THE LEGACY OF THE CREATORS OF AGRICULTURAL SCIENCE

The article shows the role of famous scientists, academician Ivan T. Trubilin and professor Viktor V. Eroshkin in the organization of agricultural science in our region who have shown outstanding leaders of the largest agricultural University in the country, managed to organize and direct the work of a large group on the improvement of quality of preparation of specialists of agriculture, the solution of urgent scientific problems of the agroindustrial complex development. Under the leadership of the rector Ivan Trubilin, the science in the Kuban State Agrarian University (KubSAU ) has risen to a new level. The research was conducted on the plan of scientific-research work of University, Federal and regional scientific and technical programs. In their implementation, there were involved professors, teachers, researchers, doctoral students, post-graduate students. His scientific works and research on the development of scientific problems to improve economic efficiency and organizational forms of agricultural production are being continued and developed by the scientists of KubSAU. For many years, V. Eroshkin as a brilliant scientist worked together with academician I. Trubilin like his companion and the assistant in science. He has published more than 100 scientific works. The most important ones were: "Economic efficiency of oilseeds cultivation ", "Oilseeds in virgin areas", "Сalculation of crops acreage on the bases of perspective plan for the development of collective farms", "Principles of labor scientific organization", "Intensive tractors use and lowering work technical cost in collective farms". Under his leadership, dozens of dissertations were approved. His lectures were always marked with originality and accessibility and his ideas were easily perceived by students. All who knew and worked together with academician I. Trubilin and professor V. Eroshkin, will always remain these dedicated scientists, who were strictly following the principles of academic science

FORMATION OF THE SUBJECTIVE (VIRTUAL) MODELS OF PHYSICAL AND SOCIAL REALITY BY HUMAN CONSCIOUSNESS AND GIVING THEM UNDUE ONTOLOGICAL STATUS (HYPOSTATIZATIONS)

On the one hand, man is a physical object and a person. Therefore, we interact with the reality, on one hand, directly as a physical object, but on the other hand as a person, i.e. indirectly through our psyche. On the basis of information from the senses, the consciousness of a person creates a subjective model of reality. A man mistakes his subjective model of reality for reality itself, i.e. unnecessarily assigns an ontological status, by the hypostatizations. In fact, as the reality a man perceives not reality itself, but only its subjective model of that reality. As a result, as a physical object, a person lives in the physical world, and as a person he lives in his subjective model of physical and social reality created on the basis of information coming to his senses directly and from the media. This work considers the process of formation of subjective 3D models reality based of large numbers of 2D images, a distinction is made in the content of terms: "Seeing" and "Sensing"; it also analyzes the transformation of objective facts into subjective perceptions of consciousness and back. As a result of hypostatizations of subjective models of reality, we may observe the same effects as in virtual reality (a reality effect; the effect of the presence; the effect of depersonalization; the effect of virtualization goals, values, and motivations). So, there is every reason to consider different subjective models of reality generated by different forms of consciousness, the virtual models. We study various consequences of these statements

"EIDOS" SYSTEM AS A GEOCOGNITIVE SYSTEM (GCS) FOR RECOVERING UNKNOWN VALUES OF SPATIALLY DISTRIBUTED FUNCTIONS BASED ON DESCRIPTIVE INFORMATION FROM CARTOGRAPHIC DATABASES

The article proposes to use the automated systemcognitive analysis (ASC-analysis) and its software tool which is "Eidos" system to solving multiparameter typing, system identification and cartographic visualization of spatially-distributed natural, environmental and socio-economic systems. Imagine, that we have an original point cloud with coordinates (X,Y,Z), each with known values of gradation descriptive scales of nominal, ordinal, or numeric type S(s1,s2,...,sn). Then the "Eidos" system provides: 1) building a model that contains generalized knowledge about the strength and the direction of the influence of descriptive gradations of scales at Z=M(S); 2) estimation of the values of Z for points (X,Y) described in the same descriptive scales S(s1,s2,...,sn), but not a part of the original point cloud; 3) a cartographic visualization of the spatial distribution of values of the function Z=M(S) for points outside the initial cloud, using Delaunay triangulation. Basically, this means that the "Eidos" system ensures recovery of the unknown function values on the grounds of the argument and implements it in a generic setting, independent of subject area. We propose a new scientific concept called "Geo-cognition system", which is defined as a software system that provides conversion of source data into information, and knowledge in visualization and mapping of this knowledge, resulting in the cognitive map becomes graphics. This feature can be used to quantify the degree of suitability of the watersheds for cultivation of certain crops, the evaluation of the ecological situation on particular territories on the structure and intensity of anthropogenic load, visualization of results of forecasting of earthquakes and other unwanted risks or emergencies, as well as for solving many other similar mathematical essence of tasks in a variety of subject areas. HIGH STATISTICAL TECHNOLOGIES

In practical use of methods of applied statistics we do not apply separate methods for describing data, estimation, testing hypotheses, but we must use deployed whole procedures - the so-called "statistical technology". The concept of "statistical technology" is similar to the concept of "technological process" in the theory and practice of organization of production. It is quite natural that some statistical technology can better meet the needs of the researcher (user, statistics) than others, some - are modern, and others - outdated, some properties are studied, and the others - no. It is important to stress that a qualified and efficient use of statistical methods - this is not one single statistical hypothesis testing and estimation of characteristics or parameters of a given distribution from fixed family. This kind of operations - only the individual building blocks that make up the statistical technology. The procedure of the statistical data analysis - is an information process, in other words, one or other information technology. Statistical information is subject to a variety of operations (series, parallel, or more complex schemes). In this article we discuss statistical technologies and the problem of "docking" algorithms. We introduce the concept of "high statistical technologies" and then we prove the necessity of their development and application. As the examples we have given the researches of Institute of high statistical technologies and econometrics of Bauman Moscow State Technical University. We have also considered a number of education problems in domain of high statistical technologies

IMPROVEMENT OF MANAGEMENT OF AGRICULTURE IN THE MUNICIPAL DISTRICT OF KRASNOARMEYSKIY AREA

The article is devoted to the actual problem of modern science of management - creating the optimal organizational structure and securing clear job functions between employees of the Department of agriculture for the effective development of agricultural production in the municipality of the Krasnoarmeyskiy district of the Krasnodar region. This region is a major agricultural and industrial region of Kuban, in which due to the high economic and financial capacity it is possible to notice progressive development of the agricultural sector. In the study, we present an analysis of the current state and performance of the agriculture Department of the municipal administration of the Krasnoarmeysky district. To improve the efficiency of management of agriculture in the area we have proposed to change the current organizational structure of this element of public administration: reallocate some powers between employees according to their classification, add into the structure demanded practice of managing the district office by lawyer, send personnel to training. The implementation of the proposed measures for improving the organizational structure of the Department of Agriculture will lead to both economic effect – reduce labor costs, receipt of additional funds in the budget from the sale of new administrative functions, and to the social effect – increasing the skill level of employees and their degree of legal literacy

COMPOSITION OF THE CLUSTERS ANDBIOCHEMISTRY OF FLORA, NIZINA AND ANYUTA TABLE GRAPES

The article presents the characteristics of the mechanical composition of clusters, the chemical composition of grape juice and fresh grapes and wine tasting evaluation of three varieties of table. We have identified the following uvologic indicators of clusters of cultivars Flora, Nisina and Anyuta: structure - 90.0; 91.5; 87.3; addition - 8.0; 6.6; 10.8; structural - 6.4; 5.4; 8.1; berries - 17.6; 15.0; 10.4. In the studied berries of grape varieties the mass concentrations of sugars and titratable acids were in the range 18,1-23,5 and 0,73-0,78 g/100 cm3 respectively. The combination of sweetness and acidity causes high taste properties of grapes. In grape berries of Flora and Nizina the concentration of fructose was two times more than glucose. Differences in the content wine, malic, lemon and succinic acids in berries varieties of Flora and Nizina were insignificant. In the berries of Anyuta variety, the concentration of lemon and succinic acids was more, malic was less than other varieties. Most of the studied varieties of berries contain malic and wine acids. More of cations of potassium, sodium, calcium and magnesium then in other varieties and it contain less than Anyuta berries. The difference in the content of various cations in the berries of varieties of Flora and Nizina is negligible. Tasting score of fresh grape of Flora variety was 7.0, Nisina - 7.8 and Aniyta - 7.6 points

LEGAL BASES OF INSTITUTE OF PUBLIC SERVICE

In this article some features of legal regulation of the institute of public service are considered. The analysis of the norms of the service rights establishing the special administrative legal status of public servants is carried out. The author investigated the considerable list of the pre-revolutionary, soviet and modern legal literature devoted to topical issues of institute of public service. The main concept of this article is that the institute of public service is considered by us from a systemic position. For example, the content of the concept of "state position" from the point of view of both standard the contents, and opinions of representatives of the scientific doctrine is revealed. The author's definition of the legal category "state position" is offered. Besides, various concepts of understanding of the concept "public service" are presented in article. Thus the author paid attention to the fact that earlier in the domestic legislation there was no common opinion and standard establishment of the legal category of "public service". The main signs of the state position by the legislation of the Russian Empire are given in article. It is noted that in pre-revolutionary Russia legislators had identified the concepts of "public servant" and "official". This approach, according to the author, wasn't the advantage of the pre-revolutionary legislation, testifying to the low level of legislative equipment
