APPLICATION OF METHODS OF NETWORK PLANNING AND MANAGEMENT IN AGRICULTURAL PRODUCTION

The article is devoted to searches of the methods of planning of difficult processes which are most productive and promote creation of absolutely new ways of network planning and management. In the 60th of the XX century works on development of network planning started arising in Russia. They began to be applied in construction and scientific development, and further in other areas of a national economy. Network planning and management on modeling of process by means of the network schedule is organized. It is a set of calculation methods of organized and control actions of planning. For the solution of a task it is necessary to carry out quite large number of various works. In our article we want to study methods of application of network planning on the example of field works of the company called "Zarya". To make the plan of works on implementation of the field works consisting of ten separate researches and operations it is necessary to describe it by means of mathematical model. Such means of the description of projects is the network model. In the article the technique of creation of the network plan of crops of winter wheat of Zarya company is offered. Calculation and analysis of spatial and temporal distribution of climatic resources of Western Siberia are presented in the article. Basic bioclimatic indexes are the effective temperature, equivalent-effective temperature, index of Bodman. The authors show particular climatic conditions in Siberia and reveal a comfort zone. TECHNOLOGICAL SETUP OF A HOPPER FEEDER FOR PIGS

Constructive-technological parameters of a hopper feeder have been established. They help to synchronize feeder’s flow and feed consumption by animals. Synchronization of these factors eliminates the initial cause of feed loss during fattening. It was found out that the main influence on feed loss is exerted by shape and geometrical parameters of feedstuff fill at the bottom of feeder, which depend on their physical and mechanical properties and on the feedstuff level in a hopper feeder. The fill balance condition at the bottom of a feeder is provided by compensation of feedstuff weight pressure inside a hopper due to the weight of a surcharge layer. The thickness of layer is proportional to the height of feedstuff volume inside a hopper and does not depend on technological gap between discharging feed line and the bottom of a feeder. It is found out that the discharging feedstuff is distributed throughout the bottom of a feeder. There is a central nonmoving area in the cone shape in alignment with the axis of the discharging feed line. This area functions as a shutter, which reduces the effective area of discharging channel. It is determined that the flow of feedstuff is set by adjusting the technological gap between discharging feed line and its bottom within defined limits. In accordance with physical and mechanical properties of feed this dependence of feedstuff flow allows to determine corresponding functional parameters of discharging feed line in order to meet the needs of a group of fattening animals

THE ECONOMIC SUBSTANTIATION OF THE TIMING OF MECHANIZED OPERATIONS IN CROP PRODUCTION

In assessing the optimal composition of machine and tractor fleet nomenclature and quantitative composition of parks of technical means and some parameters of production technology are used as varying variables, leaving the timing of mechanized field work fixed. At the same time change the duration of mechanized operations in the most intense periods of the field season can significantly affect the amount of the basic means of mechanization as a part of machine and tractor fleet, the value of investments in its formation and operating costs. The article proposes a method of determining the composition of the machine and tractor fleet of agricultural organizations considered the "flexible" duration of the mechanized operations in field and based on the iterative adjustment of the results of the optimization of machine and tractor fleet by the criterion of the minimum difference between savings investment and value of crop losses. The realization of the algorithm described above will allow determining the optimal composition of machine and tractor fleet of agricultural organizations considering the possibility of changing the duration of mechanized operations in field in the most intense periods. At the same time the resulting calculations decision takes into account the compromise between the growth of production losses by increasing the duration of mechanized operations and a reduction in capital costs for the formation of the machine and tractor fleet

METHODS OF EVALUATION OF FINANCIAL EFFICIENCY OF HIGH-TECH PROJECTORIENTED COMPANIES

The subject of the research is a complex of high-tech manufacturing companies integrated and functioning in the form of project-oriented companies that are complex dynamic systems with increased efficiency due to changes in its structure and functions, institutional adaptation or use of project management techniques and optimization. The article reveals peculiarities of assessment methods financial performance knowledge-based project-oriented businesses, the main of which is that companies consider their activities as separate independent projects, which have their cost centers and profit. The author's solution to the problem of choosing the optimal investment project among several possible within the framework of the investment program or portfolio of projects, which can be mutually independent of each other, or mutually interdependent. The aim of the work is to study the possibilities and prospects of organizational and economic mechanisms for the use of project campaign for the effective management of knowledge-based enterprises that will quickly adopt new technologies and create optimal production structure. The results will be useful for the public authorities responsible for the development of high-tech industries as well as public and private companies wishing to profitably participate in the implementation of major innovative projects and programs. In the course of the study suggested methods for evaluating the effectiveness of high-tech project-oriented businesses, allowing them to identify the main advantages and disadvantages in meeting their specific production problems

FORENSIC INVESTIGATOR: HIS PROCEDURAL STATUS AND FUNCTIONS

The article covers the problems of procedural status and functions of a forensic investigator taking into account the provisions of p. 40 (1) art.5 of the Criminal Code, comparing with the previous position of the criminal procurators. The author suggests the wording of a new article 38(1) of the Criminal Code as a “forensic investigator” and defines his procedural status. Thus, a forensic investigator at the pre-trial proceedings should have the following powers: according to the investigator’s decision (the head of the investigation team or the head of the investigative body starting the production of a case) he could be entitled to authorize the investigative and other procedures, as well as the participation in the investigation along with the investigator, in order to ensure the proper application of scientific and technical tools and procedural recordings during the investigation, addressing experts for help and cooperation with forensic institutions, and the use of the advanced features of forensic examinations; introduction of new science and technology excellence in the detection and investigation of crime; development of scientific-methodological and practical recommendations for the detection and investigation of crimes

TO THE QUESTION OF CRIMINALISTIC STUDYING OF THE IDENTITY OF THE MINORS COMMITTING MERCENARY VIOLENT CRIMES

In the article we have analyzed the value of criminalistic studying of the identity of the minor criminals committing mercenary violent crimes. The author considers the questions connected with a perspective of obtaining data on the identity of the minor. The author notes that it is necessary to study comprehensively the identity of the minor at investigation of a crime as it will increase the efficiency of the carried-out investigative actions and promotes the correct solution of problems of investigation and re-education of minor, and, eventually, to achievement of an ultimate goal of criminal legal proceedings. The author notes that a formal approach to the studying of the identity of the minor is not allowed, because it slows down the investigation. The analysis of problems, which the investigator meets, when collecting data on the minor and possible ways of their overcoming is carried out. The author notes that one of the pressing problems is the deficit of time for collecting necessary data on the identity of the minor. The author offered a system-structural approach to the criminalistic studying of the identity of minors, who committed mercenary violent crimes. The author of the article considers that criminalistic significant data on the identity of the minor criminal committing mercenary violent crimes can help at the establishment of important information for the criminal case, namely specify interrelation between social psychological, biological properties of the identity of the minor criminal: to track displays of specific qualities of the identity of the minor by preparation, commission and concealment of traces of the crime; on the basis of received data to develop a system of standard versions about the person who committed a crime, on the basis of information to hold the operational search events directed on the identification of the minor criminal. The author notes that in practice in the materials of criminal cases on mercenary violent crimes there are limited data on personal features of minors. So, the structure of the characteristics made by pedagogical workers on minor accomplices is typical. The references and characteristics represented by inspectors of PDN are made in most cases formally. The author of article makes a conclusion that limitation of data on personal features of minors can be eliminated only by association of professional efforts from bodies of preliminary investigation, inspectors on affairs of minors, the commissions on affairs of minors and protection of their rights, psychologists, social teachers

MEASURES TO COUNTER THE LEGALIZATION (LAUNDERING) OF INCOME FROM CRIME

Illegal actions of economic orientation pose a serious threat to the economic security of the state, as are latent crimes. This article discusses the complex and urgent problem associated with increased measures for combating money laundering or other property acquired by criminal means. From a legal point of view, legalization is making ownership, use and disposal of such funds or other assets by financial transactions or other transactions. From the perspective of the real economy legalization is associated with the receipt of previously unrecorded funds in the legal economy. As the results of the study of the practice of criminal responsibility under Art. 174 of the Criminal Code, the main sources of illegal proceeds are theft, illegal use of natural resources, tax evasion and customs duties, illegal sale of illicit trafficking of goods, criminal acts of corruption, and others. From this we can conclude that the main direction of strengthening control over the legalization of proceeds from crime is to prevent the emergence of centers of capital legalization. To this end, the article analyzes the changes of international and domestic legislation in the field of anti-money laundering. We have added specific measures to stop this type of criminal acts aimed at strengthening the control of the authorized state bodies, including in relation to natural and legal persons participating in the capital of foreign entities

The way represents registration, transformation and fixing on electronic carriers of parameters physiological is intimate - respiratory synchronism, such as the minimal and maximal borders of a range of synchronization in synchronous cardiorespiratory cycles in one minute, width of a range of synchronization in synchronous cardiorespiratory cycles in minute, duration of development of cardiorespiratory synchronism on the minimal border of a range from the beginning of test before steady formation of cardiorespiratory synchronism on the minimal border and duration of development of cardiorespiratory synchronism from the beginning of test before steady formation of cardiorespiratory synchronism on the maximal border of synchronization in intimate cycles at objects of identification as the schedules displaying electrophysiological characteristics of work of heart and respiratory activity of the person at the moment of reception of cardiorespiratory synchronism. Further, the received schedules compare to available schedules and judge that, they belong to the same person whether or not. Advantages of this way are high reliability of identification, simplicity and speed of performance, exception of trainings in advance

UVOLOGY AND BIOCHEMISTRY OF RED WINE VARIETIES IN TAMAN

The article contains the results the study of the mechanical composition of clusters and biochemical characteristics of the red wine grape varieties of Cabernet Sauvignon, Cabernet Franc and Merlot (regionalized), Cabernet Carbon, Cabernet Kortis and Verdot black (introduced). In terms of the structure of the cluster of the variety they can be divided into three groups: Cabernet Kortis and Cabernet Sauvignon (16,6-16,8), Cabernet Carbon, Cabernet Franc and Verdot Black (17,5-17,9), Merlot (19.9 ). In terms of addition of the variety they can be divided into four groups: Cabernet Franc (6.3), Cabernet Sauvignon and Merlot (4.9-5.0), Cabernet Carbon (4.3), Verdot Black and Cabernet Kortis (3, 7-3,4). Structural parameters of the clusters of the varieties we have studied were ranged from 5.1 to 5.6, and the berry from 64.3 to 74. The yield of the wort from Cabernet Sauvignon, Cabernet Franc and Merlot is equal to 75,1-77,7% from Cabernet Carbon, Cabernet Kortis and Verdot Black - 70,5-72%. Mass concentration of sugars in the studied varieties was in the range of 22,3-26 g / 100 cm3, titrated acids - 0,47-0,77 g / 100 cm3, active acidity - 3.1-3.8. The ratio of fructose to glucose was: Verdot Black - 1.2, Cabernet Sauvignon and Cabernet Carbon - 1.5, Cabernet Kortis - 1.8, Kabernet Franc - 2.8, Merlot - 3.2. Most ranged organic acid in all varieties – wine acide. Relation of the content of tartaric and wine acids in varieties amounted: Cabernet Kortis 7: 1, Cabernet Karbon 6: 1, Cabernet Franc 2.8: 1, Cabernet Sauvignon and Merlot 2: 1, Verdot Black 1,4-1. Mass concentration of cations in the varieties was (in mg / dm3): potassium - 816,4-1770, sodium - 13,03-21,31, magnesium - 76,21-106, calcium - 52,24-89,45. In comparison with Cabernet Sauvignon larger potassium cations had Cabernet Franc and Merlot, sodium cations - Cabernet Carbon, Cabernet Franc, Merlot, magnesium cations - Cabernet Carbon, Kortis, Cabernet, Merlot, calcium cations - Cabernet Kortis, Merlot and Cabernet Carbon
