PRINCIPLES OF ASSESSMENT AND RANKING OF UNIVERSITY’S STRUCTURAL DEPARTMENTS

Main principles of ranking of objects, which are evaluated by numeric parameters, are considered in the article. Undoubtedly, the technique for internal assessment of University’s department should be harmonized with techniques of external assessments. It means that during setting of internal indicators, key indicators of external ratings must be taken into account. However, the system of rating’s composition by force of indexes’ aggregation, setting of weighting coefficients, using of various mathematic methods for reduction of an estimate to integral value, could differ from systems currently in use. The choice of methods is validated, which are appropriate for the procedure of ranking of University’s structural departments. For selection of alternatives based on specified criteria, Analytic hierarchy process by Saaty and Cogger and Yu method are proposed. The technique for internal rating of structural departments have been developed, which allows to estimate evolution of positions of faculties and departments in rating, as well as to recommend possible improvements. Recommendations for carrying out of University departments’ effectiveness monitoring are formulated. Techniques under development are being led to practical implementation, and could be introduced into self-assessment processes of Higher educational institutions. Complex technique combines all proposed techniques, and is a tool for carrying out of internal assessment of effectiveness of Higher educational institutions’ activities on base of uniform computation procedure with using of the set of approved indicators. The advantage of proposed technique is its flexibility, which consists in the possibility to adopt the calculation of indicators of activities’ effectiveness in accord with changes in the register and contents of primary data. Results of internal assessments of the University and its’ structural departments should favor the improvement of management system as well as creating of terms for dynamic development of the University, grounded on maximum effective using of available resources and potential of University’s research personnel

PRINCIPLES OF CLASSIFICATION OF MUSICAL EDUCATION

The article explores the main types of musical education. We created a table of classification based on the experience of world and Russian culture, personal educational experience. The classification table shows the main features of music education and provides brief comments for each species. We show the multiplicity and multidimensionality of the types of educational activities. Educational activities were classified into nine types of classification: form, volume, organizational complexity, subject, audience, socioeconomic status, genres, performing music composition, connection with media space. It is noted that the main forms are musical-educational lecture and educational concert. Other forms derive from these main types. The article made an important conclusion: music education should be considered a form of communication between musicians and listeners, which along with the aesthetic component plays an important role cognitive component aimed at the formation of the musical (or artistic) culture of the public

PRINCIPLES OF ORGANIZATION AND OPERATION OF COLLECTIVE TAXI

The volume of transportation of passengers by taxi is 6-9% of the total traffic of all kinds of public transport depends on the size of the settlement. The main purpose and the advantage of a cab is providing services for the transportation of passengers on the route, appointed by the customer, around the clock work and comfortable travel. To unload the transport system of the city, especially during peak hours, it is proposed to introduce a new type of operational-servicing passengers - a collective taxi. It is designed to transport multiple passengers traveling in the same direction, but with different destinations landing, while the fare is much lower than in a normal taxi. In organizational sense, collective taxis can be a unitary taxi company with the official standard structure and the quantity of the workers or a division of the taxi park of the city

PRINCIPLES OF ORGANIZATION OF AGRARIAN PRODUCTION MANAGEMENT

The article discusses the issues of organizing the management of agricultural production; it reveals the properties of socio-economic systems as an object of management, provides an overview of existing approaches to management organization, concludes that the complexity and heterogeneity of socio-economic systems objectively determines certain specifics of the organization of their management systems; the content of the category "agroeconomic systems" and their specificity as an object of management are disclosed, a set of principles, reflecting the multifunctionality of agriculture and the totality of various aspects of managing agroeconomic systems of various levels is given. It is proposed to systematize the totality of these principles in the context of such groups as: theoretical and methodological principles (system approach, dynamism and variability of the functioning environment, integrated assessment of the development of the agricultural sector, balanced development of elements of agroeconomic systems), principles reflecting the specific features of the formation of agro-economy (taking into account the peculiarities of the natural and climatic conditions of development, taking into account the level of development of rural territories as a spatial basis for conducting agricultural production, taking into account the level of development of agricultural production, taking into account the level of investment attractiveness of the agricultural sector), principles ensuring balanced development of agro- (rational division of labor, rational distribution of production, proportionality of the development of elements of the agri-food complex, maintenance of the balance of economic interests of managing subjects), the principles regulating the formation of the management system (adequacy of the management system, the optimal balance between the elements of the management system, complexity, economy). It is argued that securing a high level of controllability of the agrarian production system is possible only if the effective interaction of all subjects of the management system is achieved through the coordination of their objectives and the definition of the scope of their managerial competencies
