DYNAMIC ANALYSIS OF THE DEVELOPMENT OF SMALL AND MEDIUM ENTERPRISES

In this article we have performed a dynamic analysis of the system development of small and medium enterprises (SMEs) from the perspective of the study of sustainability of this system, the transition from one state of sustainable development to another in the context of the cycle phases of the system development of SMEs. The development cycle of the SME system is a set of successive stages: post-crisis, including phase reactions to the crisis and the birth of a new cycle of development; growth; pre-crisis. Dynamic analysis allowed the authors to allocate for each stage of system development SME time lag its onset and duration. Research of a sustainable development of system of SMEs is performed on the following groups of indicators: quantitative (number of the entities, number of workers, amount/turnover of products, investment), high-quality (percent of SMEs working in system to total number occupied in economy, a share of amount/turnover of products of SMEs in the GRP of the Russian Federation, specific weight of the profitable entities in total number of the entities, a labor productivity) and performance indicators (profitability of products, receipt in the budget). The analysis results confirmed opinion of authors on different reaction of small enterprises and medium scale enterprises on crisis conditions which are expressed in fast reaction of the first and inertial – the second. Dynamic analysis allowed revealing the features of the development of individual small and medium enterprises and their systems that may be used as the basis for predicting further development of SMEs in Russia

ANALYSIS AND FUTURE DEVELOPMENT OF INNOVATIVE ACTIVITY IN THE KRASNODAR REGION

Effective management of innovation processes is an important prerequisite for economic growth and competitiveness of the country and can be achieved with the active participation of the state in the field of innovation system. The structural elements of the innovation system are the government, business, education and science, which interact on the basis of the legal framework of innovation. Innovative development is the consistent implementation of measures for the implementation of innovative activities by all actors of the innovation system with the involvement of the all major spheres of life and to ensure the effective interaction of all elements of the innovation system. Currently, the priority development of the Russian economy is a shift from raw materials to innovative. The Krasnodar region is among the regions with the most developed innovative potential. The region is actively developing a legislative framework aimed at regulating the innovation processes operate research and development centers, is strongly supported by local authorities. This article has identified the priority sectors for the development of the edge of innovation processes, analysis of the main indicators of innovation activity, defined constraints of innovation, defined terms of investment attractiveness of the Kuban and the development of innovative tools environment

The article highlights the characteristics of the three promising for Eurasia table grape varieties bread by genetics-selectioners I.A. Kostrikin and E.G. Pavlovsky with colleagues, also presented confirming photographs in color of abundant bushes, groving buds, young shoots and their tops, adult leaves, grapes and berries; the results reported about their five-year study, both in the industrial environments of OAO AF "South", Training Farm "Kuban" and the branches of the Department of Viticulture Kuban State Agrarian University, as well as in Farmer-amateur conditions of private entrepreneurs of Kuban and Don: Baikonur, Pamyati Uchitelya, Podarok Nesvetaya. These varieties fill in a modern conveyor of table varieties, previously published by us in the press, and are recommended for introduction into the State register of breeding achievements of the Russian Federation in all regions of our country for gardening use

MODEL OF MULTIVARIATE FUZZY TIME SERIES FORECASTING OF ENERGY LOSSES

Nowadays the high level of electricity losses is one of the most important issues of the energy industry in the Russian Federation recognized at the state level. According to many sources, one of the activities that contribute to reduce energy losses, is their planning, an important component of which is the prediction of electricity losses on the basis of retrospective information. The highest percentage of technical losses of electricity is accounted for distribution network with a voltage range 0,4-35 kV. In this regard, the most productive activity is forecast construction namely of this component of power losses. According to some features of the regarded value (electricity losses) the most effective activity for its forecasting is using methods with artificial intelligence elements. One of these methods, having a number of important advantages, is forecasting fuzzy time series. This technique is widely consecrated in foreign publications, but did not find sufficient popularity in our country. This article analyzes the existing models of forecasting fuzzy time series on the basis of which proposals for their improvement and adaptation in order to predict the loss of electricity are made; designed model of multivariate fuzzy time series forecasting of energy losses is given
