The article discusses the necessity to consider industry
characteristics in assessing the financial status and
solvency of economic entities. The functioning of the
agricultural sector organizations is characterized by a
number of features including the high risks, seasonal
production, uneven cash flows from operating
activities, low profitability of the business and low
capital turnover ratio. Under these conditions, the
credit rating of the agricultural producers, based on an
analysis of their financial situation, is essential to
determine the risks associated with the impossibility to
return the principal sum and interest. Each bank
develops its own methodology for an evaluation of
the credit risks of the borrowers, taking into account
the credit policy and customer features. The study has
shown that the analysis of the borrower's financial
situation through a variety of factors underlies the
assessment of the creditworthiness. The article also
discusses the credit rating methodologies of the federal
and regional commercial banks. Their similarities and
differences are highlighted both by a set of the applied
indicators and by the recommended threshold limits.
The conclusion is that the current methodologies
insufficiently take the industry characteristics of
borrowers into account that increases the risks of loan
default. Applying an individual approach to the
evaluation of their financial status and taking the
industry characteristics activities and the development
effectiveness into account are recommended at
crediting of the agricultural producers

regional investment and innovation policy is defined
ensuring innovation and reproduction of growth for by
using the competitive advantages of the region. The
analysis of distribution of the Russian regions on a
rating of the investment climate and the characteristic
of regions with the smallest and greatest investment
risk is submitted. It is revealed that the Krasnodar
region, speaking of the investment potential, within the
last two years surely takes the fourth place among
regions of Russia, and the share of Kuban in the
Russia's investment potential has made 2,856%. Thus,
the favorable investment climate of the Krasnodar
region develops at the expense of the following factors:
convenient geographical position, the developed
transport infrastructure, availability of unique
recreational resources, attractive sales markets,
positive climatic conditions and reserves of minerals.

of development of the investment and innovation
capacity of the region on the example of the Krasnodar
region, which include: technology modernization and
structural adjustment of the region; forming and
continuous organizational support of regional projects
and programs; stimulation of development acting and
creation of new innovation, scientific production and

carrying out monitoring of development of the
innovation capacity of the region and the scheme of
organizational and economic ensuring implementation

The relevance of this topic conditioned on the need of
developing a systematic and evidence-based

indicators of the Program of development of
agriculture of Russia and the Stavropol region, as well
as their comparative characteristics, which allowed us
to make conclusions about the region's share in the

indicators of Agriculture of Russia and the Stavropol
region. The forecast covers such characteristics of
agriculture, as the amount of output (production
component), investments in fixed capital of agro
industrial complex (investment component) and
balanced financial result (resultant component). The
composed scenarios of development of agricultural
production in Russia and the Stavropol region reflect
possible trends: inertial development of the industry,
based on maintaining the current dynamics of
development; pessimistic scenario anticipating slow pace of development of investment activity in the
agricultural sector; optimistic scenario, based on the
assumption that the creation of fundamental
