This article is devoted to evaluation and analysis of
basic trends, that revealing modern situation and
current level of the development of social sphere in
rural areas in the Krasnodar region. We have carried
out a theoretical view to current problems in
gasification, water supply, and development
infrastructure objects in rural areas of the region. The
authors have considered main attention is a social
standards when developing targeted programs for the
social development of rural areas. The article provides
a specific list of normative values still indicators as the
presence of a central gas supply, the central and the
local water supply (hot and cold), the length of the
street and objects known telephone. We have
explained the mechanism of government regulations
aimed at social infrastructure in rural areas of the
Krasnodar region and the organization work of
municipal institutions to protect and maintenance local
roads. Based on the above authors’ suggestions, it is
planned to achieve more definable and justifiable
opinion in the implementation of municipal regulation
social development rural areas designed on the basis
targeted programs in the subject area. Actual and

Dynamic development of the agrarian sector of the economy of Kuban demands adequate improvement of social conditions of rural tenor of life. In the article we consider characteristics of housing and communal services and social infrastructure of the village, the loudspeaker of the area of rural housing stock, its structure and improvement in comparison with cities. The analysis of specific weight of the houses equipped with the sewerage, a central heating, hot water supply, bathtubs is carried out. Reduction of distinctions in arrangement of rural and city housing is revealed by the sewerage, heating, bathtubs, hot water supply. However, at the same time with a water supply system, the sewerage, heating, hot water supply by gas or floor electric stoves it is equipped less than a half of the area of housing in rural areas of Kuban. Reserves of improvement of quality of the existing roads and construction of new ones, especially between settlements of various administrative regions that can improve considerably the message between rural settlements are revealed and unload the main highways. We have shown the characteristics of preschool educational institutions and day educational schools, healthcare institutions and culture are provided in rural areas, the monetary income of villagers of Kuban. For factors of input of housing per one villager we present a matrix of pair coefficients of correlation received as a result of statistical data processing of the state statistics on municipalities of the Krasnodar region
The consolidated Krasnodar region budget in revenue for a three year period (2012 – 2014 years) is worked out considering optimistic indices of social and economic development of our region (improvement of investment climate, growth of competitiveness and business effectiveness, stimulation of economic rise and modernization). Revenue of the budget in 2012 year is planned to be 216 billion rubles. About 65 percent of this amount will be aimed at the social sphere, including more than 49 billion rubles for education, more than 38 billion rubles for public health, 25 billion rubles for social policy

It is being said, that with a large number of studies on
the functioning and regulation of the growth of small
agricultural farms there is remaining a number of problematic
provisions research on conceptual framework
of small management, forecasting, process optimization,
management decision making, and innovative
development of small agricultural farms. It is noted,
that in processes of support and regulation of small
farms today it is invested more and more of the state
budget. Their use is closely tied to the definition of
"small farms", the correct assignment of entities for
this field. In this regard, the authors offer a definition
of small agricultural businesses, which differs from the
widely used in scientific and industrial practice the
definition of small farms by greater brevity, and referencing
to these entities all small agricultural producers,
including domestic urban economy. Among the features
of small agricultural entities, the authors emphasize:
the independence, poly productive model orientation,
low development and applicability of management
techniques, economic knowledge, culture of
market relations, information, consulting services, and
general infrastructure of production. Strengths of small
entities include small initial capital to "uplift business",
high autonomy, flexibility, process management,
high efficiency, low fixed costs, and possibilities
of effective mobilization of material and financial resources.

and other services to improve the efficiency
