This article deals with the analyze of outsourcing and its multi-dimensional transformation into network conglomerate, where their capitals "adapt" to each other to form a harmonious configuration of physical and intangible capital (kapitalograms).The development of modern business and appearance of new economic relations change fundamentally the form and content of outsourcing. This type of integration of economic relations resets the old form and gets new content, which is more consistent with the network form a corporation. The network form of association of the most valuable human, intangible and financial capital is a logical completion of development of outsourcing and supports the highest form of integration of economic entities. Network approach to fully implements the co-operative approach to corporate activities of the knowledge economy and provides concentration of physical and intangible capitals in a single network as kapitalograms adequate to network development strategy
The problem of documenting of process of accumulation of knowledge and development of the intellectual human capital is considered in this article. The purpose of the article is the research of theoretical approaches of documenting of process of accumulation of knowledge, development of the intellectual human capital and the analysis of domestic public corporations on documenting of process of accumulation of knowledge. The solution of research tasks in article is proposed: the analysis of the contents of theories of development of the human capital in the conditions of economy of knowledge is carried out; domestic practice of public corporations on documenting of process of accumulation of knowledge is studied; features of documenting of knowledge as maintenance of development of the human capital are marked out. The particular emphasis in the article is placed on disclosure of such problems, as: methodological and theoretical aspects of development of the intellectual human capital; formation of mechanisms and ways of documenting of knowledge in the conditions of knowledge economy; formation of corporate institutes of formation and the development of the intellectual human capital, realizing reproduction of the intellectual capital and engineering of knowledge; formation of organizational innovations and dumping of old organizational routines. Documenting of knowledge is presented as maintenance of development of the human capital, the project of introduction of knowledge management and its documentary maintenance in corporations, and also ways of network documenting of knowledge of the human capital in the process of joint design activity is offered. Development of a special control system and its organizational and methodical providing which will allow to increase efficiency of work with documents during projects of development of the intellectual human capital is necessary for management of the documentary massif of knowledge of the organization, documentary ensuring management
The following research problems are solved in the article: practice of domestic corporations of documenting of process of accumulation of knowledge is generalized, the knowledge structure of development of the intellectual human capital of corporation is investigated, the model of the project of a management system of knowledge in corporation and its communication and documentary maintenance is offered, the essence of new ways of documenting of knowledge and feature of network documenting of knowledge of the human capital during joint design activity is considered. Organizational design of knowledge structure of development of the intellectual human capital of the corporation which is the center of the modern integrated management system of corporation is connected with formation of a management system of knowledge and a service subsystem of communication and documentary management, which basic appointment is the collecting, accumulation, documenting and ensuring the movement of knowledge in internal space of corporation. The model of the project of introduction of a management system of knowledge and communication and documentary management is developed. Documentary management in the sphere of management of knowledge is the new area of the theory and practice of engineering of knowledge. Unique peculiar features of knowledge documents are revealed. Integration of a communication network and the document services having various forms of representation (documenting) of knowledge is the new phenomenon in traditional document science generated by informatization, intellectualization and a networking. And association of document science, electronic document flow, information technologies of work with knowledge, languages and models of representation of knowledge presents the new area of engineering of knowledge on new essence knowledge of document science
This article has analyzed the contents of the main
theories making a modern paradigm of knowledge
economy from the point of view of formation of
new industrial policy which main contents is neoindustrialization
on the basis of the highest
technological modes (5th and 6th). Experience of
reindustrialization in the countries of Europe,
China and the USA is analyzed as well. The article
offers an expanded interpretation of import
substitution which is neo-industrialization. The
research problem consists in creation of theoretical
bases and methodology of formation of neoindustrial
policy and a neo-industrial complex of
knowledge economy in relation to features of the
agrarian and industrial region. It is necessary to
carry out systemic neo-industrialization for the
solution of this task in the all-Russian scale. The
wide palette of views of the Russian researchers of
neo-industrialization, knowledge economy, the 6th
technological mode, spiritual production is
analyzed. Among new approaches of mechanisms
of realization of neo-industrialization it is possible
to allocate: strategic planning; program and target
approach; implementation of priority industrial
projects of various scale; cluster approach; publicprivate
partnership; institutes of development. It
has been noted, that the universal mechanism of
neo-industrialization is the industrial policy –
obligatory attribute of the state participation in
economic development of any country. The
methodological base of research of a perspective of
neo-industrialization is carried out on the bases of
evolutionary, synergetic, institutional and resource theories, and the theory of the human capital and a
modern paradigm of knowledge economy. The
methodological principles of research are offered.
Research is conducted using the following main
methods: system campaign; system and cognitive
method of the analysis of the environment of the
region, modeling of elements of strategy of neoindustrialization
of the region and structure of a
neo-industrial complex; PESTEL-, MESO -
SWOT- analysis of the regional environment, and
also an assessment of risks and opportunities;
technologies of strategic management; program
approach to neo-industrialization strategy
realization
The article heads a series of the publications devoted
to the solution of an actual problem of modern health
care - a management problem at the regional level.
The contradiction between expectations and needs of
the population for high-quality medical services and
quality of management of the medical organizations
is shown in the Russian health system. This
contradiction is shown at the micro and meso
(regional) level in poor quality of not medical part of
medical services and in total generates a
dissatisfaction of patients with quality of medical
services in general. At this stage of reforming of
health system in Russia, economic and
administrative problems are main issues. It is
necessary to master and quickly to introduce in work
practice modern economic methods and
administrative technologies for their decision.
Network creation of the companies belongs to a
remarkable trend of development modern societies
and economics. The cluster campaign was widely
adopted. Studying of network forms of the
organizations is based on interdisciplinary researches
on ecological, economic, administrative and
relational approaches. Application of network
structures in health sector is based on the new
organizational and administrative principles, from
which are main: principle of systems; principle of a
synergy of material and immaterial resources;
principle of trust; principle of reciprocity; principle
of formation of network culture and ideological
coordination of actors of a network; principle of
economy of the valid human capital; accession of the
network management and its actors to business
services in relation to the diagnostic and treatment process; professionalizing of activity of
infrastructure service of a network and its

The aim of the article is investigation of the
Economics of knowledge and the identification of
influencing factors on the evolution of markets of
educational services and labor. The article analyzes
the basic theories that comprise the modern paradigm
of the knowledge economy. We have studied the
influence of the service sector and knowledge at the
level of GDP. It is shown that the development of
corporations in the knowledge economy depends on
financial, human, and institutional capital

The article deals with the solution of the problem of
mass recruitment of staff on large-scale
construction projects in the conditions of the
liberalized labor market and deficiency of it skilled
workers. The innovation in the labor market is
offered: the forward contract is transferred from the
financial sphere and applied in labor market taking
into account a number of features of its realization.
The authors analyze practice of involvement of
skilled workers on large-scale construction projects
at various stages of development of a national
economy in USSR/Russia. Earlier applied adequate
to time methods of attraction of labor force in the
country based on the analysis of practice of largescale
construction projects are revealed. The
tendency of a humanization of mechanisms of
recruitment of stuff is revealed. Need of the
guaranteed and reliable staffing of the construction
having nation-wide value is actualized. The
approach of the authors consists of the long-term
contract with a guarantee on time and on quality of
the attracted worker force is signed. The conditions
of the forward contract, its subjects, responsibility
of the parties and providing are defined on this
basis. Application of the forward contract in labor
market acts as an innovation within state - private
partnership and allows not only to form
construction collectives, but also to make a shortterm
professional education, certification and the
solution of social problems, and also provides social and economic interest of the parties. The
forward technology within which a four-edged
contract signed between participants of labor
market is developed. It can be applied on largescale
constructions which are planned beforehand,
and creates infrastructure of perspective attraction
of the qualified labor force
The article, from the perspective of developing a
regional knowledge economy, examines the modern
city as a complex and large system, like a fractal. We
have put a scientific problem of developing a set of
models that together would be adequate to the
Megatrends of development. We explore models of the
city as complex and large systems and as a fractal. The
article discusses the main elements of a successful city,
emphasizing its uniqueness. We have discussed formal
criteria of the UN for the success of cities and the
perception of its informal judgments of different urban
communities. The city, in terms of the structural
building conditions in four-sector economy can consist

preserving the historical identity of the Kuban,
providing sustainable and harmonious socio-economic
development of the region and the country integrated
in space and continued in time, improving the quality
of life of residents of the Kuban on the basis of
generation, adsorption, selection and distribution of
streams of educational, cultural, social and economic
innovations and "pollination" of municipalities,
