The article is devoted to the development and improvement
of the sanatorium complex in Gelendzhik.
This resort complex is the crown jewel of the Krasnodar
region. It is an integral part of the state policy
and is included in the Russian Federation’s health
system. In general, all the links in the health resort
system in the sphere of health resort business in Russia
should be considered, from the central establishment
to municipal sanatorium. On this basis, in the
given article we show the investment project on improvement
of sanatorium activity, by construction of
small movie theater which will support the 3D format
is submitted, and also for increase of level of visitors
at movie theater will broadcast football matches,
hockey, etc. The done calculations have shown that
this project is profitable and will pay off in 2017 as it
has very high margin of safety, also the project possesses
low sensitivity to change of such parameter as
the cost of investments. Thus it is possible to draw a
conclusion that introduction of this project will increase
investment appeal of this territory
The aim of the present article is to outline topical issues
of economics security, competitiveness and the
strategic mission of a region. The Krasnodar region is
a prosperous agrarian territory considered as one of
the main investment-attractive regions ensuring Russian
food security. It possesses a significant resource
potential, which is able to provide both import substitution
of embargoed goods and ensure economic, and
food security not only of a region but also of our country.
The article highlights the strategic objectives of
the Krasnodar region agrarian sector that aim at meeting
the needs of the regional population and ensuring
Russian food security. It is inferred that further development
of grain production, as a cornerstone of agriculture,
livestock and rice industries, is crucial for
implementation of the import substitution strategy in
the Krasnodar region. Authors assess the production of
basic food items in the region, indicating that the local
agro-industrial businesses demonstrated 100 % ability
to meet the population demand under sanctions for a
number of food products, such as meet, sausages,
dairy, animal fat, confectionery, sugar, flour, vegetable
oil, bread and pastries, rice, canned fruit and vegetables,
fruit juices, mineral and table water, etc. According
to the present article, the main objective of
ensuring Russian food security and import substitution
in the agri-food industry under current economic restrictions
is an effective use of regional food production
capacities and raw material base development.
Competitiveness and economic development of the
Krasnodar region directly depend on its investment
attractiveness. It is revealed that the Krasnodar region
competitiveness, economic development and consequently
its economic and food security will be determined
not only by a favorable transport-geographical
position and significant natural resources reserves, but
will depend on the regional authorities activity, labor force quality and infrastructure availability. The article
concludes with investment policy goals as the most
important factor of Krasnodar region competitiveness
and economic security until 2025

Domestic and foreign experience of operation of the segment of "small" rural economy shows that its capabilities are still being used not completely out of the difficulties and risks of development. The main reason for the slow dynamics of the modern development of subjects of small farming (SAF), according to the authors, is the inaccessibility of the credit market in this sphere since the key rate of the Central Bank at 10.5%, which is too high and, therefore, significantly reduces the efficiency of the investments in this risky industrial sector. In addition, the most narrow «neck bottle» is remaining a unit of realization of products of small businesses. The authors propose a refined definition of "small agricultural businesses" that differs from the previous definitions by its conciseness and by including small enterprises of not only 1-st production, but also the 2-nd processing of agricultural sector. The study revealed that the most distinctive features of small agricultural forms are: high autonomy, independence, and self-protection from adverse environmental factors. The authors propose to adjust the long-term regional development program, and suggest the method of determining the capacity of the market for products of small agricultural farms with possibilities of a differentiated accounting of consumers by their income, residency, and consumption of domestic and other animals. They believe that the problem of affordability of lending and perfecting of system of marketing of small agricultural farming today is largely able to solve with the multi-level agricultural credit and sales-living cooperatives. The authors believe that the government should create a high-in-demand SAF productive assets and then transfer them to the operational management of cooperatives, with subsequent transformation of them into equity of the small participants of cooperatives

Sustainable development of rural territorial communities is the most important scientific and practical task of further development of economic activity and stability of agro-industrial complex. The effectiveness of the solution to this problem is largely determined by the optimal and rational use of IC manufacturing, financial and employment potential of rural areas. Currently, rural areas are the most important spatial and complex socio-ecological and economic education, which accounts for almost the entire volume of AIC gross output and the bulk of the working population of rural areas. However, rural areas are characterized by a high rate (an average of 1.3-1.7 times) as compared with urban areas. It is here, recorded a lower level of employment of labor and income of the working population, not fully resolved the individual socio-economic and demographic problems of rural development, not yet formed a stable agricultural management mechanism and non-productive areas. For this reason, markedly increased scientific interest in the research of theoretical, methodological and applied aspects of sustainable development of rural territorial communities. The level of competitiveness of the agricultural
sector depends on the effective implementation of
the import substitution policy and food security in
the region in which all categories of the population
at any one time must have physical and economic
opportunities needed to get enough and safe food
for an active, full and healthy life. In this context,
the problem of increasing the competitiveness of
regional agriculture in the new economic environment
is relevant. Competitiveness characterizes the
concentrated expression of the totality of possibilities
of managing subjects of agriculture produce
and to bring the products (goods, works, services)
to the consumer. Solving the problem of increasing
the competitiveness of regional agriculture is closely
linked to an increase in the effectiveness of the
quality management of products, increasing profitability
of production, improving the system of state
regulation of the agrarian sector of the economy.
Principles of creation of an effective mechanism of
state regulation and support the competitiveness of
the agro-industrial complex include: agro-industrial
protectionism; program-targeted regulation and
maintenance of the guaranteed state support for
agribusiness; efficient use of resources. The priority
areas to ensure the competitiveness of regional
agriculture are: to create conditions for the development
of innovation and investment environment,
the improvement of financial and economic state of
the industry and agribusiness organizations, improvement
of state support of the agrarian sector
mechanisms
