The development of information and communication
technologies of the socio-political sphere acquires
new quality and presentation and implementation of
political action from the federal level to the
municipalities. In this connection it is necessary to
consider and to conceptualize the notion of "network
of local politics", highlight it institutionalized (eg,
local government) and non institutionalized actors
(such as local community network), describe their
communication channels, and methods and tools
used. All this will help to build a theoretical model of
the "network of local politics" allows analyzing
social and political processes at the municipal level.
The need for this kind of analysis is connected with
the diversification of the local authorities in various
regions of Russia and uneven socio-economic
development of regions due to various socio-cultural
characteristics, geographical and other contexts

Transplanting seedling into the field is an extremely important period for all seedling crops, as the plant passes through basic vegetation stages. After carried analysis of seedling transplantation machines utilization it became obvious that they all have low technical and exploitation parameters. The purpose of the research was elaboration of theoretical bases for calculating parameters of a unit for seedling feeding to transplanting device, which implementation will lead to increase efficiency of transplanting. The article presents the results of theoretical researches for proving parameters of a unit for seedling feeding to transplanting device. A system of equations for acting at seedling forces during its transportation from collecting drum to feeding drum is arranged. We have also calculated nomograms for defining drum rotating frequency depending on seedling friction coefficient on surfaces of collecting and feeding drums. Parameters of pneumatic feeding drum were technologically proved. Its principle is equality of capacities of feeding unit and transplanting device. We have elaborated a nomogram for defining feeding drum rotating frequency depending on plant spacing and velocity of transplanting machine
In the article, we present a simulation mathematical
model of an energy-supplying complex of apiary
based on hybrid solar plant that establishes the
relationship between the design and the operating
parameters of the complex with when having
conducive winter maintenance of bees. Modeling
methodology involves the selection into a
mathematical model of multiple levels: level of
processes, that directly related with changing of
climate parameters inside the hive depending on
external factors, level of processes of functioning of
the individual components in the complex, which are
not directly connected with the processes of changing
of climate parameters inside the hive, however, are
necessary to ensure favorable conditions for wintering
of bees. We have conducted the simulation of the
complex based on hybrid solar plant for conditions:
the location of apiary in the Republic of Mari El
(building for placement of bees for 250 bee colonies,
the number of photovoltaic modules – 10, wind power
plant area – 18 m2
, the capacity of the battery – 50
A·h, the heat accumulator capacity – 3 m3
, the time
interval – from 14 October to 14 April). As a result of
simulation obtained graphs of the changing the
thermal battery coolant temperature, the voltage at the
battery terminals, the power wind turbine and PV
modules, the electrical energy consumption

The aim of the research was the theoretical
justification of the main design-technological
parameters of the experimental milking apparatus with
an overhead milk removal from the collector. The
milking machine comprises teat cups, collector,
pulsator, milk hose, and vacuum. The manifold is
formed with an upper withdrawal of milk by means of
a vertically mounted suction tube. The upper end of
which is located in the output region of the milk tube,
and the bottom – in the bottom of the milk camera
collector. The article presents the results of theoretical
studies on the analytical substantiation of structural
