATURES OF CRIMINAL INCOME LEGALIZATION (LAUNDERING) IN THE RUSSIAN EMPIRE (LATE XIX-EARLY XX CENTURIES)

In the article, we analyze the measures that the lawenforcement authorities of Tsarist Russia undertook against the process of bringing the criminal income into the economy of the country and using it for the extremist and terrorist activities. The fact that the amount of illegal incomes in Russia in the late XIX century and the beginning of the XX century increased massively, and these incomes were used in the social and political life in quite a peculiar way, confirms the idea that in the democratizing society undergoing a number of social reforms many political organizations recourse to searching for and forming illegal sources of financial incomes and further money laundering to support their activities. The increase in crime, especially in the economic sphere, strains social relations, instigates different organizations and movements struggling for power to receive financing from criminal sources. In their turn, the organizations and movements use the criminal incomes for the political struggle, masking it behind noble causes. Criminal associations arising against the national backdrop manipulate the political, cross-national and other kinds of contradictions, existing in international and interstate relations. With the aim of laundering the “shadow” funds and in defiance of the national interests, they use the services of foreign banks and special agencies of antagonistic countries
