GENERAL FACTORS INFLUENCING THE EFFICIENCY OF IMPLEMENTATION OF EGOVERNMENT

abstract 1211607083 issue 121 pp. 1335 – 1358 30.09.2016 ru 659
The article discusses the development of e-government concept and the key factors that have a major impact on this process. In this study, the external environment is defined and we have specified the inner enlarged structure of the system. The influence on the development of the concept is exploring with factors of external and internal environment. The influence of factors on the formation of the paradigm of egovernment is showing on the example of historical development. Further, successful practice in the establishment of e-government are analyzed and then are noted some problems arising in this process. The accumulated international and local experience is studied in this area, that is reflected in list of practical experiments and theoretical studies by group of scientists. E-government is examined not only as the management structure, but also as the information technology system. Key trends are analyzed and the impact of factors is discovered in relation to selected components of the system of e-government. The article reveals the factors responsible for the success of egovernment implementation and the factors that increase the risk on the project. Low-level factors are grouped on its subjects to identify the basic and secondary groups of factors, which affect selected elements of the system. It defines the elements of egovernment affected with the general impact

INFLUENCE OF A FOLIAR SPRAYING WITH NEW-GENERATION MINERAL FERTILIZERS ON AGROBIOLOGICAL AND TECHNOLOGICAL INDICATORS OF CHARDONNAY GRAPES

abstract 1151601041 issue 115 pp. 665 – 690 27.01.2016 ru 660
The work presents the results of studies on the influence of the foliar spraying of white grapes of the technical sort of ‘Chardonnay’ with new water-soluble fertilizers: Nutrivant plus vinograd, Kelik potassiumsilicon, Atlanta plus and microelements in chelated form - Kelkat boron, Kelkat manganese and Kelkat zinc, on its agro biological and technological indicators. The field experiment was performed in the AF Close Joint-Stock company "Primorsk" in Temryuk District. The diagram of the experiment consisted of five options: without treatment (control); Nutrivant plus vinograd - 1 kg / ha; Kelik potassium silicon - 3 kg / ha; Atlanta plus - 2 kg / ha; a set of microelements - Kelkat boron, manganese and Kelkat Kelkat zinc 660 g / ha each. It was established that the foliar spraying with these fertilizers contributes to a more intensive accumulation of sugar in the juice of berries and to the acceleration of the harvest ageing. Furthermore, the productiveness of shoots has been increased, as it is shown in a greater number of inflorescences, and sometimes, the average bunch weight increases. All this contributes to a significant increase in a yield from a bush and to a crop yield. The highest content of chlorophyll (a + b), carotinoid and the amount of pigment were observed in cases of "Atlant plus" and "Kelik potassium-silicon," where the highest sugar was contained in the berries. Foliar spraying of grapes with the complex of microelements and also Nutrivant plus and Atlanta plus contributed to the improving of the quality of wine, as evidenced by the data of the tasting degustation. The highest mark was provided by the foliar spraying of bushes using the complex of microelements

TRENDS IN POULTRY PRODUCTION IN THE RUSSIAN FEDERATION

abstract 1151601047 issue 115 pp. 769 – 782 27.01.2016 ru 660
The article examines the factors, which influence the formation of the market of poultry production. Agricultrual producers have developed diversified business channels, which depend on the nature of the economic interests of the owners of farms, local market conjuncture, the level of development of its own product processing and logistics structures. The growing share of imports has created a tangible threat to food security and the increasing dependence of megalopolises and big cities on import, in addition long-term relationaships have been destroyed within the existing socialist system, increased prices disparity. Only at the beginning of the 21st century Russian poultry industry started to get rid of the consequences of liberal market reforms. In many ways, the development of industry were contributed by the realization of the priority national project «Development of agriculture» and by the State program of development of agriculture and regulation of markets for agricultural products, raw materials and food for 2008-2012. However, the modernization of poultry subcomplex was mainly catching and accompanied by increasing dependence on imports cross, equipment, premixes and feed. Poultry organizations have high debt on loans, subsidies for reimbursement of the cost of interest com unevenly, putting poultry farms in a disastrous situation. In 2014, Russia has 21 region – poultry donor (where the volume of domestic production exceeds consumption) and 61 recipient regions (where the volume of domestic production is less than consumption)

APPLICATION OF THE MASS-RADIAL MODEL OF CALCULATION OF ATOMIC RADIUMS FOR ISOTOPES OF CHEMICAL ELEMENTS

abstract 1311707072 issue 131 pp. 872 – 887 29.09.2017 ru 660
The article presents the results of studies of changes in the atomic radii of isotopes of the elements of the periodic table. With using the mass-radial model of calculations, the values of atomic radii for isotopes of chemical elements were obtained. It is shown that the atomic radius of different isotopes of one element is different and depends on the mass and radius of the nucleus. To study the changes in ∆Rav values in the groups and periods of the Periodic Table of Chemical Elements, the ∆Rav dependences on the period number and group number are constructed. It is found that the values depending on the number ∆Rav period / group for the d-elements lie in the low ∆Rav values for selements - in high ∆Rav values, and p-elements - in average values ∆Rav. It is shown that when the atomic nucleus is increased by 1 neutron, the atomic radius increases from 0.01 to 4.76 pm, which is due to the physical effect inside the atom

REGRESSIVE METHODS OF PROGNOSTICATION OF THE LOAD-GRAPH OF ELECTRICAL EQUIPMENT

abstract 1261702008 issue 126 pp. 119 – 130 28.02.2017 ru 661
The article discusses the use of regression methods of forecasting the deterministic time series on the example of the load curve. Forecasts of the load curve of electrical equipment are the demands of consumers and their security in EPS. All predictive tasks are based on prediction models. Electricity consumption is happening on an electronic level; storing electricity on an industrial scale is impossible, the consumption depends on many random factors. Therefore, generally, we use a combination of mathematical and heuristic models. This is the daily task of power systems and many technical, economic and commercial decisions on the management regimes depend on its solutions. Development of methods of forecasting of the energy consumption in the system of decision-making today is one of the priority directions in the Russian power industry. Therefore, the work associated with the development of methods and algorithms of forecasting of power consumption in the power sector is still relevant

CLARIFICATION OF A MODEL OF A BALANCING ROBOT BY LOGICAL AND EMPIRICAL METHODS

abstract 1211607011 issue 121 pp. 336 – 356 30.09.2016 ru 664
This work studies the mathematical model of the object “inverted pendulum” on the example of the unstable electromechanical devices which is balancing robot on wheel couple. Unfortunately, many details of object model are unknown. Logical and empirical method offers hypotheses about the difference between the actual object model from its mathematical approximation based on logical analysis with subsequent refinement of this model and testing of the hypothesis with modeling of the systems with the updated model. As a result, the amendments to the model have been found containing nonlinear components. With the help of these amendments, the dynamic characteristics of the actuator, filters, friction and the tendency of the object to fluctuations are better taken into account
