COMPARATIVE ANALYSIS OF EVALUATION METHODOLOGIES OF AGRICULTURAL PRODUCERS’ FINANCIAL STATUS USED BY THE FEDERAL AND REGIONAL BANKS

The article discusses the necessity to consider industry characteristics in assessing the financial status and solvency of economic entities. The functioning of the agricultural sector organizations is characterized by a number of features including the high risks, seasonal production, uneven cash flows from operating activities, low profitability of the business and low capital turnover ratio. Under these conditions, the credit rating of the agricultural producers, based on an analysis of their financial situation, is essential to determine the risks associated with the impossibility to return the principal sum and interest. Each bank develops its own methodology for an evaluation of the credit risks of the borrowers, taking into account the credit policy and customer features. The study has shown that the analysis of the borrower's financial situation through a variety of factors underlies the assessment of the creditworthiness. The article also discusses the credit rating methodologies of the federal and regional commercial banks. Their similarities and differences are highlighted both by a set of the applied indicators and by the recommended threshold limits. The conclusion is that the current methodologies insufficiently take the industry characteristics of borrowers into account that increases the risks of loan default. Applying an individual approach to the evaluation of their financial status and taking the industry characteristics activities and the development effectiveness into account are recommended at crediting of the agricultural producers

COMPARATIVE ANALYSIS AND EVALUATION OF THE INVESTMENT AND INNOVATION ACTIVITY (ON THE EXAMPLE OF THE KRASNODAR REGION)

The article covers the theoretical aspects of the regional investment and innovation policy and the investment potential of the region. The key task of regional investment and innovation policy is defined ensuring innovation and reproduction of growth for by using the competitive advantages of the region. The analysis of distribution of the Russian regions on a rating of the investment climate and the characteristic of regions with the smallest and greatest investment risk is submitted. It is revealed that the Krasnodar region, speaking of the investment potential, within the last two years surely takes the fourth place among regions of Russia, and the share of Kuban in the Russia's investment potential has made 2,856%. Thus, the favorable investment climate of the Krasnodar region develops at the expense of the following factors: convenient geographical position, the developed transport infrastructure, availability of unique recreational resources, attractive sales markets, positive climatic conditions and reserves of minerals. We have defined the essence and the main directions of development of the investment and innovation capacity of the region on the example of the Krasnodar region, which include: technology modernization and structural adjustment of the region; forming and continuous organizational support of regional projects and programs; stimulation of development acting and creation of new innovation, scientific production and scientific and technical structures. The scheme of carrying out monitoring of development of the innovation capacity of the region and the scheme of organizational and economic ensuring implementation of the investment and innovation policy of the region have also been developed

COMMUNICATION ASPECTS OF DIRECT MARKETING

The article is devoted to one of the most effective modern means of promotion - direct marketing, which is provided with the help of high integration of marketing functions, high targeting, speed and interactivity are achieved in cooperation with target audience, and rationalization of communication costs is ensured. Direct marketing is described from three positions: as a distribution channel, which ensures the sale of the firm's product directly to the end consumer without the participation of trade intermediaries; as a means of promoting products, based on the use of databases and the combined usage of several forms of communication with the target audience; as a special kind of marketing activity (in a virtual environment). The authors refer direct marketing to synthetic marketing communication, formed on the basis of combining two key types of promotion - personal selling and advertising. The article deals with the key principles of using direct marketing and the main forms of its implementation. COMBINED FORECASTING OF THE DEVELOPMENT OF AGRICULTURE ECONOMY

The main statements of the methodology of forecasting of social-economic phenomena and processes in agriculture and the basic requirements to ensure realistic results of forecasting the development of the agrarian economy are considered in this work. The relevance of this topic conditioned on the need of developing a systematic and evidence-based development strategy for the agricultural sector of the country as a whole and on the regional level. In this regard, the study presents an analysis of the main indicators of the Program of development of agriculture of Russia and the Stavropol region, as well as their comparative characteristics, which allowed us to make conclusions about the region's share in the national indicators of agricultural development. The authors have conducted forecasting of the major indicators of Agriculture of Russia and the Stavropol region. The forecast covers such characteristics of agriculture, as the amount of output (production component), investments in fixed capital of agro industrial complex (investment component) and balanced financial result (resultant component). The composed scenarios of development of agricultural production in Russia and the Stavropol region reflect possible trends: inertial development of the industry, based on maintaining the current dynamics of development; pessimistic scenario anticipating slow pace of development of investment activity in the agricultural sector; optimistic scenario, based on the assumption that the creation of fundamental conditions for public and private investment in agro industrial complex.
