ACCOUNTING AND CASH FLOW ANALYSIS IN THE GAS INDUSTRY

abstract 1231609134 issue 123 pp. 2007 – 2031 30.11.2016 ru 319
This article reviews the activities of OOO "Gazprom Transgaz Krasnodar". The authors have examined brief economic characteristics, performed the cash flow analysis, considered the organization of accounting of money resources of the economic entity. Money resources play an important role in supplying the financial and economic activity. This is due to the fact that these assets perform such functions as a measure of value, a way of sharing, capital accumulation. Their ability to quickly and easily transform into any kind of wealth has created a need to organize continuous and timely accounting of funds and their movement. Continuous process of cash flow represents the cash flow, which is usually compared with the system of "financial blood circulation", providing viability of the organization. From the completeness and timeliness of supplying the process of supply, production and distribution with money resources, there is a dependence of the results of main activities of the enterprise, the measure of financial stability and solvency, the advantages required for current and future development. PROBLEMS OF INFORMATION TECHNOLO-GIES TEACHING IN AGRICULTURAL UNIVERSITIES AND APPROACHES TO THEIR SOLUTION

abstract 1311707055 issue 131 pp. 644 – 658 29.09.2017 ru 319
One of the main components of quality of training of modern qualified personnel is the high level of teaching in universities. The article analyzes the problems of teaching information technology, preventing the formation of the high level of information competence in graduates of agricultural universities. This study examines the causes of problematic situations in teaching the subject: a low level of training of students on informatics and weak motivation of first-year students to study it; organizational and substantive errors of school and university education; low motivation of teachers to improve their professional level, to the publication of educational literature and creation of electronic materials; under-funding of personnel and hardware and software support of educational process; increasing the training of classroom teachers and number of subjects. The author proposes some approaches of a general nature to the solution of the problems under consideration: redistribution of the training course on the stages; main requirements of the school and University curriculum; raising the prestige of obtaining agricultural education and the introduction of entrance examinations for applicants; the introduction into the learning process of modern hardware and software technologies and new forms of education; reforming the system of professional development of teachers; the decline in classroom teachers; improving the system of material incentives for teachers to update the educational literature and the preparation of electronic materials; modernization of system of preparation of manuscripts for publication in the printing house; increase of salaries and introduction of allowances to teachers; improving the system of performance evaluation of teachers. Implementation of the proposed package of measures will lead, in the author's opinion, to increase the prestige of the teaching profession in society and the quality of teaching, thereby improve the degree of training of graduates of agricultural universities

AUTOMATED SYSTEM-COGNITIVE ANALYSIS OF THE DEPENDENCE OF SUBJECTIVE SOMMELIER WINE QUALITY ASSESSMENT ON ITS OBJECTIVE PHYSICAL AND CHEMICAL PROPERTIES

abstract 1491905015 issue 149 pp. 39 – 80 31.05.2019 ru 319
Sommelier evaluates the quality of wine on the basis of their subjective feelings. At the same time, what the sommelier says when evaluating wine, it is difficult or impossible to rationally understand for the uninitiated to this art. The process of assessing the quality of wine by sommelier can not be formalized and is carried out entirely at the sensual level. Sometimes, different sommeliers differently evaluate the same wine poured from the same barrel into bottles of different prestige, with stickers differing in the number of stars. This raises at least two legitimate and natural questions. The first question is whether any subjective sommelier evaluations of the quality of wine are connected with its objective physical and chemical properties? The second question arises in the case of a positive answer to the first one: is it possible to analyze the objective methods of physical and chemical properties of wine to predict its subjective assessment by various sommeliers or some "generalized sommelier", generalizing many such subjective assessments? This article is devoted to obtaining reasoned answers to these questions. The purpose of this work, which is of great scientific and practical interest, is to create a model that provides an automated assessment of the quality of wine based on the analysis of its objective physical and chemical properties, coinciding with its sommelier-evaluation. To achieve this goal, we use Automated system-cognitive analysis (ASC-analysis) and its software tools – the intelligent system called "Eidos". A detailed numerical example based on 1599 real-world examples of sommelier evaluation of wine quality with known physical and chemical properties is considered. In addition to the answer to the two questions in the article, there is a study of the created system-cognitive model

THE DEVELOPMENT OF THE TWO-LEVEL TECHNIQUE FOR ASSESSMENT OF THE MISSED BENEFIT DURING THE LANDING AND CULTIVATION OF PERENNIAL PLANTS

abstract 1321708128 issue 132 pp. 1478 – 1491 31.10.2017 ru 318
The article describes the process of developing the two-level technique for assessment of the missed benefit during the landing and cultivation of perennial plantings. The technique is developed for the enterprises where the cycle of production of raw materials breaks into several periods until the first harvest. The choice problem of the most suitable grades for the landing is relevant for such enterprises. The first level of the two-level technique assumes assessment of qualitative and quantitative characteristics of grades with use of such tools as the theory of fuzzy sets and the decisions tree. The results of the first level are entrance data for the second level where there is final assessment of a grade and determination of the missed benefit rather potentially possible at the choice of the recommended grade. In the article also designated the importance of the raw materials stage for the technological chain. It is shown that, being consecutive structure, the technological chain strongly depends on the first stage – a stage of raw materials production. Minimization of the risk situations at the first stage promotes strengthening of the general risk tolerance of a technological chain

THE ESSENCE AND THE STAGES OF THE STATE REGULATION OF AGRICULTURAL ECONOMY

abstract 1221608032 issue 122 pp. 448 – 460 31.10.2016 ru 317
The author shows the classification of the stages of development of state regulation of agrarian economy, consisting of four blocks; and provides a brief description of them. There are shown the boundaries of state authority regulation, which are defined by legal, legislative, budgetary, tax, social, and environmental functions of the state. Methods of regulation with participation of the state are divided into direct (administrative) and indirect (economic). Economic and administrative tools have some similarities and common features, and, at the same time, they are the opposed. The author notes the predominance of economic methods, at the same time dividing five areas of economics, in which the use of administrative methods is compulsory to achieve the condition of balanced development of agrarian economy. With that being said, it is very important to: have governmental control over monopolistic markets, prevent negative impact on non-renewable resources, environment, and ecological situation; as well as maintaining acceptable living standards of the rural population. A special place takes the support of international trade links, politics of a moderate protectionism for the protection of agricultural markets with customs barriers, export licensing, import control policy. It is noted that the indirect intervention of the government in the agricultural economy implies the implementation of a system of measures affecting external and internal economic environment. Here, the authors refer fiscal policy by manipulating the state budget, government spending and taxation, measures of credit regulation, monetary and investment policy, regulation of the system of labor recruitment, employee income, and other tools
