Improvement of the organizational structures can increase the efficiency of enterprises. Controlling of personnel in companies such as "Research Institute" is a tool to support personnel decisions; it contributes to the strategic goals and tactical objectives. This article describes the main types of organizational structures, their properties, sociometric research as a tool for management, the stages of implementation of model of controlling of personnel in human resource management system for companies such as "Research Institute". Controlling of personnel is in regulation of HR processes, benchmarking, monitoring the implementation of the goals, taking into account the costs of implementing improved management systems, etc. It aims to determine the quality, efficiency and optimality of specific mechanisms, technologies and methods for the implementation of the HR function. Objectively, the volume of realization of the HR function depends on the presence of a certain quantities of material, labor, financial and other resources, on the objectives of the enterprise at different stages of the life cycle, as well as the number and qualifications of personnel. The quality of realization of the HR function depends on the level of its top-management's understanding of the importance of human resource management in the enterprise, as well as of the skill level of middle management. Controlling of HR function allows us to create an information base for effective management decisions that can help us to optimize the system of personnel management in the circumstances of the market environment, which is a necessary basis for the successful development of enterprises working in the field of high technology products and services

The main detected problems in selection system and
seed industry consist of depreciation of laboratory
equipment and specialized technique; the lack of funds
and low incentives for creators of sorts; decreasing of
volumes of elite and original seeds production in the
Krasnodar region; common use of low reproduction
seeds in production of grain. The existing stairs of seed
multiplication system are examined, as well as their
organizational and legal status. Directions of improvement
of system of state support in this field are
defined on the basis of presenting subsidies and preferences
on purchasing of import of highly specialized
equipment, provided that there are no domestic equivalent;
correction of requirements in order of receipt of
support for development of elite and original seed industry.

center of seed industry in the Krasnodar region on
the basis of a specialized research Institute (KNISH of
Lukyanenko). Though, as the result of providing by
center of consistent recommendations on peculiarities
of cultivation of sorts and their adaptive placement,
maintenance of contractual relations based on principals
of franchising, evaluation of sort and sowing index
of quality of seed lots and hybrids, will allow to
speed up the development of domestic seed industry,
increase the quality of corn farming in region
Small business is the basis for the development of the
national economy, providing 60% of revenues in foreign
countries. In Russia, this sector is developing slowly
due to lack of funding. In connection with the development
of small business, lending is growing in popularity
in this sphere. The state develops a variety of programs
to support small businesses in the form of public
and private lending institutions, venture capital funds,
credit unions. However, the volume of lending to small
business remains relatively low, due to mistrust of
banks and credit organizations in the sphere of small
business. Nevertheless, it is here, according to statistics,
the debt on loans is only 1.5% of the total. The article
describes the features of small business lending, it analyzes
the dynamics of the volume of loans granted, and
the amount of debt, identifies main obstacles to obtaining
loans to entrepreneurs, gives the analysis of credit
conditions of small business in Russia and Germany.
The problem of credit was considered from two perspectives:
from the perspective of credit institutions and
the banks themselves. We have developed measures to
improve credit conditions, which must take into account
not only credit institutions but also the state. It is necessary
to provide tax incentives, encouraging the establishment
and development of insurance business associations,
to support the creation of specialized banks lending
to small businesses, the development of cooperation
of small and large banks to increase bank lending and
reduce credit risks
