LIMIT THEORY OF NONPARAMETRIC STATISTICS

abstract 1001406011 issue 100 pp. 224 – 242 30.06.2014 ru 1143
We have studied the asymptotic behavior of a broad class of nonparametric statistics, which includes statistics of omega-square type and Kolmogorov-Smirnov type. Limit theorems have been proved. We have also developed the method of approximation with step functions. With the help of this method we have obtained a number of necessary and sufficient conditions

ABOUT CONTROLLING OF SCIENTIFIC ACTIVITY

abstract 1001406013 issue 100 pp. 254 – 273 30.06.2014 ru 1416
We have selected the new area of controlling - scientific activity controlling. We consider some problems of development in this field, primarily the problem of selection of key performance indicators. It’s been founded that administrative measures stimulated the pursuit of a number of articles published in scientific journals hinders the development of science. Methodological errors - emphasis on citation indexes, impact factors, etc. - lead to wrong management decisions. As the experience of the UK, an expertise should be applied in the management of science. The article briefly discusses some of the drawbacks of the system of scientific specialties. It is proposed to expand research on the science of science and scientific activity controlling. We have also discussed the problems of controlling in applied research organizations

METHODOLOGY OF CONTROL PROCESSES MODELING IN SOCIO-ECONOMIC SYSTEMS

abstract 1011407011 issue 101 pp. 166 – 196 30.09.2014 ru 1593
The article introduces the basic concepts of control theory. It has also noted the multicriteriality of real control problems. After reviewing the basic concepts of the theory of modeling we have analyzed postwar history and current status of mathematical modeling of control processes. We have also discussed the modeling methodology. As an example of a real model of the management process we have considered a model of allocation of time between the acquisition of knowledge and development of skills

NONPARAMETRIC AND APPLIED STATISTICS IN OUR COUNTRY

abstract 1011407012 issue 101 pp. 197 – 226 30.09.2014 ru 1538
We continue the series of articles about the history of statistics. We discuss the development of nonparametric and applied statistics in our country in 1930 - 1980 years. We have presented the studies of the great statisticians of the twentieth century, such as N.V. Smirnov, L.N. Bolshev, V.V. Nalimov. American statistics show Russian debate about applied statistics. We have briefly listed the process of creation of the All-Union Statistical Association (1990) and its further developments

DISTANCES IN THE SPACES OF STATISTICAL DATA

abstract 1011407013 issue 101 pp. 227 – 252 30.09.2014 ru 1391
The core of applied statistics is statistics in spaces of arbitrary nature, based on the use of distances and optimization problems. This article discusses the various distances in spaces of statistical data, in particular, their conclusions on the basis of appropriate systems of axioms. The conditions and proofs of theorems first published in scientific periodicals

THEORETICAL TOOLS OF STATISTICAL METHODS

abstract 1011407014 issue 101 pp. 253 – 274 30.09.2014 ru 1068
We have considered the basic mathematical tools (theorems, methods) which are used regularly in the justification of new results in the field of statistical methods: rules of large numbers, central limit theorems, the necessary and sufficient conditions for the inheritance of convergence, the linearization method, the invariance principle

THEORY OF LUSIANS

abstract 1011407015 issue 101 pp. 275 – 304 30.09.2014 ru 1325
Lusian - dichotomous data model as a finite sequence of independent Bernoulli trials with, generally speaking, different probabilities of success. The tasks of statistical hypothesis testing, classification, averaging lusians are discussed. In accordance with the requirements of practice the problems are considered primarily in the asymptotic behavior of increasing dimension, in which the number of unknown parameters increases in proportion to the size of data. The method of testing hypotheses on set of small samples and the theory of unbiased statistical estimates were proved to be useful

SCIENCE AS THE OBJECT OF MANAGEMENT

abstract 1011407082 issue 101 pp. 1243 – 1273 30.09.2014 ru 1035
Science is considered as a branch of the national economy. We discuss the relationship of areas of human activity, applied science and fundamental science. As an example, the development of the fundamental theory of decision-making and expertise are considered in the implementation of applied researches in the aviation and rocket-space industry. Is emphasized that the major achievement in science - the novelty of the results. We discuss the problem of estimation the effectiveness of scientific activity, the advantages and disadvantages of estimates based on bibliometric databases and citation indices, we show the basic role of expert technologies. Is examined the role of globalization and patriotism in the development of science. Is substantiated the principal difference between acquiring knowledge and promote research results. We consider it necessary to conduct detailed studies into the science of science and development based on these science-based recommendations for the management of science

ASYMPTOTIC METHODS OF STATISTICAL CONTROL

abstract 1021408001 issue 102 pp. 1 – 31 31.10.2014 ru 1380
Statistical control is a sampling control based on the probability theory and mathematical statistics. The article presents the development of the methods of statistical control in our country. It discussed the basics of the theory of statistical control – the plans of statistical control and their operational characteristics, the risks of the supplier and the consumer, the acceptance level of defectiveness and the rejection level of defectiveness. We have obtained the asymptotic method of synthesis of control plans based on the limit average output level of defectiveness. We have also developed the asymptotic theory of single sampling plans and formulated some unsolved mathematical problems of the theory of statistical control

MULTIFORMITY OF OBJECTS OF NON-NUMERICAL NATURE

abstract 1021408002 issue 102 pp. 32 – 63 31.10.2014 ru 1202
In accordance with the new paradigm of mathematical statistics the statistics of objects of nonnumerical nature (statistics of nonnumerical objects, non-numerical data statistics, non-numeric statistics) is one of the four main areas of mathematical statistics. Statistics of objects of nonnumerical nature consists of a central core - statistics in spaces of arbitrary nature - and statistical theories of analysis of specific types of non-numeric data. To identify possibilities of application of statistics of objects of nonnumerical nature it is useful to explore the multiformity of objects of non-numeric nature. This is the subject of this article. We have considered the results of measurements at scales other than absolute; binary relations; dichotomous (binary) data; sets. We have also analyzed the objects of non-numerical nature as statistical data, and their importance in the formation of statistical or mathematical model of a real phenomenon, as a result of data analysis
