NETWORKING AND THE NEW CRITERIA OF THE QUALITY EVALUATION OF THE RUSSIAN HIGHER EDUCATION INSTITUTIONS: THE VICTORY OF THE COMMON SENSE, THE INTELLIGENCE OR THE NEGATIVE FORMALIZATION

During the long period of the time along with the penetration into this sphere of the poorly prepared staff which held by the force the key posts for achieving super income there was created a discrimination approach in relation to the professional environment. The changing of the criteria for the Russian universities evaluation is not accompanied by the significant changes in the conditions of the university employees remuneration currently receiving less than the schoolteachers. The article discusses two criteria for the evaluating of the universities efficiency in Russia (publications in the Scopus and eLIBRARY.RU) and the recommendations to ensure the equality of the access of Russian citizens to these databases. The conclusion is drawn that the indicators of printing activity in the SCIENCE INDEX (eLIBRARY.ru) need the further substantial adjustment. Instead of three, in fact not very significant, the indicators of the Hirsh index – the general, without the self-citing and calculated only by articles, it is expedient to keep the account of the importance of a personal factor of the author – the Hirsh individual index (citing the handiworks presented without co-authors), Hirsh's index of books (not just the article) and Hirsh index of the citing in the theses as the complete scientific works, according to the formal requirements to them (and again – not only in the articles)

INNOVATIVE APPROACH TOWARDS EDUCATION QUALITY ASSESSMENT AT HIGHER EDUCATIONAL INSTITUTIONS

One of contemporary challenge at the educational system is a need to develop new methods and approaches enhancing quality of graduates. Transformations in our country towards market economy make us to compete with own products not only at the level of enterprises, but educational institutions as well. The article shows that the elements of the Theory of Automation are applicable to the quality analysis of the accomplishment of graduates. Issuing of latest regulation documents also supports this hypothesis and encourages the further development of mentioned methodology. In the article, special attention is paid to the funds of assessment tools because of their quality depends on the adequacy and accuracy of the information received further action of the education system. It is also shown that it is necessary to create a situation in which the student can demonstrate skills obtained, which can manifest itself not only in the classroom. Individual competence may appear in extracurricular activities, and evaluate their means can not only leading teachers, and supervisors in the dormitories, responsible for educational work, SRWS leaders, heads of educational and industrial practices, etc. The article describes the method of calculating the total level of formation of competence

THE USE OF HUMOROUS DRAWINGS IN THE COURSE OF "HISTORY AND METHODOLOGY OF RESEARCH AGRONOMY"

The article discusses issues related to humorous, ironic, satirical figure, which is one of the kinds of fine art. Forms, styles and genres graphs of this type were reviewed. The classical method of analysis has been used in the article, only the subject of the analysis was images of various phenomena in agronomic practice. Basic definitions of humorous illustration, showing the history of its creation are presented. In the example of drawn short stories by Dutch artist Herluf Bidstrup we show possibilities of using a humorous picture as a good example of observation of the development of plants. We have marked characteristic features of modern cartoons - the ability to largely reflect the concerns associated with the development and application of new technologies in the agricultural sector and economy. Towards a new form of comic drawing we can consider a meme as a unit of cultural information. The caricature is as follows-known work is presented in an entirely different semantic perspective, it is like tracing paper for lighting any problems. The emphasis is on the possibility of using intelligent and ironic drawings in the teaching discipline of "History and methodology of scientific agriculture" for better learning, remembering and propaganda agronomic knowledge

ETHNO-CULTURAL CONTEXT OF THE FORMATION OF PROFESIONAL CULTURE OF FUTURE TEACHERS IN THE REPUBLIC OF MALI

The article focuses on the problem of formation of professional culture of the future teachers in the Republic of Mali, which is due to the current sociocultural configuration. In this regard, there is a need for preparing competent teachers,who are able not only to operate in a multiethnic environment, but also to combine national and international interests. Ethno-cultural values are the basis for the formation of personal and professional culture of the future teacher, they regulate teaching activities. The article defines the concepts of "ethno-cultural context", "ethno-cultural values" and describes the ethnic and linguistic composition of the Malian population. It examines in detail the nature, content and meaning of some important ethno-cultural pedagogical values that make up a solid foundation on which the life of Malian society is built. These values include "Sanankuya" or joking relationships,"Diatigiya" or hospitality, "The sense of family", "Responsible solidarity","Due respect to the elders, elderly and the disabled people," "Honor and dignity", "Patriotism and devotion" etc. The author concludes that the inclusion of ethno-cultural component in the educational process of preparing future teachers will help to introduce them to the national cultural values and therefore to therefore to maintain the cultural identity

PROBLEMS OF AN IMPLEMENTATION OF THE PEDAGOGICAL MODELS OF A CONCEPT OF THE DEVELOPMENT OF TOURIST DESTINATIONS

The authors attempt to formulate the basic contradictions and problems of implementation of studio concepts of sustainable development of tourist destinations in the system of professional tourist formation. Sustainable development of tourist destinations is a precondition of modern tourism. To ensure the sustainable development of tourist destinations it is necessary to look for innovative concepts and technologies, effective in modern socio-cultural, political and economic conditions. One of these concepts is a concept of sustainable development studio and scientific tourist expedition, which methods are based primarily on cultural and natural heritage destination, on its cultural and historical potential and spiritual values. The main method of the studio in work wirh a tourist destination is a scientific expedition tourism. The introduction of such concepts in vocational tourist education could serve as a pillar of sustainable development of international tourism. However, there are a number of problems to introduce the concept in a system of professional tourist formation reflected in the article. The authors generated recommendations related to the theoretical and practical models of underdevelopment of vocational training of students of tourist high schools to implement studio concepts of the development of tourist destinations on the basis of the studio and UNESCO and scientific expedition tourism

Modern internal situation in Russia, its international political position strictly require strengthening patriotic activity and patriotic education of young people, including cadets of maritime university. Patriotism is a great factor of development of a personality, it also helps to develop economy of the country and Russian society, to strengthen a country and defend it in the period of war and peace. In the article the essence of state patriotism and state patriotic education of cadets of maritime university is viewed on the basis of analysis of Russian scientists‘research and publications. State-patriotic education as a pedagogical problem has always suggested formation of young people ideals of state-patriotic consciousness, state-patriotic conduct, based on high feelings and beliefs. This trend has always had a special place in the life of Russian society, in ideological work, in pedagogical science and practice. At the present time intensifying of patriotic activity, strengthening of patriotic education of cadets, deepening of state position in educational and patriotic work with students of maritime university are state necessity and social demand. USAGE OF EXPERIENCE OF POLISH SCHOOLS IN THE MATTER OF LIFE SAFETY IN THE TRAINING PROCESS OF INTENDING TEACHERS OF HEALTH AND SAFETY

The author of the article compares native and foreign approaches to teachers’ of health and safety training and specifically to their realization in the republic of Poland. Acquired experience and data are applied by the author of the investigation for teaching the health and safety discipline; they are explored and used in realization of teaching courses of health and safety. The prime object of the discipline is to provide students with information in the aspect of safety and to form the conduct in real extreme conditions, being in habit of preventing risks, to equip them with information about risks of modern life. Students also must be able to feel confident in quite a deep field, that is: framework of civil protection, rules of behavior in case of risk, first-aid treatment in case of emergency, protection from various threats, debridement and sanitary, warning others of danger. In graduate classes of secondary school we observe understanding of the structure of national defense, compliance with obligations in the area of defense by authorities and citizens, threats in peacetime and in the war-time. Essential principles of an elective course in health and safety for graduate classes in schools and gymnasiums are peace maintaining, cooperation and unification of countries as a guaranty of safety, factors of ecological risks, International Humanitarian Law. Having conducted a detailed analysis of curriculums in health and safety in Poland, the author draws a conclusion that it is largely alike the realized Russian one

COURSE OF MATHEMATICS IN THE FORMATION OF PROFESSIONAL COMPETENCE OF STUDENTS OF ECONOMICS BACHELOR

The article considers the issues of actualization of the problems of formation of professional competence in the process of studying the course of "Mat-mathematics" on the example of economic specialties. Noting the fact that economic specialty is the specialty that integrates information from the mathematical, natural, gum humanitarian and socio-economic subjects, and the approach to the selection of the content of the mathematics course must be focused on the mate-automatic machine for all cycles, forms of relevant abilities and skills. Therefore, the importance of the problem of developing these tasks and exercises that would help to create such skills for effective application of the theoretical material and the development of research skills. In this article we have discussed some of the design techniques and examples of using the so-called mo-practical problems. The efficiency of the use of model problems in the study of mathematics teaching clarifies the fact that most knowledge activity of students achieved in the research of the issues directly related to their willing profession. They are developed in accordance with the program of the mathematics course and cover all of its major sections. Model-specific tasks may be offered to students in the form of the model calculations, the execution of which should last for a long time, in the form of records insistent or control work directly in the classroom, in the form of term papers, etc. This article also contains the justification of the need of development of didactic materials, designed to optimize student learning professional mathematical competencies

DISTORTION OF THE NATION WORLD OUTLOOK THROUGH THE IMPERFECTION OF THE EDUCATIONAL PROCESS AND THE IRRATIONAL COMPONENT

As a methodological approach to the assessment of the quality and the productivity of the Russian education of the school students there is a comparison of the modern level of the gained knowledge, the school training inherent and the education of the citizens in this or that system, with the examples of the outstanding educated people of Russia, the whole world and the best practicians of the foreign countries. The author represents the paradox of a combination of the unity of the requirements at the delivery of the state examination, the high level of the formalization, the importance of the administration with the extreme degree of the variability of the training programs for the school students and the lack of the quality standards of the teaching practice. On the basis of the analysis and the generalizations, the author has drown the essential, the significant conclusions for the Russian society about the need of the accounting of the families interests of the indigenous people for the receiving the state educational services of the appropriate quality in the conditions of the formation of the considerable part of the contingent of the school students and the teachers at the expense of the migrants and immigrants. On the examples of textbooks on the Russian language, literature, social science, history, geography and biology the contradiction reveals between the religious approaches, on the one hand, and the atheistic approaches, on the other hand. Due to the revealed contradictions the irrational questions have to be considered more seriously in the training materials for the school students and the formation of the more mature spiritual and moral outlook of the whole nation
