The steppe rivers of Kuban, which form their landscapes in the space between the basins of the rivers Don and Kuban, are divided into two subtypes: the rivers of internal flow which flow into the small ponds (Panura, Kirpili et al.), and the rivers of external flow which flow into the Sea of Azov (Eja, Beysug, Chelbas); direction of flow of these rivers is defined slightly downward from the high right bank of the Kuban (up to 50m) and the eastern slopes (altitude up to 50-170m) of Stavropol Upland; shores of rivers are heavily deforested, subjected to strong anthropogenic pressure and water systems contaminated of organic substances. Plowing of catchment areas to foreshore and plowing dry beams, as well as cutting of forests caused huge harm of river systems. The qualitative composition of microorganisms is not very varied. Polluted rivers and bottom sediments are dominated by saprotrophic microorganisms, spore-bearing and other rod-shaped bacteria. In the samples of sludge we marked high titer thiobacteria and sulfate-reducing bacteria. Complex of actinomycetes was investigated. The species composition of vascular plants includes 135 species from 48 families, most numerous asteraceae, cereals and legumes. The dominant plant of many floodplains steppe rivers is common reed, which contributes to the process of silting soil particles from the fields and the destruction of the sod with overgrazing. Among phytocenoses there is a domination of reed grass-forb deposits on moist soils, mesophilic couch grass-forb and grass-forb xerophytic. In soil biota of floodplains it is dominated by oligochaetes, bottom fauna molluscs and oligochaetes, water - rotifers and cladocerans

The authors emphasize that for the recognition of circumstances as extraordinary, such circumstances should be unusual, exceptional, and create immediate threat of life, not threat to health of a citizen. The article contains the analysis of court decisions, which counter to these provisions. The study notes that the legislation does not allow for opportunity to commit testament in the extraordinary circumstances using the technical equipment. It is a gap in the legislation, considering the current conditions. high artistic traditions of realistic art. Working in a
landscape genre, Pomerantsev managed to create more
than 500 paintings deep in a content and meaning. In his

watercolor art. The entire artist’s works were performed
under his impression. He received inspiration on
fishing trips, in woods and then at home master
reproduced what he saw from memory. Most of his
works are in private collections and galleries all around
the world. Romantic landscapes of Oleg I. Pomerantsev
affect by their transparency, complex color techniques
and inexpressible atmosphere, full of air and light.
Complex colour manners and inexpressible atmosphere
full of air and light. Graphic works by the artist,
executed in pencil on paper are very interesting too.
Sometimes master was fond of drawing in details, so
such works were not suitable for watercolors. In his
watercolor works Pomerantsev did only hardly visible
pencil drawing. The artist did not specialized in graphics
so he ruled out his pencil sketches as unsuitable, but the
wife of the artist has kept them. Watercolorist Oleg I.
Pomerantsev is unknown to Russian art-critics. In
view of that, the article was tasked to give for the first
time an art rating to the artist’s creation, to make an art
analysis of his works from the cycle "The Karelian
