THE ROLE OF LAND, WATER AND MINERAL RESOURCES IN THE CONFLICTS IN AFRICA AND THE WAY FORWARD

The scarcity of natural resources has become a serious problem in terms of security in the world. This article examines the role of the limited resources in conflicts in Africa. The main source of conflict is the issue of control of resources and the right to a healthy environment. Here we consider the case of the regional conflicts in the African context. A large number of major rivers in Africa also have been the cause of conflicts between the riparian countries. However, most of these problems have been successfully solved, and in many cases, this process led to the formation of regional blocs for economic and diplomatic cooperation in the region. In addition to inter-State disputes, there are also internal disputes among regions or states within the same country for the control of resources. However, in some cases these regions have developed wellcoordinated approaches to resolving the disputes: either by judicial apportionment, congressional action or based on negotiated compacts. In general, we believe that a careful application of equitable resource-sharing formula to volatile areas is a basic condition for peace and stability in Africa

The energy market shows strong exposure to seasonal fluctuations. A striking example of the impact of seasonality is the dynamics of the production of natural and associated gas in Russia. We use two approaches to the identification and analysis of seasonality: classical econometric based on different smoothing procedure; spline method uses an approximation of the economic dynamics of cubic splines and phase analysis. The article examines the teaching descriptive geometry and engineering graphics on Faculty of Civil Engineering, higher-motivation of students to obtain needed competence to adopt competently compensation-drawings. The article describes the basic methods of conducting classes on the subject "Descriptive Geometry and Engineering Graphics" for students enrolled in the specialty 08.05.01 "Construction of unique buildings and structures." For lectures and laboratory classes in the department of descriptive geometry and graphics were developed multimedia courses with animation for all studied subjects, educational presentations that reveal the specifics of the discipline into account peculiarities of the educational process of learning in the Kuban State Agricultural university. Multimedia courses using enables us to model a situation that forces students to analyze, compare the solves of the task. Students develop an algorithmic way of thinking, formed the ability to think and act optimally variability. The use of multimedia development at the Department of Descriptive Geometry and Graphics showed an increase of performance results compared to the previous years of employment without presentation. It indicates that the use of multimedia lectures and laboratory exercises improves the efficiency and quality of education, as well as gives an opportunity to a greater extent to explain the learning material for students

ANALYSIS OF EXTERNAL INNOVATION ENVIRONMENT OF THE AGRO-INDUSTRIAL COMPLEX OF RUSSIA

The article discusses the main problems of formation and development of innovative macro-environment of Russian agribusiness taking into consideration state regulation of the economy, in particular the relevant rules and regulations and federal program-oriented documents. It is also presented the experience of legislation in Europe, the USA, as well as international organizations. The point is that the degree of elaboration of the legal and program-oriented database has a direct impact on the process of formation of innovative macro-environment in Russian agriculture. The purpose of the article is to identify the main problems of little dynamic potential of innovative activity in the agricultural sector of the Russian Federation. In order to do it, it was conducted terminological and retrospective analysis of innovative macro-environment of Russian agriculture using general scientific and specific methods for the study of economic processes. Its development priorities in accordance with the policy documents are investigated and analyzed. Omissions of legislative initiatives in the innovation field of agriculture are identified. Organization of an appropriate basis for the development of organic farming is proposed and grounded as one of the variants of improvement of rules and regulations and program-oriented security of Russia
