PRIORITY INVESTMENT PROJECTS IN FOREST DEVELOPMENT AS AN INSTITUTION FOR INTENSIFICATION OF RUSSIA'S FORESTRY

The main tendencies of the development of forestry in the Russian Federation under the implementation of the Forest Code of 2006 are discovered, the goals of forming the institutional environment for forests use, conservation, protection and reproduction at the present stage are defined. The activities in the field of conservation, protection and reproduction of forests in the country in the period from 2007 to 2013 are characterized by a decrease in the volume of work and activities. A steady upward trend in the loss of forest resources from forest fires was outlined. The state policy of the Russian Federation in the area of use, conservation, protection and reproduction of forests is aimed at conservation and augmentation of forests, maximum satisfaction of the needs for high quality products and useful properties of forests. The achievements of stated objectives were provided by solving of a number of tasks, including the increase in efficiency of the forest sector management and intensification of the use and reproduction of forests, which have the priority meaning. The authors determined the institutional model of public-private partnership in the forest sector of the Russian economy recognizing the need to develop flexible institutions for interaction between government and business in the use, conservation, protection and reproduction of forests as an integral part of intensive economic model. The article proposes a conceptual scheme of efficiency assessment for investment projects in forest development and target functions for data subjects of investment projects: the federation, the region, the business and local community

In developed and developing countries around the world, social security is beginning to gain a more important role, directly or indirectly affecting one of any economy priorities - maintaining and increasing the welfare of society. At the same time, constantly evolving and developing economic processes derive the task of the social security system regulating on a more complex level. There is a need for constant optimization and bringing the above-mentioned mechanism to such a state that would be able to meet modern criteria. The provided by the state and non-state pension institutes system acts as a basic element of social security whose responsibility area is to create a comfortable financial situation of old age people. Today the effectiveness of the non-state provision system and private pension funds lends itself to wide criticism that entails the actualization and possible rethinking of the existing theoretical framework. This article describes the theoretical aspects of the private pension funds essence. Here is the systematization of the many approaches to the definition of the investigated institute. PROBABILISTIC MODEL OF THE PROCESS OF REDUCTION OF THE PRICE FOR PLANNED ACTIONS

The soil fertility increase issues are very relevant now. Intensive development of agriculture cannot be made effectively without complex actions for farmlands protection from different types of degradations. On the one hand, it is necessary to ensure the maximum harvest of crops, and to preserve and increase the fertility of the soil and prevent negative anthropogenic impact on the environment on the other. For an extended reproduction of soil fertility, a system of measures is necessary for introduction of mineral and organic fertilizers into the soil, agrotechnical and reclamation methods, stimulation of humus formation processes, and so on. Therefore, methods are important that allow us to estimate the planned measures in advance to improve soil fertility and to eliminate environmental damage. In the article, the estimated parameters are treated by random variables. This allows us to consider the uncertainty in terms of probability distributions. It is offered a probabilistic model of the process of reducing the price of the proposed activity. Mathematical expectation, variance, distribution density of the considered random variable probabilities as the main characteristics of the object state price are calculated. The model can be used to address issues of rational use of land, scientifically based land management organization, when drafting land reclamation project
