THE STEPPE RIVERS OF KUBAN, STATE OF THEIR BIOTA AND PROSPECTS OF DEVELOPMENT

The steppe rivers of Kuban, which form their landscapes in the space between the basins of the rivers Don and Kuban, are divided into two subtypes: the rivers of internal flow which flow into the small ponds (Panura, Kirpili et al.), and the rivers of external flow which flow into the Sea of Azov (Eja, Beysug, Chelbas); direction of flow of these rivers is defined slightly downward from the high right bank of the Kuban (up to 50m) and the eastern slopes (altitude up to 50-170m) of Stavropol Upland; shores of rivers are heavily deforested, subjected to strong anthropogenic pressure and water systems contaminated of organic substances. Plowing of catchment areas to foreshore and plowing dry beams, as well as cutting of forests caused huge harm of river systems. The qualitative composition of microorganisms is not very varied. Polluted rivers and bottom sediments are dominated by saprotrophic microorganisms, spore-bearing and other rod-shaped bacteria. In the samples of sludge we marked high titer thiobacteria and sulfate-reducing bacteria. Complex of actinomycetes was investigated. The species composition of vascular plants includes 135 species from 48 families, most numerous asteraceae, cereals and legumes. The dominant plant of many floodplains steppe rivers is common reed, which contributes to the process of silting soil particles from the fields and the destruction of the sod with overgrazing. Among phytocenoses there is a domination of reed grass-forb deposits on moist soils, mesophilic couch grass-forb and grass-forb xerophytic. In soil biota of floodplains it is dominated by oligochaetes, bottom fauna molluscs and oligochaetes, water - rotifers and cladocerans

THE STOCK OF BOLOTOKOVS THE TEMIRGOI PRINCES IN THE MILITARYPOLITICAL EVENTS IN THE KUBAN REGION IN THE LATE XVIII - EARLY XIX CENTURIES

The purpose of this article is to study the role and the place of the Bolotokovs, the temirgoy princes’ name, in the military-political events that took place in the Kuban region in the late XVIII - early XIX centuries. The question of the origin and the status of the prince surname Bolotokov is studied, which the legendary Prince Dzhambulat Bolotokov belonged to, "the last one of the old knight generation of the Circassian princes. " Besides him, the most famous temirgoi princes are noted, including his cousin - "senior temirgoi Prince" Misheost Bolotokov. An important place is given to their predecessors - Prince Bezruko Bolotokov, who was trying to create a powerful military and political unification, joining all the "aristocratic" Circassian tribes "in one piece to secure their land and rights against external enemies: Abadzekhs, Shapsugs and Natukhais, but with the preservation of internal control of each tribe on the original terms". The causes of the fact are determined, that despite the periodical participation in hostilities against Russia, the main part or the Temirgoy people under the jurisdiction of the Prince Misheost Bolotokov hold to the solid pro-Russian orientation, which was mentioned by the commander-in-chief of the Russian troops in the Caucasus General A. P. Ermolov, who called Misheost Bolotokov "the most committed to Russia"

In this article we have considered the questions of increasing the efficiency of budgeted expenditures in the boundaries of formation of the regional budget strategy. The process of reforming of government’s budget system is vectored to introduction of the new forms of budget costs’ management and increasing its effectiveness. The main budget innovations are: state and municipal assignment, budgeting, focused on result, program-targeted budgeting. The proposed classification of budget expenditures allows us to determine its strategic focus. The analysis of the dynamics of budget and social and economic indicators shows the absence of the needed impact of budget expenditures to people’s quality of life. THE STRUCTURAL ANALYSIS OF THE YAKUT ALGYSES SPELLS

The article is dedicated to one of the oldest genres of the Yakut folklore. Algys is connected with perception of the world and the socio-economic structure of the Sakha people. THE STRUCTURAL DYNAMIC ECONOMIC MODEL SDEM-2: FROM SYSTEM DYNAMIC SOLUTIONS TO LINEAR AND LOGARITHMIC UTILITY MAXIMIZATION

The Structural Dynamic Economic Model SDEM-2 is essentially a model of a closed economy growing under conditions of conflict of interests of two powerful aggregate actors: entrepreneurs and wage-earners. We study the economic growth within SDEM-2 both in system dynamic and optimization model setups. For the system dynamic model setup, four alternative control strategies of entrepreneurs are considered in detail: the “altruistic” control strategy, the “moderate output growth” control strategy, the “here and now” control strategy, and the “moderate dividend growth” control strategy. In the optimization setup the Pontryagin's maximum principle is applied to SDEM-2 to solve the linear and logarithmic utility maximization problems. The degree of sub-optimality of system dynamic solutions is evaluated
