Improvement of consistency and effectiveness of strategic planning and forecasting in modern conditions requires the development of the existing classifications of types of planning, strategies, forecasts and forecast methods. This work examines the introduction to problems of spectral analysis of the macroeconomic dynamics of worldwide and Russian sugar subcomplex. The article is devoted to forecasting the activities of integrated manufacturing systems of sugar subcomplex in agro industrial subcomplex. The article deals with aspects of practical application of economic-mathematical methods (based on spectral analysis) to control the economic parameters of the integrated industrial systems of the sugar subcomplex, oriented to meet the needs of the sugar production of the people not only of separate regions, but also of the country as a whole. Procedures of identifying and research of periodic components of the dynamics of the development of the agriculture segment are based on methods of spectral analysis of random processes. The study describes the performed experiments with various kinds of non-stationary time series of agricultural sector and food industry sugar subcomplex. The article provides examples of the results of numerical experiments the spectra of time series of sugar production, sown areas, gross harvest and yield of sugar beet and sugar cane across countries, systematic ideas and methods underlying the spectral analysis. The estimation of obtained results is given in article. The author’s algorithm for the adaptive method of spectral analysis was implemented in the context of a specific software product, named MS Excel. The results of the empirical research confirmed the possibility of practical use of developed models in forecasting possible scenarios for the development of sugar subcomplex in the interests of integrated production systems. The results are illustrated by numerous graphs based on real data. The projections of latent structures of sugar subcomplex by macroregions are built. It is revealed that each of the macroeconomic time series can contain at least from 2 to 13 harmonics (cycles) of different kind and strength of impact on the trend
The article presents the first results of studies of
somaclonal variability, which take place during
cultivation of tea plants tissues and organs in vitro
culture. As a starting material, there was used
morphogenic callus, isolated from the basal part of tea
microshoots, because callus increases somaclonal
variability. An optimized protocol of the nutrient
medium for induction gemmogenesis to product somatic
clones of tea plants in vitro culture was developed.
Morphogenesis calluses, initiated from the basal part of
tea microshoots and subcultured on the nutrient medium
with 6 – BAP – 2,5 ml + gibberellic acid – 1,0 ml +
Tidiazuron – 4,0 ml + Tryptophan – 1000 mg,
distinguished by high rates of induction of
gemmogenesis – 63,3 %. The article studies the effect of
exogenous growth regulators on morphological and
growth indices of tea callus culture in vitro

The article deals with the use of methods of operativeinvestigative
activities in cases of bribery,
inadmissibility of provocation by certain employees of
operational units of law enforcement bodies against
persons being developed in operational accounting
cases. At the same time, the main attention is paid to
strict observance of the criminal procedural legislation
in the fight against this type of criminal activity; some
problems associated with imperfection of the
regulatory legal regulation in the course of operative
investigation activities in the investigation of
corruption crimes are investigated. The circle of
subjects of provocative actions at stages before
excitation of criminal case and carrying out of
preliminary investigation is defined. The reasons and
problems of revealing provocative actions are
considered at carrying out of operatively-search
actions on affairs about bribery. The spectrum of
possible operative-search measures, which can be
conducted with the purpose of revealing and fixing the
facts of bribery, is analyzed. An assessment is made of
the possibility of using the results of such an
operational-search activity as an operational
introduction in establishing the facts of bribery. An
analysis of the judgments of the European Court of
Human Rights on cases of provocative actions during
the conduct of operational-search activities at various
stages of criminal proceedings in criminal cases on
bribery
The work discusses various examples of physical
systems which state is determined by the logarithmic
law - quantum and classical statistical systems and
relativistic motion in multidimensional spaces. It was
established that the Fermi-Dirac statistics and BoseEinstein-Maxwell-Boltzmann
distribution could be
described by a single equation, which follows from
Einstein's equations for systems with central
symmetry. We have built the rate of emergence of
classical and quantum systems. The interrelation
between statistical and dynamic parameters in
supergravity theory in spaces of arbitrary dimension
was established. It is shown that the description of the
motion of a large number of particles can be reduced
to the problem of motion on a hypersphere. Radial
motion in this model is reduced to the known
distributions of quantum and classical statistics. The
model of angular movement is reduced to a system of
nonlinear equations describing the interaction of a test
particle with sources logarithmic type. The HamiltonJacobi
equation was integrated under the most general
assumptions in the case of centrally-symmetric metric.
The dependence of actions on the system parameters
and metrics was found out. It is shown that in the case
of fermions the action reaches extremum in fourdimensional
space. In the case of bosons there is a
local extremum of action in spaces of any dimension
The article is devoted to the process of import substitution,
which received active development in the
light imposed by Western countries so-called "antiRussian
sanctions". The subject of the research was
the production process in agriculture. The authors
conducted a study of the major trends and features of
import substitution and its effect on various economic
indicators and processes. The article presents statistics
of changes occurring under the influence of
this process on the level of the Russian Federation
and the Krasnodar region. The choice of the region is
due to the fact that the Krasnodar region is one of the
leaders among Russian regions in terms of agricultural
development. The study provides statistical data
for the last few years for the most complete and accurate
reflection of the dynamics of indicators of the
economic basis of products realization and production
of in the sphere of Agrarian and Industrial Complex
of Russia and the Krasnodar region. The authors
consider the prospects and possible results to which
the process of import substitution can lead. A prediction
was eventually made as to when and how the
Russian state will be able to safely and fully move on
to the process of import substitution
The relevance of the topic is related to the fact that TNBs have a decisive influence on the development of the global economy and the restructuring of international economic relations, significantly accelerating the processes of globalization. The presented article details the consequences of the arrival of foreign transnational banks in the banking system of Russia. The analysis of the number of credit organizations with the participation of non-residents was carried out. The structure of credit institutions with foreign investments in Russia by the share of non-residents in their authorized capital is examined. The rating of banks with 100% participation of non-residents on the size of the authorized capital was compiled. State measures for regulating the activities of foreign banks are examined in detail. The problems of the development of the Russian banking system are revealed and a set of measures for its development is proposed
People commit nine out of ten acts of sabotage, one
way or another associated with information
technologies. According to experts at InfoWatch,
developer of systems to protect confidential
information from insiders, the reason for this
profession lies in the psychological characteristics of
these employees. To understand the problem let a
couple of real-life examples illustrate the typical traits
of professionals in the information environment. In
addition, if the first teller did not hide his name, the
latter decided to remain anonymous. Deep
psychological background of the act of sabotage often
leads to the fact that a disgruntled employee threatens
boss or coworkers, for example, by e-mail. Sometimes
he even shares his thoughts with someone from
colleagues. In other words, it is not only the attacker,
who knows the information about the planned
diversion. Analysts estimate, that in 31% of cases,
other people have the information about the plans of
the saboteur. Of these, 64% are colleagues, 21% are
friends, 14% — family members, and another 14% are
allies. In addition, we were able to establish that 62%
of corporate saboteurs think about their actions in
advance. In 47% of cases, they commit preparatory
acts (e.g., theft of confidential data backups). 27% —
design and test of the future mechanism of the attack
(preparing a logic bomb for the corporate network,
additional hidden inputs to the system, etc.). Whilst in
37% of cases of the activity of employees, you may
notice: 67% of the preparatory action may be visible
online, 11% are visible offline, 22% — both at once
Financial analysis is an integral part of a company
activity. Success of the business depends on it. Today
to detect financial position of companies we use a
complex analysis, which has several weaknesses such
as the grounds for manager’s decisions and difficulties
in identifying of influence of all indexes. Therefore,
we suggest using the method of reference dynamics for
systematizing results ranging to the importance degree.
This method was founded by I.M.Siroezhin. The main
theses will be described in this article later. To
examine it in detail the article presents the performed
financial analysis of J.C. «Novoroslesexport», which is
one of the most important and largest companies in the
Black Sea Coast and situated in Russian port
Novorossiysk, by means of using of the method of
reference dynamics of liquid indexes. In conclusion,
the results of this analysis would allow detecting weak
spots and follow-up measures for resolving issues
The researches on the mustard protein-containing fodder concentrate "Gorlinka" use were carried out during 2015-2016 in the laboratories of Volgograd state agrarian university, as well as at LLC "Donagrogaz" in the Frolovsky district of the Volgograd region. During the research, the authors studied the new high protein fodder additive influence on the digestibility and feeds absorbency, as well as on the blood morphological and biochemical parameters. During the research, it was established that the used fodder additive has a positive influence on the dynamics of the digestibility coefficients and the nitrogen balance. During the physiological experiment, all the experimental cows had a positive nitrogen balance, in the control group it was 9.8 g (the lowest value), in the second group, it was 12.6 g, and in the first one, it was 12.0. When determining the experimental animals’ blood biochemical and morphological parameters the content of the studied components corresponds to the physiological norms. The average daily milk yield for the analogues from the 1st test group was higher as compared to the control, by 1.01 kg, or 5.1%. The mean daily milk yield of the control group was also lower than for the cows of the 2nd test group by 1.45 kg, or 7.4%
