INVESTMENT POLICY OF CHINA AS THE DIRECTION FOR IMPROVEMENT OF THE RUSSIAN INVESTMENT CLIMATE

In the article the investment policy pursued in China, defining high rates of economic growth and social changes in the country is considered. It is proved that the investment policy of China was directed to inflow of volumes of foreign investments which create benefit for export growth, modernization of technologies and skills, without negative consequences. As on the volume of foreign investments China takes the leading positions, the main reasons for appeal of this country for foreign investors are considered. Dynamics of volume changes of foreign investments of China is traced, changes of volumes of the Russian investments into the Chinese economy are compared. Positive and negative sides of investment policy of China are shown. In the article three key sectors of economy in China in which foreign investments are encouraged are described. The first sector of economy will promote increase in export subsequently. The second sector is earlier limited or closed sectors of economy, investments into which began to be encouraged since 2005 in connection with the entry of China into the WTO. And as the last key sector of the economy in China expensive energy, infrastructure and ecological projects are selected. Primary branches of the Russian-Chinese bilateral investment cooperation are considered. The examples for improvement of the investment policy of Russia followed from experience of investment policy of China are given

ADAPTATION OF COMPANIES TO THE CRISIS CONDITIONS OF THE ENVIRONMENT

The submitted article is devoted to adaptation of the enterprise to crisis environmental conditions. Crisis management includes a complex of the methods applied in different functional subsystems of management. Social technologies, methods of the economic analysis, forecasting, development of difficult investment projects and anti-recessionary programs, plans of restructuring and reorganization — are applied in a complex to the timely prevention and overcoming of crises. Crisis management includes set of knowledge and results of the analysis of practical experience which are directed to optimization of mechanisms of regulation of systems, identifications of the hidden resources, and development potential at a difficult stage of development. Specifics of crisis management are connected with need of adoption of difficult administrative decisions in the conditions of limited financial means, big degree of uncertainty and risk. The problem of establishing effective crisis management at the enterprises is difficult in the practical relation and demands the most serious study in the methodical plan. During system transformation in Russia this problem became almost vital, defining a real survival of a manufacturing sector our economy. In this regard, studying of features of crisis management in Russia in modern conditions is not only is actual, but also essential for survival and functioning of enterprises and organizations

“ACCOUNTANT” PROFESSIONAL STANDARD: PROBLEMS OF APPLICATION AND WAYS OF SOLUTIONS

Problems of practical application of the professional Accountant standard are revealed and recommendations about improvement of his contents are identified in the article. Relevance of researches is caused by discrepancy of separate provisions of the professional Accountant standard to the legislation on accounting, and absence of thorough investigation of the single questions concerning application of the professional standard by employers. It is possible to carry to such questions: - uncertainty of the requirements to qualification, education level and experience of professional activity shown to applicants for a position of the deputy chief accountant; - lack of similar requirements to officials to whom the duty of conducting accounting and drawing up accounting reports, except the chief accountant is assigned; - discrepancy of the skill levels enshrined in the professional Accountant standard, to modern realities of professional activity in large economic subjects and to educational programs of higher educational institutions. The authors have proved introduction to the professional Accountant standard of new labor functions and the highest levels of qualification corresponding to them for the chief accountants and other officials who are carrying out consolidation of financial statements, preparation of the tax reporting of large taxpayers

FORECASTING CAPACITY FOR A SMALL BUSINESS PRODUCTS MARKET

The problem of determining the correct potential market size for commodity products produced by small businesses is a subject of a great importance, as the excess of unsold products become a source of loss and default of management. Sales of produced agricultural and food produce for subjects of small business is crucial and, therefore, is a subject of increased interest. The author notes that today the main thing is not to produce products, but to effectively realize what is being produced. For this reason, for manufacturers of products, the correct prediction of production volumes given the potential market size is a problem of current interest. For more accurate results, the author recommends dividing the consumer groups of the population depending on the level of food consumption. To achieve that, it is suggested to divide consumers’ social, specific, and other characteristics. These essential features are accounted by the instrumentation panel surveys. The proposed approach with the right content recommended formula allows to define and model the volumes of agricultural products, which the market is able to absorb; to plan specific levels of production of subjects of small farms, the volume of product offerings that will find buyers, what will significantly reduce the risks of losses and occurrence of illiquid stocks

PROSPECTS RABBIT BREEDING BUSINESS DEVELOPMENT IN RUSSIA

The animal husbandry is the most important branch of agriculture in the Russian Federation. Its effective functioning allows providing the population with the vital food, to reach the necessary level of food security. The scales of production existing in the Russian Federation are not capable to satisfy completely need of the Russian population for meat and meat production. Despite the general positive dynamics (generally at the expense of increase in production of fowl) necessary level of production and consumption of meat in Russia will not be reached. Serious obstacle for development of business in the field of animal husbandry is need of considerable financial investments for rather long period. In the conditions of limited financial opportunities the agricultural enterprises need serious state support from the state. Now possibilities of the state in the field of support of animal husbandry are limited in this connection it is necessary to establish the priority directions of improvement of its structure. The analysis of the possible perspective directions of development of livestock branch is carried out. Less expensive branches, such as poultry farming (cultivation of ducks, geese, domestic turkeys, quails) and rabbit breeding are offered. The analysis of the market of rabbit breeding production in Russia is carried out. The reasons of a low level of development of rabbit breeding’s business, factors constraining demand for rabbit breeding’s production are established. Technological and economic advantages of cultivation of rabbits in comparison with other species of farm animals are defined. The comparative characteristic of standard decisions the rabbit breeding of farms of various scales is carried out. Advantages and possibilities of development of this branch in the Russian Federation are defined

PECULIARITIES OF MULTICRITERIAL METHODS OF DECISION MAKING ABOUT OUTSOURCING AT AN INDUSTRIAL COMPANY

The article describes disadvantages of existing onecriterion methodologies: only the monetary effect of outsourced process is considered, the analysis of all possible positive and negative consequences of outsourcing is not taken into account. It outlines the main difficulties of multi-criteria approaches for decision making about outsourcing, related to the fact that the improvement of one important criterion of the enterprise's activity can lead to the deterioration of another criterion. It outlines the fact that there is no single algorithm for making decisions about production outsourcing. On the example of an industrial enterprise for the production of energy spare parts it was shown that, despite the positive economic effect, the use of outsourcing in an industrial enterprise may not be appropriate. It analyzes calculation of LLC "Turbomash-service" according to which the costs for insourcing and outsourcing of production for the most expensive and labor-intensive items were calculated. It focuses on three main features that need to be considered during outsourcing, namely: 1) Quality of products before and after outsourcing; 2) The level of critical knowledge protection; 3) Organization, communication and coordination of processes. It is shown that, along with the economic effect, the mentioned parameters are no less important for making decision about outsourcing. A detailed analysis of these parameters is carried out. The existing multicriteria decision-making methodology was improved, the Saati method was proposed for ranking the criteria taking into account their importance, as well as a pairwise comparison of the parameters. It explains the necessity of applying the proposed decision-making method for outsourcing at an industrial enterprise

TRENDS AND PROBLEMS OF PEASANT FARMS DEVELOPMENT

The study considered production and social nature of peasant farms, stages of their evolutionary development to modern farming facilities. In addition, the data of peasant farms development in the Krasnodar region is presented, as well as the dynamics and structure of expenses and income in peasant farms, distinctive features and legal aspects of functioning of peasant farms from 1990 to the present time. We have noted contradictions in the legislation on farmers as special organizational-legal form of production in agriculture. Much attention is paid to the problem of land shortage, additional acquisition of land leases, the shortcomings in the lease and use of land shares are highlighted. We have proposed measures to improve the effectiveness of peasant farms activities, the development of inter-farm cooperation, small businesses in agriculture, information and consulting services as well as wholesale and logistics centers in the region

AUTOMATION INTEGRAL ASSESSMENT OF THE LABOR POTENTIAL

In rapidly changing and transforming conditions of economic development of enterprises, more attention is paid to the labor potential. Its values are still widely used in the factors of competitiveness of products and services analysis. Calculating process of estimating the labor potential is usually done manually and is not always objective and effective. According to the selected issues, this writing is devoted to identifying and developing the most appropriate methods of assessment of labor potential and development of automation software. The authors propose a method of analysis of the labor potential based on application of complex integral indicator, which makes possible the use of labor potential as one of the indicators of efficiency of activity of the enterprise. Along with this the practical use of the category "labor potential" brings to the enterprise unique evaluation system for employees and can be used to indicate the purpose and meaning of work activities within the company – kind of a motivating factor
