IMPORTANCE AND METHODOLOGIES OF EVALUATION OF HUMAN RESOURCE DEVELOPMENT IN COUNTRIES

Human Resource development is an important asset permitting corporations and governments to survive in this unstable economic world. Skillful and well educated worker will always permit getting competitive edge. In this article after defining Human Resource development (HRD) and explaining the difference between it and Human development (HD), I will explain the problem of evaluation of HRD with concrete formula and case study showing how the return on investment can be measured. The methodological background with different approaches of more than 10 eminent writers on the question of training evaluation and the common points of them will be presented in a special table with references. Also in the article I ‘am going to give my concretes processes with typical strategy to follow in terms of HRD in government levels, more specifically in developing countries like Mali where Human capital development is a crucial question. Many corporate or state managers fail with their HRD strategy because of lack of knowledge or management tools which can help them do it. So I think this article will help them more and also will draw governments’ attention on the importance of investing in HRD and knowing good evaluation methods. And the work will finish with a conclusion

DEVELOPMENT OF MICROFLORA IN APPLE ROOT RHIZOSPERE WHEN FERTILIZING

The problem of environmental safety of agricultural products and agro-technical measures is very urgent now. Various agrochemicals are widely used in agricultural production: plant protection preparations, fertilizers, stimulants and plant growth regulators, etc. One possible solution of this problem may be a partial replacement of mineral fertilizers by bacterial ones. The aim of our research was to determine the effect of different fertilizers and methods of their application on the quantity of microorganisms in the apple root rhizosphere soil. The research was carried out according to conventional methods. In our experiment, we determined the number of microorganisms in the rhizosphere of the roots of apple trees, nitrogen, phosphorus and potassium in the leaves; hydrolysable nitrogen, available phosphorus and exchangeable potassium in soil and crop yield. The highest yield was obtained by fertigation in our research. Application bacterial fertilizer to the soil ensured yield increase at the level of mineral fertilizer application. Application of fertilizers in general, in the studied application rates provided optimum level of nitrogen, phosphorus and potassium content in the leaves and soil. By use of fertigation and bacterial fertilizers were high and relatively stable numbers of microorganisms in the rhizosphere of the apple trees. The number of microorganisms in the rhizosphere had a positive correlation with yield and the content of nutrients in soil and in leaves

MODEL OF INFORMATION EXPOSURE IN SOCIAL NETWORKS

On the basis of hydrodynamic analogy between turbulent transport of momentum, heat and mass transfer, and information in the conditions of modern electronic social networks, we consider a model of informational influence. The flow of information is represented as a stream of random events with simplest flow properties. In addition to the flow of information impact there were introduced the concepts of density, velocity and viscosity of the information flow. These parameters had been derived from the construction of dimensionless criteria characterizing the balance between inertia and viscosity of the information flow of information influence. This criterion serves as a numeric parameter determining the boundary of the transition from low-intensity to high intensity of information influence the turbulent nature of the attack. We have also analyzed the ranges of changes and the meaning of the entered parameters from the point of the organized network information inserts. The existence of the information in time and procedural nature of the concept of information allow us to focus on the properties of information flow as inertia, dynamics and relaxation

THE USE OF INFORMATION TECHNOLOGY FOR THE MANAGEMENT OF THE ACCOUNTS RECEIVABLE OF THE ENTERPRISE

To improve the efficiency of using receivable accounts at the enterprise, there is an objective need to perform its constant control. The management of the accounts receivable allows to consider the issues arising during the execution of payments from the debtors of the enterprise in due time and to take essential measures to overcome such situations. This will ultimately have a favorable effect on the financial condition of the company. This article reviews the possibility of using information technologies for the management of the accounts receivable of the enterprise through the implementation of a balanced credit policy. The presented software tool makes it possible to calculate the final credit rating of each enterprise’s debtor by determining the sum of the weighted estimates of all risk factors, to determine the credit limit of each debtor, based on the total debt limit of the company, or on the basis of average monthly receipt from the funds of the debtor. Furthermore, the program helps to calculate the sum of discounts given to the debtor for the timely merchandise payment, or the sum of the fine for breach of the payment discipline. The use of information technology to automate processes of the accounts receivable management of enterprises can significantly reduce economist’s time of work spent on this issue, define emerging problems in this sphere in due time and help to make justified management decisions to overcome such problems

MODERN QUESTIONS OF POTATO HARVESTING EQUIPMENT PERFECTION

Potato is cultivated in 130 countries on an area of over 18 million hectares; it annually gives more than 300 million tons of tubers. The share of the Russian Federation accounts is about 11% ... 14% of total production. The resulting potatoes consumed in food, animal feed, technical purposes, seed fund. According to the Ministry of agriculture of Russia, the largest number of potatoes in our country (89 %) is produced in peasant farms and personal farms of citizens, the area of cultivation of which make up about 2.7 million hectares. At such farms for the harvest, they use mainly potatodiggers, followed by selection of crops manually. The use of diggers in small areas of planting is more costefficiently in relation to the harvesting combine. In addition, the parameters requested for ATT to damage potatoes when harvesting with the diggers (3%) are higher than during harvesting by combine harvester (5%). As practice shows, for the use of cleaning units, even under optimal harvesting conditions in the hopper of the combine, there are soil and vegetable impurities. There are many different devices intended to localize the problem. Based on the foregoing, we can conclude that it is necessary to pay considerable attention to the quality of work of excavating working bodies, because it affects the productivity of the functioning of the whole machine. Currently, there are widespread potato aggregates with the receiving part, equipped with side disks, spaced along the edges of the plowshares. The disks cut off the raised layer of soil from between the rows. This entails improving the performance of the potato harvester. The most efficient and economical from the point of view of energy consumption, is the work of passive disks with hooks. The quality of potato harvesters depends on the design and performance of excavating bodies. The proposed design solution for an excavating body increases the productivity of harvesting machines

QUANTITATIVE AND QUALITATIVE DETERMINATION OF ENZYMESANTIOXIDANTS CONTAINED IN HORSERADISH GROWN IN THE ASTRAKHAN REGION IN THE SUMMER AND AUTUMN

The article is devoted to the study of enzymesantioxidants contained in horseradish root. The article provides a detailed analysis of the sources of information, aimed at clarifying the content of enzymesantioxidants contained in horseradish root, grown in the Astrakhan region in the autumn and summer. During the analysis of the literature, it was found that the content of enzyme-antioxidants in the root of the horseradish is not constant and depends on climatic conditions, planting time and harvest time. The content of antioxidants in the root of horseradish grown in the Astrakhan region in the summer-autumn period was studied using by the method of A.N. Bach and A.I. Oparin. 2 g of horseradish roots contains the number of enzymes - antioxidants able to expand for 30 min (1,547 • 100) / (20 • 1) = 77.35 mg of hydrogen peroxide in 1 min - 2.56 mg. 1mkmol As hydrogen peroxide is 0.034 mg, in 2 g horseradish contains 76 E enzyme - antioxidants (or E 38 1 g horseradish). The results of this work will form the basis for the creation and study of new enterosorbent with antioxidant functions. REDUCING THE SHARE OF IMPORT OF MEDICAL PRODUCTS IN THE RUSSIAN MARKET AS A PHARMACOLOGICAL FACTORS OF ECONOMIC SECURITY OF THE COUNTRY

The problems of pharmaceuticals quality and safety have been investigated as the national security essentially depends on the solving the serious problem in proper time. The state control and guaranties are very important for the provision of the population with safe and qualitative pharmaceuticals. Measures to resist adulterated pharmaceuticals (APh) circulation of legal, economic and right-protective character have been proposed. The proposed mechanism of economic and legal resistance to the APh circulation is based on the interaction of both market and the state monitoring of APh circulation, correspondence of the system of laws to the real state of things and basic tendencies in the consumers` market, neutralization of APh circulation as a measure of priority, search, of the methods of resistance as well as an increase of the interested parties attention to the above mentioned problem. Analysis of import statistics is one of the most widespread, reliable and popular tool for assessing the state of the market and analysis of supplies of imported products. PATENT SEARCH DESIGN PROVIDES TILLAGE OVERTURNING. METOD SEARCH. THE PROPOSED TECHNICAL SOLUTION

The article deals with the issue of patent search of mechanization for the main-processin you with a turnover of reservoir devices carry it out-ment, identified problems existing in the given-term technological operation. The ways of solving them and their implementation are shown. We describe two possible variants, making patent search using two search engines FIPS and FINDPATENT. We have shown the closest in design and type of patents that answer the main question which is tillage, the ways of influencing the process of improving tillage with a turnover of reservoir and definition of the design for further examination. This article has applied nature and is aimed at improving trend constructions of arable unit to improve the quality performance. We have proposed and presented a design of reversible ploughs and its body to moldboard tillage. When using a system of rational agriculture, we comply with all management practices of the application of modern energy-saving technology, the goal will be reached - increasing crop yields with less expenses
