MOTIVATIONAL MECHANISM OF INCREASING THE EFFECTIVENESS OF ECONOMIC MARKET AGENTS

The article discusses the monitoring of labor in the pilot organizations. The monitoring of labor indicates that nowadays it is particularly relevant to introduce organizational innovations in the field of staff remuneration in order to stimulate the proper production behavior. The article deals with the problems of innovative development of the employee’s motivation in an unstable economic development. The authors proposed the technique of information provision of the management staff with natural and value indices of labor resources generated in IFRS. An effective system of motivation of the personnel is of a particular importance in a turbulent economic environment, because in a competitive environment the employer views the staff as an essential resource that determines the success of economic market agents. The greatest attention should be paid to the staff training and saving valuable employees that enables organizations to achieve high financial results. The main aspect of the solution of many administrative decisions is a science-based system for obtaining timely, reliable and cost-effective information on the use of labor resources generated in the accounting and analytical base of the organization

THEORY OF LAND RENT AS A METHODOLOGICAL BASIS OF INSTITUTIONAL REGULATION OF LAND RELATIONS: MODERN APPROACH

There were considered the controversial questions on correctness of different approaches to determination of land plot productivity, calculation of differential rental profit and their cadastre cost. There were given the different points of view on the formation of absolute, monopolistic and differential rent. There was analyzed the ratio of marginal product of land and land tax. There was established that the size of land tax is significantly lower than land rent and is at a medium quality of agricultural land 10, 3% of its level. Organizations with a high score of quality of locality and the ability to create differential rent II, pay relatively less land tax than organizations with a low score of quality of locality. It was concluded that at present a large part of the land rent remains at the disposal of agricultural organizations. The basis of valuation of land is land rent. A new methodology of cadastral valuation of lands does not account the general indicator of soil quality – a score of quality of locality. To determine the optimal level of rent is necessary to improve the technique of the state cadastral valuation of lands, compulsory registration of soil quality based on the score of quality of locality. Differential rent is formed at all sites when used in agricultural production, regardless of forms of ownership, is determined by the cost of production in relatively worse conditions, and peculiarities of formation of differential land rent in agriculture and to ensure equal opportunities for the introduction of agricultural production by means of withdrawal of land rent at employees who work in better conditions

FEATURES OF USE AND PROSPECTS OF IMPLEMENTATION OF PROJECT MANAGEMENT IN AGRICULTURE

One of the priority directions of development of the Russian economy, in terms of import substitution and maintenance of food security of the state is agriculture. Agricultural production is a complex, high-risk business that requires the most careful calculation and planning. The achievement of the objectives to improve production efficiency and reduce risks in the agricultural sector can contribute to the use of the design of controls, instruments, components of complex project management. Project management is an opportunity not only to use the existing internal resources of the enterprise, but also actively to attract additional investment. In connection with this topic is the use of project management elements or transition the agricultural sector enterprises from the classical management to project management is quite important. Partly to reduce the risks associated with the implementation of agricultural projects, and in some cases completely eliminate them, you can with the help of new information technologies in project management of agricultural production. This can greatly affect the quality and efficiency of management processes. More and more computer equipment and automation introduced in crop management processes to perform field work at the optimum time and progressively reduce costs and improve profitability. For example, the system "GEO-AGRO” helps organize all coming from various sources, information and process it to make decisions. Using the project approach more actively in the agricultural sector in conjunction with information technology is possible, first of all, with the state support of the agricultural sector projects. In addition, it is advisable to form the design thinking of farm managers. Implementation of these proposals will help to attract more investment and boost profitability for agricultural production

The agricultural industry is subsidized sector of economy, besides a certainty is that agrarian production in the Russian conditions can't be conducted without considerable support from the state. Today the agricultural industry is the most important element of the market and the animator of development of economy. With respect there to upgrade of state policy in agro-industrial complex, considering the basic principles of development of an industry is necessary. In article indicators of increase in efficiency of use of means of the state support of producers of an agricultural industry of Russia are considered. Effective rendering the state support of an agrarian industry allows implementing established by the doctrine of food security, the state strategy, creations of rural infrastructure, recovery of agricultural mechanical engineering and streamlining of a land ownership. It should be noted that results of the given state support of agricultural industry of Russia in the main directions of an industry: plant growing, livestock production, poultry farming has the heterogeneous level of efficiency which is reflected indicators of achievement of level of self-reliance main products of food and achievement of the level established by the doctrine of food security of the country. ASSESSMENT OF EFFICIENCY OF MARKET-ING ACTIVITY IN THE EDUCATIONAL OR-GANIZATION OF THE AGRARIAN PROFILE

Under conditions of high competition, marketing of educational services is seen as a management tool for the establishment of additional professional education and improve its competitiveness. In this regard, a quantitative characteristic of a state and dynamics of key parameters of establishment of additional professional education based on monitoring of efficiency of marketing activity has become urgent. We have considered existing methodical approaches to evaluating marketing effectiveness of educational institutions. The two-component technique of assessment of efficiency of marketing in institutions of additional professional education of an agrarian profile including the complex diagnostic analysis on key blocks and their significant characteristics and assessment on the basis of the adapted technique of definition of stability of development of social and economic system, considering specifics of activity of institutions of additional professional education of an agrarian profile is developed. The author's system of indicative indicators in the main directions allowing realizing the general principles of marketing in system of agrarian educational institutions is offered. EFFECT OF THE METHODOLOGY FOR DECISION-MAKING IMPLICATIONS

The term "methodology" is understood differently. Methodology - the doctrine of the organization. Methodology (from the "method" and "logy") - the doctrine of structure, logical organization, methods and means of action. Methodology - the system of principles and methods of organization and construction of theoretical and practical activities, as well as teaching on this system. From these definitions it follows that the methodology - is an intellectual base rod defining approach to specific activities to management decisions. The methodology, which adheres to the manager, lies at the heart of its activities, determines its success or failure, manifested in the consequences of decisions. We give some examples of methodological errors which lead to wrong management decisions. So, the person who seriously requires providing "maximum profit at minimum cost" should be classified into one of two classes, which can be briefly described as "fools" and "liars". Profit must not be the sole purpose of business. The following section will discuss the methodology in place of conducting various scientific economic and technical studies. In modern conditions the sphere of housing and communal services has every reason to become a breakthrough towards sustainable development of the national economy based on innovation. However, most of the fixed assets of institutional agents of this sector in dire need of immediate conduct of a comprehensive modernization. This fact determines the relevance of subjects of this article. The main object of management in the sphere of housing and communal services is housing. The organization of its operation does not meet modern standards, which negatively affects the quality of utility services provided to the population. We have revealed the most significant factors and determined the degree of their influence on the development of innovative potential of the sphere of housing and communal services and improving the quality of housing and communal services. The article reveals the necessity of introduction of innovative technologies of information metering and payment of utility services to the population. The influence of these technologies to improve the quality of housing and communal services, as well as strengthening the financial condition of the majority of institutional agents engaged in housing operation was found. MODERN PROBLEMS OF LAND RESOURCES MANAGEMENT

There were cited the indexes of changes of arable lands of the RF in the result of modern land reform. On the example of the Krasnodar region there was determined the dynamics and variability of arable lands and sowings for 1970-2012 using the linear equation of regression. There were formulated the main reasons of decreasing of agricultural lands: reorganization of agricultural organizations, formation of land redistribution stock, presence of unclaimed and unused lands in agricultural production. There was made a conclusion on necessity of substantiation of theoretical aspects of management with land resources and development of practical activity in the sphere of land relations improvement. There was shown the experience of management with land resources in different countries. There was substantiated the development of modern system of management on the basis of systematic and situational approach. There was made a conclusion on necessity of creation of independent organizational structure of management with land resources, developments of the concepts of land policy of the RF on 2016-2025 under the government of the RF. The state program of land reforms must include the development of land legislation; creation of planning system, use and protection of land resources; determination of order of use of arable lands by landowners and land users on the basis of land management documents; provision of special protection of arable lands; restoration of land management service of Russia. ENVIRONMENTAL AND ECONOMIC ASPECTS OF INDUSTRIAL LIVESTOCK

One of the main criteria of efficiency technologies in livestock production is the level of the negative impact on the environment per unit of time, or volume of production. Intensification and specialization can significantly improve efficiency, but at the same time can increases the impact on agro-ecosystem. An important condition for the preservation of ecosystems is to find ways of using animal waste as a raw resource. The ecological balance can ensure the production of meat and dairy products for industrial technology in family farms of 50-200 cows and up to 10 thousand pigs. Economically advantageous to carry out the raw manure to a distance of no more than 10-15 km, which is achieved with a small population, when fully formed wastes are used to improve soil fertility. For large mega-complexes advisable to equip their facilities for the production of biogas and the use of covered manure storage. In its turn, to prevent infection of livestock production, bentonite clay should be used as sorbents. This technology content of the stomach-governmental and poultry should be humane with respect to them, environmentally safe for the ecosystem, cost-effective and competitiveness for producers, safe for consumer
