ESTIMATION OF INFLATION ON THE BASIS OF INDEPENDENT INFORMATION

This article is devoted to the investigations of our research team built for independent collection and examination the information about prices, ie to study the real inflation. The approach to measuring the rise in prices is based on selecting and fixing tool of economists and managers - the consumer basket which does not change during the time. On the basis of physiological consumption norms of the Institute of Nutrition (Russian Academy of medical Sciences) we made up the minimum consumer basket, ie we set annual consumption on food staples required to maintain normal functioning of the human body. In 1993-2015 we carried out an independent price collection. We obtained values of the consumer basket and inflation indices. We give the comparison with the data of official statistics. Our work is aimed at the elimination of Rosstat's monopoly in calculating the index of inflation, the minimum subsistence level and the real disposable income of the population. Using the same consumer basket makes it possible to compare the results of calculations for different time periods. That is why our works compare favorably to the approach of the official statistics. We have given a more detailed analysis of inflation in the XXI century. We have also briefly reviewed the use of inflation indices in the analysis of problems of households, organizations and production firms, as well as the country as a whole

AGROCHEMISTRY OF HUMIC GROWTH REGULATORS IN RICE

The article shows prospects of the use of growth regulators on the nature of humic culture of rice in the first place due to the low field germination of seeds, rice crops lodging. Effect of humate on the growth, development and photosynthetic activity of plants, as well as the consumption of nitrogen, phosphorus and potassium results in increased grain yield of rice. Depending on the type of humate yield increased by 5,0-6,4 с/ha. Seed treatment caused a change humates biochemical and technological indicators of the quality of grain. Beans with these options contain more than in the control of protein per 0,13-0,44 % starch - 0,36-1,2 %, decreased membranous grain by 0,2 % and 1 % fracture, raised on vitreousness 1,46-2,0% and the yield of cereals on 1,06-2,0 %

The quantum and mechanical justification of intensification by magnetic field of amalgam isotope separation method

The steady increase in demand for isotopes requires the development of methods to increase the efficiency of isotope separation technologies. Methods of isotope separation based on thermodynamic differences of isotopic forms of the molecules don't require significant investment, but characterized by a low rate of exchange. It's known that the magnetic effect leads to a change the vibrational frequency of the molecules, and therefore their thermodynamic parameters. The change increases the thermodynamic parameters, including the exchange rate. The results of the experimental determination of the thermal effect of dissolving the salts of NaCl, KCl, CuSO4, sodium amalgam decomposition by distillate in a magnetic field and without field were shown. Magnetic interference can have a significant effect on the amalgam exchange method which was shown by quantum and mechanical analysis of the results

PROSPECTS OF DEVELOPMENT OF THE RUSSIAN ECONOMY IN THE CONDITIONS OF ACTIVIZATION OF EXTERNAL LIMITING FACTORS FROM POSITIONS OF THERMODYNAMICAL MODEL

The analysis of social and economic development of countries in the conditions of the globalization of the world economy which is carried out with the use of thermo-dynamical model showed that interaction of the open economic systems standing on different levels of development can lead to absorption or destruction of one systems by others that finally will lead to "thermal death" in economy (stagnation). The closed economic systems can communicate with other countries by means of international trade. Less developed countries can't compete with industrially developed states and will inevitably get under their influence. The isolated economic systems can develop only in the presence of domestic market, resources and rigid social structure. Introduction of the anti-Russian sanctions and other external factors led to restriction of the influence of the foreign capital. Innovative activity in economy and strengthening of government institutions might be observed as a result. The thermo-dynamical model shows that partial isolation of the developing economic system possessing sufficient production and scientific potential leads to stabilization of its structure and growth of the innovative activity

USING DISCRETE WAVELET TRANSFORM FOR CALCULATION OF TRANSIENT REGIMES OF POWER SUPPLY SYSTEMS

This article presents an algorithm based on the discrete wavelet transform for the analysis of current root mean square (RMS) value and total harmonic distortion (THD) in power systems. Power quality indices play an important role in case of non-stationary distorted waveforms, where neither a frequency-domain-based approach using fast Fourier transform tools nor a timedomain-based approach using real time data give satisfactory results. The algorithm proposed decomposes the current waveforms into uniform frequency bands corresponding to the odd harmonic components of the signal. The proposed algorithm overcomes the spectra leakage problem. Computer simulations verified the effectiveness of the proposed algorithm

CHALLENGES AND TECHNICAL SOLUTIONS OF USING HIGH-PERFORMANCE TRANSPORT OF AGRICULTURAL MACHINERY

Material and technical resources form a large part of the costs in agricultural production and determine the level of intensity of agriculture, productivity and competitiveness of the industry. The most important role in agricultural production is played by transport operation, from productivity and quality of which directly depends the volume and the grade of final products. More preferable is tractor transport, particularly for on-farm transport, taking into account the impact of navigation systems on the ground. Continuous growth in the saturation of tractors carried out around the world, improves the performance of tractor transport aggregate by increasing their capacity and speed, either on the road or in the field. However, if you increase the saturation of tractors, it encounters problems related to the deterioration of the controllability of the tractor and transport unit. The reduced controllability leads to an increase of damage to transported agricultural products owing to increased oscillatory processes in the system of "road – trailer – tractor – operator" when driving on-farm trails, deteriorating the smoothness and braking properties. Especially sharp these questions relate to transportation of easy-to-damage agricultural products at farm transportation. The feature of data traffic lies in the sharp drop in grade products (products receive numerous mechanical damages, deteriorating its quality, and lose marketability and accordingly reduced its cost). Influence on fruit and vegetable products of unfavorable factors can lead not only to a dramatic loss of quality at the time of transportation, but also reduce the resistance during further storage. To solve the problems emerging when increasing the saturation of tractors, we have proposed devices, allowing reducing negative impact on the production of elevated oscillatory processes, to increase the permeability and straightness of movement of tractor-transport unit

SOME ELEMENTS OF CRIMINALISTIC FEATURES OF FRAUD IN INSURANCE

The article describes the criminalistic features of fraud in insurance. Particular attention is paid to the basic elements, such as the ways of committing fraud, the study of social and psychological portrait of a criminal, the circumstances of the crime, the mechanism of the crime and other elements. The article reveals different types of performances applied for committing fraud in insurance. Special attention is paid to the most common traces of crime in insurance. Material traces are found in a wide variety of documents: insurance contracts, insurance policies, medical records, the findings of evaluation expertise, the certificates issued by the law enforcement agencies, acts of car repair shops, acts of firefighters, etc. The article traces the material except the author gives the concept of ideal traces that remain in the minds of all victims and witnesses. The author presents a classification of fraud in insurance according to various reasons: depending on the degree of organization of the fraud and the status of persons who commit fraud. The results of the author’s research covered in this article relate to preliminary verification of the crime in insurance. The article considers different situations requiring inspection for detecting criminal activities in insurance

ORGANIZATION OF SOIL MONITORING OF NORTHERN SLOPES OF CAUCASUS AND POSSIBILITY OF THEIR PROTECTION FROM WATER EROSION

Studying the situation and the impact on mountain landscapes of Caucasus allows by means of measurements to establish the most important sources of pollution, to identify the main forms of pressure (emissions, solid wastes, etc.) on the natural landscapes and agricultural systems, to develop a monitoring program with allocation the main objectives and most important tasks of its implementation. The main purpose of monitoring – is to collection of basic information, which will be aimed at addressing specific environmental problems for improvement soil cover on northern slopes of Caucasus and protect it from water erosion. The monitoring program allows getting information, which is due specific problem and conditions of certain area. The main tasks of monitoring the soil cover of northern slopes include concrete achievements in solving problems. At the beginning of monitoring follows determine the range of issues under study. More than often limited resources strictly dictate the need to reduce of measurement program, but always save quality of received material. For solving this problem we have to define the polygons of monitoring and select the objects that are affected by anthropogenic and natural factors. Considering defined technique, it is possible to evaluate the direction of development of particular ecosystem under the influence of a specific mode of action

BIOHUMATE EFFECTS ON SOIL BIOTA

The article represents the results of the experiment on biohumate «Vermistar» (which was obtained by vermiculturing) and its effects on mycological soil composition. Humic preparations are interesting in the way of detoxication of soil. When humic compounds are active, herbicides and pesticide decompose faster and concentrations of heavy metals are lowered. Adding humic fertilizers affect the physical properties of water-Soil: increases capillary and light soil field capacity (an average of 20-30%) and heavy water permeability, improves the structure and its water stability, reduced soil density. It was noted, that low doses of humic fertilizer contributes to water-stable aggregates, and high - change the ratio of the structural units in favor of agronomically valuable fractions. This, in turn, is accompanied by changes in the humus state, and biological characteristics of the soil. Moreover, increased microbial activity was observed in the first year of application of fertilizers and as an aftereffect. The maximum total number of microorganisms established in the initial phases of plant development. The increase in the number of microorganisms is enhanced and the enzymatic activity of the soil which in turn increases the mobility of soil nutrients
